issued to any Vendor after June 30, 1950 unless the agreement has been signed by the •

Vendors are prohibited from filling purchase orders for materials or services to be -s,
used on their own farms. Also, a Venda who acts in a representative capacity should
not fill purchase orders for farms under his control.
I- This purchase order agreement is to be used to assure a clear understanding of the used
",i,:+ of a purchase order by the Vendor and the farmer. Investigations carried on in 22

counties revealed irregularities in 19 counties. It has been necessary,for the State

appeared before the Court and discussed in detail the status of plans for control of flood waters•on the
Brasos River, and also the development of power projects in connection therewith. After a swat complete
and concise discussion of the subject as presented by Mr. Chance, the Court unanimously adopted the fol-
lowing resolution, copies of which the County Judge is authorised to transmit to Senators Connally and
Johnson and Congressman Teague, who have heretofore distinguished themselves in supporting the program of

BE IT ORDERED, ADJUDGED AND DECREED BY THE COMMISSIONERS' COURT OF BRAZOS COUNTY, TEXAS: +
WHEREAS, a copy of the resolution adopted by the Board of Directors of Brazos River Conservation
and Reclamation District a: its meeting of April 24, 1950, has been presented to this Court outlining the
difficulties the District is having in proceeding with the construction of three dams below Possum Kingdom
Dam and above the Government-owned Whitney Dam; and
WHEREAS, the construction of the three dams involved (Turkey Creak, Inspiration Point-and DeCardova
Band) forms an important link in the over-ell flood control and conservation plan of the District; and
WHEREAS, the fertile fields of Brazos County will be benefited immeasurably by the completion of
the Master Plan of the Brazos District iich will be related to and operated in conjunction with the flood
control and water conservation program of the United States Government, the activities of both the State and
the Government in the watershed of the Brazos River having been fully coordinated; and
WHEREAS, it has been made known to this Court that if the District in required by the Federal Power
Commission to apply for and accept a license for the construction of the three dams involved the District.wdll
be unable under the Constitution and laws of the State of Texas to apply for and accept such license, which
means that the requirement of a license will mean that ths'projects cannot be constructed; and
WHEREAS, it is believed that if the seriousness of this situation Is presented to the Federal Power
Commission by the members of Congress from Texas the Commission will use every effoit under law-to find proper
reasons for refraining from requiring such license;
IT IS FURTHER ORDERED, ADJUDGED AND DECREED BY THE OJMMISSIONEIRS' COURT OF BRAZOS COUNTY, TEXASn
1. That in order to prevent the stoppage of the vast conservation and flood control program of the
Brazos River Conservation and Reclamation District our two United States Senators, the Congressman from this
District, the Honorable Olin E. Teague, and our several Congresmmen from the State of Texas, be and they are
hereby requested to use their several and their coordinated efforts in bringing to the attention of the Fede
Power Commission the seriousness of this situation to the and that the Federal Power Commission may develop
every proper fact, argument and legal reason for a finding that such license is unnecessary;
2. That this Court, fully mindful of the disastrous effect on the property of Brazos County of any
stoppage of the conservation and flood control plane of the Brazos District, expresses,its deep appreciation
to our Senators, our own Congressman, and to the members of Congress from the State of Texas for the valiant
service they have already rendered to the District and to the State in the pending matter and for the con-
tinued and accelerated interest they will take in connection with the hearing set by the Federal Power Cam-
mission in Washington June 28, 1950.

On motion duly seconded and unanimously adopted the Court voted to authorise the County Clerk to

record the plat and dedication of BITTLE SUBDIVISION of three and seven tenths (3.7) sores of land in the
Zeno Phillips Survey, Abstract No. 45, being out of the southwest corner of 50 sores of land conveyed to Out/
P. Bittle by R. R. Knowles, by deed dated November 28, 1910, and recorded in Volums 33, page 566, of the
Brazos County Deed Records, as submitted by Owy P. Bittle and wife, Mrs. Annie T. Bittle, on Jams 8, 1950,
with the distinct stipulation, however, that Brazos County shall not thereby become liable for the am-
stnuction or maintenance of any streets or roads, and with the understanding that Lot No. 10 of said Sub- ( 1
division will be reduced in width to such an extent as to provide a distance of forty (40) feet from its
western boundary to the center of the existing county road known as Leonard Road.
On motion duly seconded and unanimously adopted, the Court appointed Mr. Wallace, D., Burley as
Chairman of the Bryan-Brazos Canty Welfare Board, to serve without compensation.

Fascia of the several commissioners precincts. On motion duly seconded and unanimously adopted, the Court

voted that no Treaeurerle commissions would be collected from the Terracing Funds of the several Com-
missioners Precincts, and instructed Mrs. Montpmery accordingly.
On motion duly seconded and unanimously adopted, the Court voted to authorise commissioner
Newton Burlin to present his claim for reimbursement of $7.00 for cash expended on a trip to Houston,
Texas, and return, on June 6, 1950, on official business of Brazos County, Texas.

At the request of Commissioners William A. Conrad and Newton Burlin, and by unanimous agreement,
the Court voted to transfer from Precinct No. 2 to Precinct No. 4 the $1500.00 in the Road Machinery and

Equipment Fund which had heretofore been ear-marked for use of Precinct No. 2. This reassignment of the '
$1500.00 is made in exchange for the transfer from Precinct No. 4 to Precinct No. 2 of one Galion 202
motor grader, Serial No. MD 12129, which was by unanimous action of the Court hereby assigned to Precinct
No. 2 of which William A. Conrad is Commissioner.
