The State Department agrees to employ in the local welfare unit a staff of Junior field workers to perform the work as set out in this agreement. B. The State Department will be responsible for establishing uniform m/n~mum qualifications for workers and to abide by these qualiftcation~ in the selection of personnel. It is fur- ther agreed that in ~p~oying ~unior field workers, the County residents who meat the minimum educational qualifications and pass a qualifying examination shall be given pre- fsrsnoae f . It is the responsibility of the State Department to provide each Junior field worker · ' ~with a manual of rules and regulations which explains tho duties of the Junior field , workers and their responsibilities to the local welfare unit, to the state, and federal. The State Department will furnish to the Junior field workers ca'se folders, fasteners, ,,'a~d all forms needed f~r recordin~ information on eligibility of all applicants ~o be served by the welfare programs of the State Department. E. The State Dep~rtment Will provide in-sarvi~e training for the Junior field workers to · ~. enable them to efficiently perform their duties. ~, F. The State Department will assume responsibility for employing and dismissing ~ all Junior field workers, but no Junior field worker shall be employed or dismissed wighou consultation with the signers of this agreement. The'local welfare unit agrees to furnish proper storate and transportation facilities for all surplus ecm~no~ities available fcc distribution within the local welgare unit; utilities; packaging; warehouse; and storsroc~ supplies and equipment; and to be responsible fcc any demurrage that may be incurred on cars of surplus commodities that are shipped on government bills of lading by the Surplus Marketing Administration ~reot to destinations within the local welfare unit. ARTICLE IV: RESPO~!SIBILITIE~ OF FU~rIOR FIELD ~)PKE~S A. The Juror field worker(s) is to be responsible to: ~e TheiStat~D~peet~entsfo~sa~ Mefe~z~sst~!~PA and CCC, and for certifications for surplus commodities and stamps in accord with the State Department manu~l of instruction, fcc determining continuing eligibility for participation in these pre,rams. 2. The local welfare unit for performing the following duties: Pass on eligibility of directing relief recipients assisted by cash grants fram local funds. Pass on eligibility for petients needing free hospitalization. Render monthly account of cash expenditures to Commissioners' Court and City Cam- mission. Supervise seasonal local relief projects. Attend meetings as a representative of sigher the Co. ~ud~e or City Mans?er when matters pertaining to City or County wcck ars discussed. ARTICLE V: A. It is mutually agreed by the State Department and the local welfare unit that persons employed as of August 1, 1~1, by the local welfare unit to do the w~rk of a field worker as set out in this agreement shall be exempt from meeting the m~nimum quali- fications, as set out in Part B of this Section, but such workers must pass a written qualifying examination as provided by the State Department. It is further agreed that the quality endquantity of their work must be passed on as acceptable by the State Department. 1. Ju~icc field workers who meet the above requirements ~nd who are approved by the State Department, will be notified and.employed on a three-months' probation. Continued employment will depen~ upon the successful completion, as determined by the State Department, of this probationary period. 2. Ahy Junior field worker not employed and performing theduties of a Junior filed worker on August 1, 1~1, must meet the minimum qualifications for Junior field wcckers as set out in the followi.ng section. B. It is mutually agreed by the State Department and the local welfare unit that Junior field wormers, not c~vered by Part A of this section, will be required to meet the following m~l~m,,m qualifications: 1. Successful compl~tion of two years of study in an accredited college or 2. A combination of eduction and experience determined to be equivalent, one year of successful, full-time, paid employment in a social work capacity in a public private social work agency determined by investigetion to have maintained high standards · ~rk, and superivision during the period of the applicant's employment therein, for each yea~ of the required college education. C. The appolntmant of Junior field workers not covered by Section A Of this Article, ' or the appointment of workers to fill futura vacancies, shall be made by the State Department through its Division of Personnel. The State Department will give written ex- lnstions and consider prior experience or other pertinent factors in preparing comparative ratings of persons eligible fcc appointment. D.
