1. A NEW SITE:

The present building was erected when the only means of transportation between the
outlying areas of the county and the city of Bryan was the horse and buggy. There

was not one automobile in the county. Neither were there any well-defined highways,
nor was there one square foot of highway pavement. The population of Bryan was
possibly 3,000; that of the county approximately 18,000. Today the population of Bryan
'
may safely be taken at 20,000, while that of the county is undoubtedly 40,000. And as
of April 20, 1953, there are
, , 9,102 passenger automobile, and 1,895 commercial and farm
~i
trucks registered in the county, which is by no means the total number of such vehicles

within the county. What with student, army personnel, and clerical help whose care
' are registered elsewhere but whi

thin the county, the total number of

motor-propelled vehicles, not counting the farming equipment, may well exceed 12,5001
What the problem of the automobile will be in another fifty years is anybody's guess

but one thing is certain: so far as our ability to foresee the future permits us

must consider the problem of parking it. What with two highways adjacent thereto, and
two narrow streets at the

des, it is utterly inconceivable that adequate
parking space can ever b

at the present site. The simple question of what to
do with the automobiles, therefore, leads us inevitably to the conclusion that we
must seek another location if we are to afford any semblance of convenience to the

o through the years will use their care in going to and from the seat of the

y government in the daily transaction of their business.

In this connection, the Committee would call to the attention of tie Court the

possibility of disposing of the present site for a considerable sum of money a sum

so large in fact that even when ten acres are purchased elsehwere there might still
accrue to a building fund a sum well in excess of $150

There is also the question of interim housing in the event the decision of the Court
L, ie to use the present site for a new building. The Committee is of the opinion that

providing such housing and facilities for 20 - 24 months while the old building 1e

being razed and a new one is being erected will involve an expenditure of not lase

than 030,000. This amount might well accrue to a building fund by selecting another
location as all offices and services could remain Intact until a new building is ready

climb stairs or rids elevators, and less costly, too. The cost of mechanical
equipment, particularly elevat2ra, comes high, and there is the eternal problem

3. A SEPARATE JAILS

The committee is of the firm conviction that the jail must be separate, apart and

completely removed from the courthouse. Prisoners, felons, thugs, and other law-

breakers must not be housed in the same structure where law-abiding cit4sens go

about their daily business. Whatever care may be taken to muffle noises
emanating

from jails, there is just no way of completely preventing epithets, oaths and

other forme of profanity being heard by people nearby.

There is also the question of damage, a real problem in buildings where jails

are placed on upper floors. Too many fine structures have suffered irreparable

damage by flooding, a particular type of sport often indulged in by thugs who stop

drains, turn on faucets or pull connections loose.

Our people must not be subjected to the indecencies and insults of lawbreakers,

and once we have erected a building of which we can all be proud, there must be

no opportunity for irreparable damage,Dy housing these same lawbreakers in it.
4. SPACE REQUIREKEM AND COSTSs

The Committee is of the belief that the study of apace requirement4,,and costs

attached hereto sets forth in detail our foreseeable needs certainly for the
rest of this century. The estimated coat seams to-be reasonable and in our

opinion represents the maximum obligation that should be imposed upoa our people

at this time.

5. THE ARCHITECTSs
Whatever amount of money is ultimately set aside for this program, the people of
Brazos County will in large part eventually foot the bill. The Committee feels
r~.ykr
that in so far as practicable as much of this money as possible be spent within
the county. We therefore recommend that an architectural firm resident in the
county be employed to design and supervise construction of the proposed court-
~
house and jail; that landscaping and decorating be done by firms resident in the

county; and that wherever
possible all contracts for the various phases of con-

struction be awarded to firms resident in the county.

Turkey Crook county public road at its intersection with Fin-Feather Road and Carson Street at the west

The Court approved and ratified the action of Commissioner Newton Burlin of Precinct No. 4 in

securing formal easement for a drainage ditch from John Krasienaki and directed that this instrument

be recorded in the Brazos County Deed Records.

At the suggestion of Honorable W. S. Barron, Judge of the District Court of Brazos County, the
Court noted the new law enacted by the 53rd legislature relating to the
pay of jurors.
Upon motion duly seconded and unanimously adopted, the Court voted that from the effective date

of said Act the pay of Brazos County District Court jurors would be $5.00 per day as provided by the

amendment to Article 2122 of the Revised Civil Statutes of Texas.

On motion duly seconded and unanimously adopted, the Court voted to authorise the purchase
from Milton Franklin Appliance Company of Bryan, Texas, of one Model ND-386-A Norge gas range complete
and installed in the Brazos County Jail for official use; the said $165.00 bid being the lowest and
beet bid for the article specified.

On motion duly seconded and unanimously adopted, the Court voted to authorise the payment team
the General Fund to the City of Bryan the sum of $44.00 incurred by the City Fire Department on July 1,
1953, in responding to a fire alarm outside the corporate limits of the City on the Tony Ruffin tam.
It was further voted that the City Manager be notified not to charge any further expense to Brazos
County for such outside fire alarms unless and until specifically authorised.
On motion duly seconded and unanimously adopted, the Court voted to pay all bills which have
been properly filed and approved and for which budgeted funds are available.
The Court received and heard a delegation of citizens who urged the early hard-surfacing or

other permanent improvement of the Turkey Creek Road from Dodge Street in the City of Bryan to the in-
