In accordance with Article 1665, Civil Statutes of Terse, I am submitting my annual
financial report covering operations and affairs in Brasos County, Texas, for the year beginning
January 1, 1950, and endigg December 31, 1950.
1 hereby certify that the within financial report of Brazos. County, Taxes, for the year 1950
is true and correct as per records in this office.

At the request of Commissioner Burlin, motion was medo, duly seconded and unanimously
adopted by which the Court authorized pgmenL from the Terracirg Fund of Precinct No. 4 of the sin of
$837.50 to the Bry-Tax Compan4y of Bryan, Texas, as the contract price for the bLek-topping of sixteQ
hundred seventy-five feet at fifty cents per lineal foot, of Brazos County Public Road extending from the
Bryan City Limits on Nall Lane to the intereection of State Parm-4o4arket Highway go. 158.
The Court received from County Auditor F. J. Vitopil the official Annual Financial Report of
Brazos County for the calendar year 19508 consisting of 27 pages containing appropriate'schedulas and
statements and accompanied by the following transmittals

Dear Sirs:
THE FIRST NATIONAL BANE OF BRYAN, Bryan, Testy, attaches hereto its cashiers check in the
rum of $10,000.00 (Ten Thousand),in accordance with the law providing check accompany our bid for
county depository and that check be not less than 1/2 of 1% of the income of the county during the
past year.
The bank respectfully submits a bid to act as county depositary for the owdog biennium, two
years, from February 13, 19510 to February 14, 1953, for ALL ODUNTT FUNDS, ALL COUNTY SCHOOL FUNDS,
ALL TRUST FUNDS OF ALL COUNTY OFFICIALS, agreeing to pay an time deposits 1% as heretofore, credited
to the general fund monthly, in accordance with present and future regulations of the Federal Govern-
ment, agreeing to secure all deposits with securities approved by acts of the Legislature of Texas,
and (b) tan thousand dollars for each separate account maintained under our membership in the
federal Deposit Insurance Corporation.
We agree in the future as we have in the years since the county was founded to be of every
possible service and assistance to the court in the administration and conduct of the affairs of the
county and county school funds and affairs.

The foregoing being the only bid received by the Court and having been duly considered and
found to be advantageous to Brazos County, on motion duly seoonded and unanimously adopted, the Court

voted to accept the proposal submitted by said'Bank and to authorize it through its President to execute
and supply the necessary bonds and pledge contracts.
The County Judge laid before the Court the following communications from Mr. F. E. Hoofer,
Superintendent of the Southern Pacific Lines, and each CountIr Commissioner reported that he had also
received a personal letter identical with it:

Recently there was a serious derailment on this railroad in Texas because of a County
road grader depositing dirt and gravel on one of the rails. This derailment resulted in heavy
monetary lose, fatal injury to the enginder, and injury to the fireman and one of the brakemen.

There have been other serious derailments for the same reason in the past.

At a formal hearing held by the Interstate Commerce Commission it wa

It is respectfully requested that the Honorable County Judge read this letter in open court
and,the request is hereby made that all County employees concerned with operation of ioadwsy graders

or other machines be informed of the importance of keeping the tract free of all obstructions. Of

paramount importance is the keeping of rails and flangsways free of dirt, gravel and other roadway ,
surfacing material.

It is also requested that this subject be kept as an active basis in order that newly"
elected officials end now employees may from time to time be informed in the matter.

41hile the maintenance of railroad crossings is the retponsibility of the respective rail-
road companies involved, every care not be taken to sea that no loose gravel, stows, earth, or other
material Is left on a railroad grade crossing following bled' operations or hauling of material by
Highway Department force. Derail-out a resulting in heavy property damage and 1008 of life have resulted
from failure to observe this precaution. Particular care must be taker to see that no material is placed
on the crossings, and it, through oversight, such material is placed thereon, it must be removed immed.

Maintenance Foreman should sake !request and regular inspections of.all crossings and should
see that the rail flanges are kept free of any accumulated dirt or gravel resulting from the maintenance
of the highway.
The following rules shall be strictly adhered to by all employees operating highway department
equipment:
1. Stop all highway road-working oWipment befbre crossing railroad tracks.
2. Do not depend an train schedules. Trains may be expected nay time in eith or direction an
any track. Keep a sharp lookout and do not arose tracks when trains are approaching.
3. Before reaching crossings, raise the nose and blade of snow plows and graders to clear
rails and planks on crossing.
4. Stop all work equipment after passing over railroad crossings. Make a carefal inspection
of the crossing. ,
5. Clean flangsways and crossing of any material that might derail a train.
6. It equipment is stalled on crossing, highway employees shall do all in their power to pro-
vent a train from hitting it.*
Sometimes a pile of dirt or gravel may be left on the rail or the flangewsyys filled up whLch
might cause a derailment of a train, reanlting in injuries or death. Since this might occur on construct)
projects as well as from maintenance operations, It is requested that a copy of this circular be furnished
each Resident Engineer and paintenance Foreman in your District.
Your usual cooperation will be appreciated.

Each member of the Court agreed that he would instruct his employees to use utmost care and
caution in preventing any type of obstruction or litter to remain on railroad tracks after county road
maintenance operation.
Coming on to be considered the matter of the appointment of election judges for the 18 voting
precincts in Brazos County, Texas, to serve for the calendar year of 1951, :hereupon the Coyest, by unan-
imous action, upon motion duly made and properly seconded, named the following citizens to serve for the

and Immediately proceeded by automobile to Austin, Taxes, for a hearing before the State
Highway Carrmiedam
an a matter of farm-to-market roads for Brazos County as requested by the Court in its meeting on Octobar
9 18, 1950. After a detailed presantaticn of the three projecte and a respectibl and courteous hearing on
the part of the Highway Commiasioners, the Court returned to Bryan and again aesmbled in the office of
the County Judge.
j On motion duly seconded and unanimously adopted, the Court voted to reimburse Commisaioner
Clyde J. Porterfield for expenses incurred during official travel on Brazos County business as followa:
Syr February 12, 1951: Trip to Houston and return to Bryan; Meals for two men
for one day, $4.00; Transportation: Mileage an personal
automobile, 99 miles to Houston and return, totaling 198

Commissioner William A. Conrad explained his urgent need of a new truck for I= diat• use
¢;'1 and stated that the successful bid for the 2}-ton Ford truck awarded to Bryan Motor Comptuy of Bryan,
Torras, an December 18, 1950, is yet unfilled for the reason that the dealer is experiencing unexpected
f{' difficulty in securing the described vehicle with two-speed rear axle and is still unable to state def-
~ finitely whether or not he will be able to supply the item within the 90-day period originally allowed.

Commissioner Conrad further stated that the Bryan Motor Company (name now changed to Cade

Motor Company) is In position to 'supply at once a two-ton Ford truck which he now feels would serve his
precinct purposes better than the 2+j-ton truck originally aeked for. In view of all of these facts,
Commissioner Conrad requested that the Court rescind its action in ordering the 2h-'ton duck chassis as
