The principal purpose of this meting was to hold public hearing upon the Brazos County budget
proposed for the year'1954, as submitted to the Court by County Judge Mare an July 30, 1953, and
according to published notices of hearing thereon for this date and which notices have heretofore been
published for three consecutive weeks in the gryan Daily Nagle.

As your budget officer and in accordance with the requirements of the,
law (Article 689-a, Sections 9 to 12, inclusive, Revised Civil Statutes of Tame,
as amended) there is submitted herewith the proposed budget of Brazos County for
the fiscal Icalendar) year of 1954, including all anticipated receipts and proposed
expenditures. The budget herewith submitted contains all of the necessary schedules
and tabulations in proper detail on the following pages.
The statutes require that the county budget be submitted during the
month of July and that public hearings thereon be hold subsequent to August 15,
after which it shall be finally approved and adopted by the Commissioners Court
and then strictly adhered to throughout the following fiscal year.
TOTALS AND CQ4PARISONS WITH PRIOR YEARSs

budget carries a
gross total of $542,600.00 under the expenditures
column for the coming year. Of this sum, however, a total of $139,000.00 is to be
held in reserve, for the construction,of the new proposed Brasos County Courthouse-
Jail, as will be indicated in the schedule for Permanent Improvements. Deducting
" the $139,000.00 from the gross total of $542,600.00 would indicate actual proposed
i -expenditures of $403,600.00 which is in reality only $7,925.36 above the $395,670.64
expended during 1952. In this connection it will be remembered that for the year •
1950, total expenditures were 9404,757.17, including the proceeds of Road Machinery
-and Equipment Warrants in the amount of '$40,660.00.

At the beginning of the fiscal year of 1954, the outstanding indebtedness

of the County will have been reduced to a total of $565,000.00. During the
year maturities of principal will amount to $290000.00 and interest will accrue

to the amount of $26,770.00 or a gross total of 05,770.00. Because of benefits

r, accruing to the County from its pro-rata part of the State gasoline tax and
other refunds administered by the State Board of County and Disttict Road Indebted-
noes at Austin we will receive a total credit of $29,045.00. These credits will

make it possible for the County to discharge the $55,770.00 with a cash outlay of
only $26,725.00. This amount will be paid from the balances now on hand in our
various sinking funds, so that there Is again no necessity for a tax levy for a
debt service.
ROAD AND BRIDGE FUND AND PRECINCT OPERATING EXPENSES:
The within budget proposes total expenditures of the Road and Bridge Fund
for 1954 of $210,000.00 which is an increase of $10,000.00 over the $200
000.00

budgeted for 1953. The Precinct Operating Budget has been increased to 1120
000.00

from the $117,000.00 budgeted for 1953.
w - It is our feeling that these increases in funds will permit corresponding
increases in operations.
FARM-TO-MARKET ROAD FUND:
Brazos County has been accumulating a Far@-to-Market Road Fund since January 1,
1951, the effective date of the amendment to our constitution under Section 1-a
,
Article S. Because of litigation initiated by Crimes County, however, the fund was
- not available for use until the case was decided by the Court of Civil Appeals
at Galveston, Texas, on February 26, 1953, which decision was subsequently upheld
by the Supreme Court of Texas. The fund is accordingly budgeted for 1954 at its

maximum amount of approximately $15,000.00. This fund will be of tremendous value

to Brazos County in the black-topping and hard-surfacing of existing county roads.
Brazoe County now owns all of the necessary machinery and equipment for the
black-topping or hard-surfacing of roads which was recently acquired at a cost of
•
approximately $28,500.00. With this equipment and the money available from the
Farm-to-Market Road Fund as well as what may be spared from precinct allocations,
it should now be possible for the County to do a lot of road improvement with its
own forces. Our County Commissioners are making plans to black-top or hard-sur-
face a number of local roads which it is not possible to have approved for State-
financed projects.
z' TAX RATEt

For the second time in many years, Brazos County will not be required to make
levies for debt service and this will permit the continuation of the current
tax rate of 800 per $100.00 valuation. The within budget and its several schedules
are accordingly drawn on the basis of a tax rate of 800 per $100.00 valuation.
ONCLUSIONt
The within budget should be accepted by the Commissioners Court, filed with
the County Clerk, and public hearings set thereon. It is hereby urgently reo-
amended that this budget be finally approved and adopted in its present form after
the conalusion of the statutory hearings.

After a full and complete discussion of the proposed budget schedule by schedule and item by item
and following explanations- by the County Judge and the Commissioners and after all citizens present
had been heard as fully as they desired to speak, a motion was made by Commissioner Porterfield that the
salary of the County auditor as shown in the schedule of the General Fund carried on Page 12 of the pro-,
posed budget be set at $4,000.00 rather than the $4,500.00 recomended. This motion was seconded by

Commissioner Nolan and adopted without recorded opposition.
Thereupon motion was made by Commissioner Nolan, seconded by Commissioner Burlin and unanimously
adopted, by which the proposed budget as amended was approved and adopted according to the following

for Brazos Canty at one-half (1/2) of the rates levied by the State of Texas, and to fix and levy the
County poll tax at twenty-rive (25#) cents per eligible person for the tax year beginning October 19 1953,
and the Court voted further to request the Tax Assesaor-Collector and the Sheriff of Bmasse County to
strictly enforce the collection of occupation taxes levied by the County.
Upon motion duly seconded and unanimously adopted, the Court voted to fix and levy taxes for the
several common school districts of Brazos County, Texas, for the tax year beginning October 1, 1953, in
the amounts and at the rates certified to the Court by County School Superintendent We D. Bunting accord-
ing to the following schedules

Timed Civil Statutes of Texas, as amended by Acts of the Forty-Sixth Legislature, 1939, Page 654, Para-
graph lj and it being the opinion of all members of the Court that tax relief is more equitable and uni-
fora when given in the fora of reduction in rate, which has been the practice of this Court whenever
possible, on motion 407 seconded and unanimously adopted, the Court voted that the provision of-said'
law be not adopted and that Brazos County decline to exercise its option to allow such diaconate on
county taxes.
