enter an order Increasing the compensation of the precinct, county and district officers
in an edditLonal amount not to exaeed twenty-five &2~} per cent of the sum allowed under
the law for the fiscal year of 19~, provided the total compensation authorized under the
law for the fiscal year of 19~, did not exceed the sum of Thirty--~lx Hundred
Dollars.'
Sec, 2. That Article 3902, Revised Civil Statutes of Texas, 192~, aa amended,
and the same is here~y emended ~y adding thereto the following:
'9. The Commissioners Court is hereby authorized, when in their Judgment the

of any district, county, or precinct officer Justify the increase, to enter an order
lncreasl~ ~he compensation of such deputy, assistant or clerk in an additional amOunt
no~ to exceed ~wen~y-five &2~) per cent of the sum allowed under ~he law for the fiscal
year of 1~2~, provided the total compensation authorized under the law for the
year of 19~ did not exceed Thirty-six Hundred ($3800.00) Dollars.'
Sec. 3. That Section 13 of Article 3912e, Revised Civil Statutes of Texas, 1~2~, es
amended, be and the same is here~y amended by addir~ thereto the following:

paid out of the County General Fund and out of the ~oad and Bridge ~und in the followin~
proportions: County Judge not to exceed seventy-five per cent (7~) of such salaries
may be paid out of the ~oad and Bridge Fund, and the remainder out of the General
of the County, and each 6ounty uommissloner'e salary may, et the discretion of the Com-
missioners Court, all be paid out of the ~oad and Bridge Fund; provided this seotio~
shall not apply except in counties where the constitutional l~mit of twenty-five cents
(2~g) on thc One Hundred Dollar. [$10~) Valuation ia levied for general purposes.
Sec, ]. '~e Commissioners Court at its first regular mee~ln~ after the effective
date of this Act and thereafter at the first regular meeting of each year shall, by
order duly made and entered upon the minutes of same ~ourt, fix the salaries of the County
Co~mtssioners for such year, within the limits as provided for in this ACCo

foregol~ Act be, and the same are hareb~ e~pressly repealed.
Sec..~. If any section, clause, sentence or other part of this Act shall for

Sec. 6. 'i'he fact that the present emergency has increased the cost of livil~ and
made it more diffioul~ for counties to find men of competent ability to serve them has
created an e2ergenoy and an imperative public necessity that' the ~onstitutionsl 2ula
requiring tha~ bills be read on three several days in each House be suspended, and said
l~u~e is hereby suspended, and chis Aol~ shall ta~e effect and be in force from and after
its passage, and it ia ac enacted.

In accordance with an extended study of the question and the experiences of ocher
counties which have also been reviewed and inspected by the uounty 9ud~e end the ocher
members of the Commissioners* Court of Brazes Uounty, on'motion duly seconded and unani-
mously adopted, the Court voted to put the Brazc~ county road and bridge wore into wha~ is
Commonly called'the county unit system, that is with one county-wide road and bridge
department under the direction of a county ensineer and a county-wide road fore man, with
no special distinction as to Commissioners, Precinct lines; and to meEe this plan
