THE COMMISSIONERS COURT OF BRAZOS COUNTY WILL MEET IN A
WORKSHOP SESSION ON TUESDAY, NOVEMBER 26, 2002 AT 10:00 A.M. IN THE
COMMISSIONERS COURTROOM OF THE BRAZOS COUNTY COURTHOUSE, 300
EAST 26TH STREET, SUITE 115, BRYAN, TEXAS.
1. Call to Order.
2. Presentation by David K. Young Consulting regarding a debit card option for the
Flexible Spending Account (cafeteria plan).
3. Discussion regarding cell phones.
4. Adjourn.

COMMISSIONERS' COURT
WORKSHOP SESSION
NOVEMBER 26, 2002
The Commissioners' Court of Brazos County, Texas met in a
Workshop Session in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County, Texas, beginning at 10:00
a.m. on Tuesday, November 26, 2002, with the following members
of the Court present:
Alvin W. Jones, County Judge, Presiding;
Tony Jones, Commissioner of Precinct 1;
Wm. S. Thornton, Commissioner of Precinct 2;
C. B. Jones, Commissioner of Precinct 3;
Carey Cauley, Jr., Commissioner of Precinct 4;
Karen McQueen, County Clerk.
Attached is a list of the citizens and officials in
attendance.
The Commissioners Court met in Workshop Session to
discuss the following topics:
1. Presentation by David K. Young concerning a debit
card option for the Flexible Spending Account
(cafeteria plan). Mr. Young was not able to be
present so the Court moved to the next topic.
2. Discussion concerning cell phones. The pros and
cons of Nextel Service were discussed with it
ultimately being discarded due to there being no
reception when in the rural areas. It was then
suggested that when the bills come in, each user
would get a copy of the billing and could pay for
personal calls. This was discarded because the
employee would not be paying taxes. The Auditor
suggested providing a supplement for cell phones.

3. Commissioner Jones suggested finding out how other
entities deal with the issue.
4. The Court went back to discuss item 1. Loraine
Nichols informed the Court that the debit cards
could be used anywhere a visa/mastercard can be
used to pay for services under the cafeteria plan.
Due to there being so many questions exceeding Ms.
Nichols expertise, the Court asked her to
reschedule with Mr. Young's presentation.
