County Agent W. M. Kimbrough and County Home Demonstration Agent Miss Emily Ritter appeared
before the Court, presented their monthly reports, and made verbal statements as to the
progress of the
work. At her request, Miss Ritter was granted a leave of absence for the period from August 6-25, 1951,

in order that she might attend a special shartcourse at Denton, Texas.

before the Board of Equalization. In view of the fact, however, that the Board, of•Equalization had al-
ready certified the increased valuation to the Tau Collector, it was not popsible to reopen the case.
Mr. R. W. Duffey appeared before the Court on behalf of the Missouri-Pacific (International.
Great Northern Railroad) Linea and asked that correction be made in the calculation of the Missouri-
Pacific Railroad tax valuation for 1951 as heretofore certified by the Board of Equalization. Whereupon,
motion was made, duly seconded and unanimously adopted, by which-this error in multiplication'was cor-
rected and the valuation for 1951 for tax purposes changed from $410,000.00 to $00,000.00.
A motion was made and duly seconded, that in view of the fact that the State of Texas apparently
will not be in position to approve and build a fans-to-market highway on the county mad running west-
ward from Burtam to an intersection of the Tabor-Edge Road, for which project the County on October IS,
1950, pledged a budget item of $20,000.003 and further in view of the fact that the next allocation made
to Brazos County of State and Federal Aid road money shall be assigned to Commissioner's Precinct No. 2,
and in view of the further acute need of road improvement and maintenance throughout the County, that
the $20,000.00 be withdrawn from the pledge to the State Highway Commission and that it be redistributed.
This motion was unanimously adopted.
Motion was made and seconded that the above mentioned $20,000.00 be equally divided among the
four Commissioners' Precincts. This g{otion failed to carry, with affirmative votes by Commissioners
Porterfield and Burlin, and negative votes by Commissioners Nolan, Conrad, and County Judge Ware.
Subsequently a motion was made and seconded that the $20,000.OU be distributed as follows$

The foregoing distribution of the $20,000.00 was approved by a vote of four to one, with affirmative
votes of Commissioners Conrad, Porterfield, Burlin, and County Judge Ware, and with negative vote oast by,
Commissioner Nolan.
Motion was made and seconded that the County employ a Purchasing Agent who would be stationed at
the County Shop and who would be a man experienced as an expert mechanic and who would be paid a salary
of $325.00 per month, one-half from the Road and Bridge Fund, and one-half from the General Fund., After
discussion, this motion was adopted by a vote of three to tow, with affirmative votes of Commissioners
Porterfield and Burlin and County Judge Ware, and negative votes of Commissioners Conrad and Nolan.
By motion duly seconded and adopted without opposition, the County Judge was requested to ask
the County Attorney for a legal opinion on the amount of salary that could be fixed by the District Judge
for payment to the County Auditor.
A motion was made, duly seconded, to pay all bills which had beam properly filed and approved
and for which budgeted funds were available. This motion was adopted by a vote of three to two, with
affirmative votes of Commissioners Conrad and Nolan and County Judge Ware, and negative votes of Com-
miasioners Porterfield and Burlin.
A motion was made, duly seconded, and unanimously adopted, by which the County Treasurer was
instructed to file with the Commissioners Court a quarterly report relating to the finances of the County?
A motion was made, seconded, and adopted, by which it was ordered that no transfers of funds
would be made from one account to another except upon order of the Commissioners Court.
Whereupon the Court adjourned.

County Judge A. S. Ware submitted a proposed budget for the County for the fiscal (calendar)
year of 1952, carrying total proposed expenditures of $451,735.00, with a recommended tax rate of 800

per $100.00 valuation. This budget and its various schedules were discussed in detail after which Com-

an moved that the budget be accepted as proposed, and Coe®iasioner Conrad seconded this
motion. This motion was adopted by the affirmative votes of Commissioners Nolan and Conrad and County
Judge Ware, with negative votes being cast by Commissioners Porterfield and Burlin kho stated their

reasons for voting against the approval of the budget were that it did not contain detailed allocations
of proposed expenditures for the several offices and that the county tax rate ahouldbe lowered from 80#
to 751 on the $100.00 valuation.

Mesdames Robert W. Caldwell and Ralph Cobb, representing the Brazos County Home Demonstration
Association, appeared and extended to all members of the Court and their ladies and friends, a cordial
and urgent invitation to attend the saesions of the Annual Convention of the Texas Home Demonstration
Association, to be held at College Station on August 29, 30 aid 31, 1951s and especially the pageant to be
presented at Kyle Field on the night of August 30. These ladies indicated that these meetings would have
an attendance of approximately 2,000 from various sections of the State. The invitation was thankfully
received and the ladies were assured that the members of the Court would do their utmost to attend the
meetings.
On motion duly seconded and unanimously adopted, the Court voted tc change the name of the
voting box and the polling place in Voting Precinct No. 13, from Country Club, to Crockett School, with
no change in boundaries or territory involved.
On motion duly seconded and unanimously adopted, the Court voted to change the polling place of
Voting Precinct No. 9. Smetana, to the Fountain Hall, with no change in boundaries or territory involved.
On motion duly seconded and unanimously adopted, the Court voted to ask the State Highway Com-
mission of Austin, Texas, to designate as a Texas State Highway the road from Roan's prairie in Grimes

County, by way of Carlos and the Ferguson Crossing over the Navasota River, by way of the Williams Rands
headquarters and F. M. Highway 158 to Bryan, and thereafter to complete on this State Highway the approx-
imately 10-mile gap from Carlos in Grimes County to the Williams Ranch Head
quarters in Brasov County.

It was understood that Grimes County would be invited to join Brazos County in this request to the Highway
Commission.

58 REODLAB NOTING, F;DNDAr, AUGUST 130 1951 "In any County having a population of thirty-five thousand inhabitants, or, over, according
to the preceding Federal' Census,,or having a•tax valuation of •fifteen million dollars, or aver,
according to the last approved tax roll, there shall be biennially appointed an'Auditor of Accounts
and Finances, the title of said officer to be County Auditor, . . . , who shall receive as cow
penzatlon for his services one hundred twenty-five ($125.00) dollars for each million dollars, or
major portion thereof on the assessed valuation, the annual salary to be computed from the last
approved tax roll= said annual salary from county funds shall not exceed three thousand six hundred
($3,600.00) Dollars. . .
The last approved tax roll (1950) of Brazos County shown the assessed valuation to be
$16,171,930.36. Therefore, the minimum annual salary that may be paid the County Auditor of Brazos
County is $2,000.00.
It is pointed out that it is the duty of the District Judge to fix the annual salary of the
County Auditor and he may fix it at any sum from $2,000.00 to $4,680'.00 inclusive. If, however, the
sum that he fixes is more than $2,000.00, it must be approved by the Commissioners Court.

Notion was made and seconded that the Court authorize the borrowing from the Permanent Improve.
meats Fund for the benefit of the General Fund of the sum of Eight Thousand and No/100 ($8,000.00) Dollars
to be repaid before the and of the calendar year, or before Decanber 31, 1951, without interest. The
foregoing motion was adopted by the affirmative votes of Commtssionere Nolan and Conrad and County Judge
Ware; Commissioner Porterfield not voting, and Commissioner Burlin voting No on the ground that he wanted
the loan to bear two per cent interest.
Commissioner Burlin inquired of the County Judge as to the written applications available for
the position of Purchasing Agent, as authorized by a vote of the Court on July 9, 1951{ whereupon the
County Judge presented the formal letters of application for this position from the followings

During the discussion which followed, the County Judge stated that it was his opinion that so long'as
the Court remained divided as it seemed to be, it would not be a wine thing to employ a Purchasing Agant
and remain divided over his tenure. After continuing this discussion, Commissioner Porterfield made a
motion, seconded by Commissioner Burlin, that Joe Howard be employed as Purchasing Agent. This motion
received the affirmative votes of Commissioners Porterfield and Burlin, and the negative votes of Com-
missioners Nolan, Conrad, and County Judge Ware. It was thereupon declared by the chair that the motion
had been lost.
At the request of Commissioner Burlin•and on motion duly seconded and unanimously adopted, the
Court authorized Commissioner Burlin to contract with the Bry-Tax Qompany of Bryan, Texas, for the topping
of a roadway 20 feet vide and 1800 feet long along the Old Hearne County Road, extending northward from
State Highway No. 6 at the northern part of the City of Bryan, at a cost of $1,000.00, to be paid from
the Terracing Fund of Precinct No. 4, and with the understanding that the abutting property owners would
repay $500.00 of this coat.
At the request of Commissioner Nolan and by motion duly seconded and unanimously adopted, the

On motion duly seconded and unanimously adopted, the Court voted to pay all bills which had been
properly filed and approved and for which budgeted funds are available.

and Conrad, with Commissioners Porterfield and Burlin voting No. The County Judge thereupon-announoed
that the specified tax rats for the tax year beginning October 1, 19510 of eighty (800) cants per $100.00
valuation, had been fixed, approved and levied by the foregoing rota of Three to Two.
Came on to be considered the matter of Brazos County allowing discounts an ad valorem taxes
for the tax year beginning October 1, 1951, which might be paid in advance, as authorised by Article i
7255b, Revised Civil Statutes of Tax", as amended by Acts of the Forty-Sixth Legislature, 1939, Page 654,
Paragraph 1; and it being the opinion of all members of the Court that tax relief is more equitable and
uniform when given in the form of reduction in rate, which has been the practice of this Court whenever
possible, on motion duly seconded and unanimously adopted, the Court voted that the provision of said law
be not adopted and that Brazos County decline to exercise its option to allow such discounts an county tare

As your budget officer and in accordance with the ramp iramante of the law (Article
689-s, Sections 9 to 12, inclusive, Revised Civil Statutes of Texas, ae amended), there is

the county budget be submitted during the month of July and that public hearings thereon be held
subsequent to August 15, after which it shall be finally approved and adopted by the Commisatonars
Court and than strictly adhered to throughout the following fiscal year. The budget herewith sub-

REDUCTION OF INDEBTEDNESS

~ The long established practice of reduction of county indebtedness is again provided for in

this budget. At the beginning of 1952, the gross indebtedness of the County will amount to +651,660.00,
which includes

September 15, 1950. The following schedules show the details of the proposed reduction of $59,660.00,

along with payments of interest amounting to =30,518.00, or

a total of $90,178.00 for debt service, including both principal and interest. State Aid to be received
is estimated at $37,878.00, which will leave $52,300.00 which is the total indicated for all sinking
funds as show in, the summary of proposed expenditures for the within budget.

INCREASE IN VALUATIONS
In accordance with the action of the Commissioners Court in October, 19509 all taxable valu-
ations for the County have been increased 25 per cent over the amounts carried on the tax rolls for 1950,

and while the final figures are not yet available it is very probable that the total assessed valuations

of the County for the tax year 1951 will pass the 20 million dollar mark. With the levying of the con-
stitutional limit on this valuation for the General Fund and the Road and Bridge Fluted, it is estimated
{
that the increased Income of these two funds will provide more nearly adequate amounts of money and allow
'

more efficient operations. It will be noted that the carry-over balance in the General Fund has been re-
duced to a nominal amount for the coming year and that the balance in the Road and Bridge Fund will be

much lower than usual. The increased valuations, however, will permit the more efficient operation of
the County's activities during the coming years insofar as they are to be financed from these two funds.
