' :' " ,.. :/~..' As required by Article 689-t, Sections 9 to 12, inclusive, and Article 1666,
- -- ~:, ,"'of the Revised Civil Statutes of Texas, there is sub~itted herewith a proposed budget
[ ' for Brazes County, coverin~ the fiscal (calendar) year of 19~9, includin~ anticipated
,',.'. receipts and proposed expenditures. Our statutes require that the budget be sub-
.' :~'-' ,' mitred durin6 the month of July and that public hearings thereon be held subsequent
to August 1~, after which it shall be finally approved and adopted by the Commiss-
',i : :q ~' loners' Court and then strictly adhered to during the ensuing fiscal or calendar year.
' "' ': The budget contains all of the necessary schedules and tabulations in detail on

~'"~ The within budget provides for expenditures durin~ the year 19~9 of $302,0~O.00,
. ''- ~. which is $28,700.00 more than the $273,350.00 originally budgeted for the year 19&g.

'.~.; . bridge ~aintenance and construction. In view of the normall7 increased valuations
f'~ : ',; '.' ~.': which w~ll provide additional revenues to the County~ it will not be necessar7 to

of what is popularly known as the Bond Assumption 'Law, the State's assumption of
~his remaining indebtedness will amount ~o $)21,~25.~0, thus leaving the balance
~r net amoun~ which the County munt necessarily pay at a total of $393,~2~.50. ~
The present.budget in its several appropriate schedules lists financial
benefits of $2~,1~5.~5, which will accrue to Brazos County during 1949 by virtuac~
the Bond Assumption Act. If the taxpayero of Brazes County had to raise this money,
it would necessitate an increase in our tax rate of 20~ per $100.00 valuation.
These direct benefits to Brazos County taxpayers make apparent ~he ~isdom of tho
people of Texas who voted to make permanent the pr,vi,tons of the 80-called Bond
Aosumption Act.
Even though the total amount of the within budget is thus increased over.
that for the year 19~g, it will not be necessary to increase the over-all tax rate
from the present 90~ per $100.00 valuation. It is very gratif~ytng that we can thus
avoid an increase in taxes and yet provide additional revenues for county operations
and road and brldge maintenance.
CONCLUSION
Tho within budget should no~ be accepted by the Court, filed with the
County Clerk, and public hearings set thereon. Zt i8 the earnest recon~endatlon
that this budget bo finally approved and adopted in its present form after the
s~atutory hearings have been held.

The Commissioners' Courg of Bra$oa County, Texas, met in recessed session at ten
o,clock a, mo on Friday, July JO, 19/+8, in the office of the County Judge at the Courthouse~
with the following members present:

The main purpose of this recessed session of the Court was ~o further consider an~. act
upon the tent~tive budget submitted by County Auditor F. J. Vtt~o. pil on July 28, lS~g. Afte~
conferring further with Mr. Vttopil and otherwise inquiring into available.additional reve-
nues for the purpose of meeting the increased expenses required for the approximatel~ 'ten ~
per cent increase in salaries off workers sad deputies authorized by the Court on July 28,
1958, the Court revised and enlarged the proposed budget flor 19/+9, so aa to provide, flor totall
expenditures of $305 ,050.00, as is shown by the following s_ummAry sheet:
