The regular meeting of the Commissioners' Court of Brasov County, Texas, was held in the office
of the County Judge in the Courthouse in Bryan, Texas, beginning at 10:00 a. m., on Monday, February 9, '

eI hereby certify that the within financial report of Brazos County, Texas,
for the year 1952 is true and correct as per records in this office.
T .The County ended the year with flying colors. Over-all cash balance has
increased from $147,346.15 on January 1, 1952, to $192,796.31 on January 1, 1953,
or an increase of $45,450.16. This strong cash balance on hand is very largely
due to the accumulation of the Permanent Improvemeate Fund for the proposed new
Courthouse-Jail. This reserve fluid constitutes $76,752.23 of the total cash balance
on hand, exclusive of $20,000.00 invested in interest-bearing securities.
"The County's outstanding bonded debt was reduced $59,660.00 during 1952 by the
payment and retirement of that amount of outstanding bonds, so that with the and of
the year, the bonded debt of the County amounted to $592,000.00. Of this latter
total, the State of Texas, under the term of existing laws, will assume and pay off
as its portion, the amount of $282,929.10, thus leaving a net balance of $309,070.90
to be paid from the county funds.
"The tax valuations have increased $561,882.00 during the year and the 1952 tax
roll totals $21,151,154.00.
"The receipts from all sources for the county totaled $441,120.80 and the die-
bureements were $395,670.64, making the receipts $45,450.16 greater than disbursements.
"The motor vehicle registrations have increased from 12,095 in 1951 to 12,968 in ,
1952, or an increase of 873 vehicles. TheRegistration fees have increased from
$181,007.89 in 1951 to $198,352.80 in 1952, or an increase of $17044.91, of which the
county retained 8127,839.17 and $70,513.63 was remitted to the state. „
"The county's net debt ratio is 2.32 per cant based on a bonded debt of $592,000.00.
Deducting the state assumption of $282,929.10, the debt ratio is 1.18 per cent.
"It is my opinion that BrazoaCounty is in an excellent financial shape and has never
enjoyed a higher credit rating than at present.

The Court received, noted and ordered filed the following communication from Mr. F. T. Cole, Clerk of
the District Court of Brazos County, Texas, relating to fees earned, but uncollected during the year of,

Mrs. Robert I. Bernath of Bryan appeared before the Court as a representative of the Bryan Garden
Club, and stated that her organiaation'Was ready and willing to replace an the-east side of the Courthouse
lams the live-eak trees which had been removed by the City of Bryan at the time College Avenue me widened
as a State Highway. The members of the Court were keenly interested in this offer on the part of the Bryan
Garden Club, but told Mrs.Bernath that in view of the pending proposal for construction of a new Courthouse-
Jail building, it would not be wise to undertake permanent plantings until final landscaping and architect-
ural plans were available to the Court.
On motion duly seconded and unanimously adopted, the Court appointed W. A. Lawless of Kurten, Texas,
to be Justice of the Peace of Justice Precinct No. 3, in succession to John Yeager, now deceased.
Pursuant to the action of the Court on January 12, and the resultant public advertisement for bide for
a County depository, the Court received and considered the following written proposal, which was submitted
in person by Mr. Travis B. Bryan, Sr., President of The First National Bank of Bryan, Bryan, Texas:

After consideration of the above and foregoing bids and proposals, a motion was made,
duly seconded and unanimously adopted, whereby all of said bids were rejected without prejudice. It was
further ordered that the County Auditor be requested to secure new bids for one adding machine according
to specifications agreed upon after conference with the Tax Assessor-Collector, and that the new bids be
available by the next regular meeting of the Court.
The County Auditor, P. J. Vitopil, laid before the Court the following bide and proposals
for consideration of_tha Court and covering the printing and binding and otherwise preparing of the 1952
Tax Receipts for Brazos County, to be based upon specifications supplied by the Tax AssessorC-ollectort

$383.90 as submitted by Tbs SLedt Company of Austin,.Texaa, th ich was found to be the lowest and best
bid and most advantageous to Brazos County.
County Clerk A. B. Syptak stated that his office was now in need of two additional
electric typewriters, on which trade-in allowances could be made for used manually-operated machines.
Thereupon, a motion was made, duly seconded and unanimously adopted by which theCounty Auditor was
requested to secure bide on two electrically-operated typewriters upon specifications agreed upon

roads and the desirability of the County being equipped to do such work on its own account. Whereupon

a motion was made, duly seconded and unanimously adopted by which it was agreed that the County Con-

missioners would confer with the local State Highway Engineer and secure itemized lists of machinery,
equipment, and specifications therefor, as might be necessary for such operations, and which itemised

lists of equipment and specifications could be used for requesting bids looking to the purchase thereof

On motion duly seconded and unanimously adopted, the Court voted to pay all bills which had
