The Commissioners' Court of Brazos County, Texas, met in regular monthly meeting
on February 8, 1943, at 10:00 a.m., in the office of the County Judge with the following
-present:

are deposited with it under the requirements of H.B. 572,Chapter 484, Title 47, Acts
Regular Session 46th Legislature, and shall include State funds collected by the tax col-
lector, and shall pay the interest at the time and at the rate hbreinbefore stipulated
on "time deposits"; and shall, at the expiration of the term for which it has been
chosen, turn over to its successor all the funds, property, and other things of value,

President of the County Judges and Commissioners Association of Texas, with reference to
the Bond'Servioinlaw and two new ro osals which are-being considered by the present
• session of the Legislature. By motion duly seconded and unanimously adopted, the Court

voted in favor of re-eneoting the Bond Servicing law as it now stands, and likewise un

The Committee also voted three-to-one (your President voting "no") to indorse
enactment of the so-called County Fiscal Control and the County Highway bills which grew
out of the studies and recommendations of Judge Merritt H. Gibson's committee on Reforms
in County Government, and to seek authors and sponsors of these two measures in the pre-
sent Legislature. These matters were reported to you in my official letter of January 18.
These two bills, if enacted into law, would take away from the elective officials
(members of Commissioners' Court) the actual control of financial affairs and construe-
tion and maintenance of county highways, although theoretical control of the engineer
would be in the hands of the Court. I still believe very strongly in local self govern-
ment by officials elected by and answerable directly to the people, and I am firmly con-
vinced that control of these highly important affairs should be retained by these elective
officials. I know by experience in Brazos County that &fficiency and econ' may be ob-
tained by the County Judge and the County Commissioners under existing laws, and in my,
opinion it would be highly detrimental to my County to be compelled by law to have a county
-auditor and a county engineer, both of whom would be superfluous in Brazos-County under
the plans now-being followed.
There has been considerable criticism of the action of our Executive Committee and
objection to the two bills pending before the Legislature, and this criticism and ob-
jection is steadily increasing. Your President has ovary desire to direct the conduct of
' our organization in accordance with the expressed views and desires of a majority of our
members. He further has a determination to avoid misdirected leadership which would
result from a program formulated by a minority group.
THIS IS, THE'PFFORE, A CALL FOR A STATE-VIDE IMTING of the members or our
Association for Austin, Texas, at 10:00 a.m., on Monday, February 15, 1943, at the
Driskill Hotel, for the purpose of determining the Association's official attitude upon
the three questions herein mentioned. We desire to have the Commissioners' Courts of
every county in Texas express themselves as being either for or against these three pro-
posels. At the meeting in Austin we will have a roll call by counties and a yea and nay
vote on the questions. If, therefore, it will be impossible for your'County to be re-
presented in person, please let me have an expression from your Commissioners' Court on
the enclosed blank or a similar form. If this written expression is to be given, •'J
please have it mailed to me in time for its reception by'Friday, February 12. If sent
later, the communication should be addressed to me in care of the Driskill Hotel Austin.

In spite of my own views, which are against the two new legislative proposals, I wish

to assure every member of our Association that as your President I'shall endeavor to
present the case of our organization to the Legislature in accordanoe with the expressed
wishes of the several counties through tbeir'Commissioneis' Courts.

The County Judge laid before the Court a'communication of February 4, 1943* from
Mr. William P. Wineman, of Flat Rook, Illinois, wherein request ;vas made that a new
county road be established through or giving access to approximately 2,000 acres of,land
adjoining the Navasota River, in Brazos County,Texas, owned by Mr." Wineman. The Court
was sympathetic to Mr. Wineman's desire to develop his lands, and especially with his
hope of producing lumber from the hardwood thereon, but could not see a possibility of
financing the construction of a road asrequested. It was the sense of the members of
the Court, however, that Mr. Wineman should receive every possible cooperation and as-
sistenoe in his efforts to develop his Brazos County property, and especially in oon-
neotion with the possibility of establishing a saw-mill thereon and marketing hardwood
lumber.
On motion, duly seconded, and adopted by the votes of Commissioners Burkhalter,
Rychlik and Danforth, Commissioner Fred A. Wehrman was named as County Judge Pro Tem
for the year 1943.
On motion duly seconded and unanimously adopted, it was voted to pay all bills which
had been approved and filed with the Clerk.
Whereupon the Court adjourned. ,
