efficient county officer and beloved friend and associate who had apparently mary years of life expectenoy
ahead of him; and
BB IT FURTHER RESMVED that the members of this Court, speaking for themselves and the other
citizens of the county, express to hie•family sincere sympathy and deep condolence upon the lose of
their husband and father; and that a copy of this resolution be delivered to the widow, Mrs. Marjorie
8. Burkhalter, and other copies released to the public press."
Coming on to be considered the matter of appointing a Tax Assesecr•Collector for the unexpired
term of Norton R. Burkhalter, deceased, Kra. Xarjoris E. Burkhalter was nominated and the namination wan
seconded and she was unanimously elected for the unexpired portion of the term tram August 31, 19549 to
December 31, 1954, both dates inclusive. Whereupon Kra. Burkhalter presented her official bonds which
were approved in open Court and wan sworn in by County Judge Ware.
County Judge Ware presented to the Court the request of the Central Christian Church of Bryan
for use of the temporary District Court quarters as a meeting place for public worship on Sunday mormings
and Sunday evenings during the summer months until further notice. Upon motion duly seconded and unanir
mously adopted this request was granted and the congregation of the said Central Christian -Church of
Bryan was authorised to make use of the District Court quarters as requested.
In accordance with public notice heretofore given the Court went into considerition of the 1955'
proposed budget as submitted by the County Judge on July 30, 1954, The following is the transmittal of
said budgets "Bryan, Texas, July 30, 1954•

Gentlemen:
As your budget officer and in accordance with the requirements of the lay (Article 689-a, 890-
tions 9 to 12, inclusive, Revised Civil Statutes of Texas, as amendeq), there is submitted herewith the
proposed budget of Brazos County for the fiscal (calendar) yaea of 1955, including all anticipated
receipts and proposed expenditures. The budget herewith submitted contains all of the necessary eehedulea
and tabulations in proper detail on the fallowing pages.
The statutes require that the county budget be submitted during the month of July and that
public hearings thereon be held subsequent to August 15, after which it shall be
finally approved and
adopted by the Cosmisaioaers' Court and then strictly adhered to throughout the following fiscal year.
TOTALS AND COMPARISONS WITH COMPARISONS WITH PRIOR s
The within budget carries a gross total of $1,290,100.00 under the astponditures column for the
em, year. Excluding from this total the item of $585,000.00 not up for the construction, equipping,and
furnishing of the new courthouse-fail, it will be noted that proposed actual expenditures amount to
$405,100.00, which is actually $37,500.00 less than the gross amount of $542,600.00 budgeted for 1954.
This latter amount of $542,600.00 included $146,000.00 tentatively reserved for the new courthouse-jail
project. Deducting this $146,000.00, it will be noted that actual expenditures for 1954 were calculated
to be $306,600.00 or only a little over $9,000.00 more than the $387,013,49 actually spent during 1953.
EDUCTION OF INDEBTEDNESS: INDEBTEDNESS:
Excepting the courthouse-Jail bonds which are now in process of issue, the outstanding indebto&
ness of the county at the beginning of the fiscal (calendar) year of 1955 will have been radioed to a total
of $516,000.00. This has been accomplished by a continuation of the county's long-established policy of
paying off and discharging indebtedness an fact as income permitted.

During the forthcoming year maturities of road indebtedness principal will amount to
$34,000.00 and interest will accrue to the amount of $25,145.00, making a gross total of $59,145.00.
Because of benefits accruing to the county from its pro-rata share of the state gasoline tat and

other refunds administered by the State Board and County District Road Indebtedness at Austin, we
•
will receive during 1955 credits on this indebtedness totalling $39,320.00- With these credits the
county will be able to discharge the first-mentioned $59,145.00 of maturing principal and interest

with cash outlay of only $19,825.00. This latter amount will be paid from the balances now on hand
in the various sinking funds so that there is again no necessity for a tax levy for road debt

service.

ROAD AND BRIDGE FUND AND PRECINCT OPERATING EIPE?48ESt

The within budget proposes total expenditures of the Road and Bridge Fund for 1955 of
$270,000.00, which is an increase of $10,000.00 over the amount budgeted for 1954. The Precinct
"
Operating Budget is being continued at $120,000.00, but there is a separate item of $40,000.00 for

county road construction and improvement, including black-topping and hard-surfacing with county-
owned equipment. This item will permit the Commissioners to do a great deal of road improvements
without having to wait for state aid. It in planned, however, to continue to accept all farm-to-
t market road funds which the State Highway Commission will allocate to Brazos County. The combina-
tion of state aid and county road construction should result in a greatly improved system of high-

rays and roads in Brazos County. As evidence of this prediction, we have only to point to the black-
topping and hard-surfacing which has been accomplished by the County Casmiseicnere in their respective

precincts during the past year. -

NEW COORTHOUSE-JAII. PROJECT:
In accordance with the overwhelming vote of the taxpayers of the county on December 5,
1953, the Commissioners' Court has proceeded with the project for the construction of a new court-
house-jail. The architects have virtually completed the plane which will be submitted to contractors

for bids within a matter of weeks. Although the vote of our
gh taxpayers authorised the issuance of a
maxiamhm of $800,000.00, our tax valuations permit the issuance of only $790,000.00 in such bonds and
this amount has been deemed sufficient for our purposes. After several months of negoiation, the
bonds were sold on Jame 30, 1954, to mature serially over a period of twenty years, at a most favorable
and attractive net interest rate of 1.999116 per cent.
CONSTITUTIONAL PARii-TO-MARREf ROAD FDlmt
In accordance with the provisions of the Constitution (Art. VIII, Sec. 1-a) and the
statutes (Art. 7048-s, Revised Civil Statutes of Texas), it will be possible for Brazos County to levy

and collect for Farm-To-Market County Road purposes the 30$ per $100600 valuation of property, formerly
levied by the State for general purposes, provided the property taxpaying citizens should give their
!
approval at a :special election to be held for that purpose.. If such election were favorable and the

IM should be authorised for county road purposes, the total State and County tax rate would remain

at a $1.52 per $100.00 valuation so it now Is. This total presently is made up of the 80$ being

t ' levied for county purposes and the 72/ being levied by the, State Automatic Tax Board for State purposes

and certified to our Tax Collector. This 720 has included the 30# General Fund Ad Valorem State Tax

The courthouse-fail bonds being issued this year will be serviced from money derived from the Pezmanmt
Improvements Fund without any increase in the overall county rate. The within budget and its several

schedules are accordingly drawn on the basis of a tai rate of W# per $100.00 valuation.

CONCLUSICH
The within budget should be accepted by the Commissioners$ Courts tiled with the County Clark, and
public hearings set thereon. It is hereby urgently recommended that this budget be finally approved and
adopted in its present form after the conclusion of the statutory hearings.

On motion duly seconded and unanimously adopted it was voted to increase the salary of the
third deputy County Clerk (Mrs. H. Chester-Jones) from $2400.00 to $2600.00 per annum, effective
January 11 1955.
John M. Barron, County Attorney-Nominate, appeared before the Court and in some detail-and at
length presented the problems to be faced in that office during the coming year and for the neat few
years. After detailed discussion and consideration of the matter his request for the salary of an
assistant county attorney was approved and upon motion duly seconded and uaenimarsly adopted the Court,
voted to insert in the budgets effective January 1, 1955, the following items

On motion duly seconded and unanimously adopted the Court voted to eliminate from the allooa-

tione to the County Attorney and the Sheriff the two items of $700.00 per aoaum for clerical assistance

Thereupon a motion we made, duly seconded and unanimously adopted by which the Court voted to
accept and approve the budget as revised and amended-and to certify it for official use during the
year 1955.
On motion duly seconded and unanimously adopted, the Court voted to fin and levy occupation
taxes for Brazos County at one4wlf (1/2) of the rates levied by the State of Texas, and to fix and levy
the county poll tax at twenty--five (250) cents per eligible parson for the tax year beginning October 1

Messrs. J.-C. Goldsmith and R. W. Braley appeared before the Court as representatives of
Earl Graham American Legion Post No. 159 and presented a request for -the re-location of the roadway
through the American Legion grounds leading from Highway No. 21 to an intersection with Waco Street.
After discussion of the matter and being iatosmad of the Legion's plane for development and enlargew
meat of the grounds, on motion dully seconded and unanimously adopted the Court voted to authorise
the re-location, of the road at a point approximately one and one-half blocks southwestward from
Waco Street, provided the Legion should deliver to the Court a formal easement to a right-of way
