' / -400b\ COMMISSIONERS' COURT REGULAR MEETING NOVEMBER 19, 2002 A regular meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 9:00 a.m. on Tuesday, November 19, 2002, with the following members of the Court present: Alvin W. Jones, County Judge, Presiding; Tony Jones, Commissioner of Precinct 1, Absent; Wm.S. Thornton, Commissioner of Precinct 2; C. B. Jones, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4, Absent; Karen McQueen, County Clerk. The attached sheet contains the names of the citizens and officials that were in attendance. Commissioner C. B. Jones gave the invocation and led the pledge of allegiance. Under citizen input/and or concerns, the following spoke: ,WO*\ 1. Donald Lampo, Deputy Constable, Precinct 2 stated that he had attended a meeting held on the recent flood rescues. Everyone expressed thanks to the A00%\ county for their participation. He also said that he had received free help from several private institutions. The County Judge read aloud a Proclamation designating Thursday, November 21, 2002 as "The American Cancer Society's Great American Smokeout Day". The Court joins with the local American Cancer Society to urge all smokers and smokeless e2v o Page I Vol <D Commissioner's Court meeting November 19, 2002 2 tobacco users to demonstrate to themselves and our children that they can quit and to further encourage our children not to start smoking. On motion by the County Judge, seconded by Commissioners Thornton and C. B. Jones the Court moved to proclaim throughout Thursday, November 21, 2002 as "The American Cancer Society's Great American Smokeout Day" in Brazos County. The County Judge then presented the signed • Proclamation to Adam Collett, representing the local American Cancer Society. The Court next considered the following Claims as submitted by the County Treasurer for payment: 20036645 through 20036831 On motion by Commissioner Thornton, seconded by Commissioner C. B. Jones, the Court voted unanimously to approve the Claims as submitted. The Court next considered a request by Justice of the Peace, Precinct 2 Place 1, C. Patrick Meece, to reduce a staff position by one level. This was requested in order to give • both staff members a two-step merit increase. On motion by The County Judge, seconded by Commissioner Thornton, the Court voted unanimously to deny the request. Vol 3~g Page 5 • Commissioner's Court meeting November 19, 2002 3 The Court proceeded to consider the change of status of employees as submitted on the attached Personnel Action Requests. On motion by Commissioner Thornton, seconded by Commissioner C. B. Jones, the Court voted unanimously to approve the changes as submitted. Commissioner C. B. Jones moved to amend the previous motion to clarify what action was taken with Holly Kopetsky in the office of Justice of the Peace Precinct 2 Place 1. The motion included giving Ms. Kopetsky a one (1) step merit increase. The motion was seconded by Commissioner Thornton and carried unanimously. The next matter before the Court was the appointment of a primary member and an alternate member to the National Public Safety Plan Region 49 Regional Review Committee. On motion by the County Judge, seconded by Commissioner Thornton, the Court voted unanimously to appoint Greg Petry as the primary member and Jim Mann as the alternate. The Court next considered recognizing the College Station Fire Department as a 911 Ambulance Service Provider and non- 911, non-emergency transfers in Brazos County. On motion by Commissioner Thornton, seconded by Commissioner C. B. Jones, the Court voted unanimously to recognize the College Station Fire Department as a 911 Ambulance Service Provider and non- 911, non-emergency transfers in Brazos County. Vol 3 g Page I & (t • Commissioner's Court meeting November 19, 2002 4 The Court proceeded to consider an amendment to Computer Lease with Eagle Charter School of Brazos County for the Juvenile Service Department. On motion by Commissioner Thornton, seconded by Commissioner C. B. Jones, the Court voted unanimously to approve the Amendment to Computer Equipment Lease. A copy is attached. The Court next considered approval of a lease agreement for rental of office space. Bill Jeanes, Risk Manager, questioned if this lease required the County to pay for major maintenance. After some discussion, it was determined that the City Attorney along with the County Auditor had reviewed the lease and that the matter was cleared in the lease. On motion by Commissioner Thornton, seconded by Commissioner C. B. Jones, the Court voted unanimously to approve the lease agreement. The next matter before the Court was the payment of a delinquent invoice from Central Texas Heart Center for indigent health care services provided in prior fiscal year. • On motion by Commissioner Thornton, seconded by Commissioner C. B. Jones, the Court voted unanimously to authorize the payment of $348.31. Vol S3 Page / (Q-7 o Ag Commissioner's Court meeting November 19, 2002 5 The Court proceeded to consider the following blanket Purchase Orders: Lowe's Building Maintenance $1,000 On motion by Commissioner Thornton, seconded by Commissioner C. B. Jones, the Court voted unanimously to approve the Blanket Purchase Order as submitted. The next matter for consideration was a Lease Agreement with The Mobile Storage Group for the use of a trailer for the storage of Sheriff's Department property. On motion by Commissioner Thornton, seconded by Commissioner C. B. Jones, the Court voted unanimously to approve a one-year lease with a renewal option for four additional years. Cost will be $125.00 every twenty eight (28) days. The Court next considered the extension and renewal of a contract with Quality Janitorial Services for Janitorial services for the Justice of the Peace/Constable, Precinct 3, office and the Justice of the Peace, Precinct 2, Place 2 office. The Contract runs from November 21, 2002 through September 30, 2003 and the same rate of $325.00 per month for the Precinct 3 Justice of the Peace/Constable offices and $160.00 for the Precinct 2 Place 2 office. On motion by Commissioner Thornton, seconded by Commissioner C. B. Jones, the Court voted unanimously to approve the extension and Vol 3 Page I 7 Commissioner's Court meeting November 19, 2002 renewal of contract. A copy is attached. 6 The Court next considered the request from Wickson Creek • Special Utility District to construct a road bore for water line installation in the right-of-way of Saxon Road. The site is located in Precinct 2. The County Engineer stated that all appeared to be in order and recommended approval. On motion by Commissioner Thornton, seconded by Commissioner C. B. Jones, the Court voted unanimously to approve the request from Wickson Creek Special Utility District and authorized the installation. A copy of the request is attached hereto. The Court next considered approval of the Final Plat of Hidalgo Falls Subdivision 48.694 Acres in Precinct 1. Richard Vance, County Engineer, stated that he had reviewed the plat and all appeared to be in order and offered the following comment: 1) In General Notes #1 should read "All of the subdivision is within the 100 year flood hazard area " I*" On motion by Commissioner Thornton, seconded by Commissioner C. B. Jones, the Court voted unanimously to approve the final plat of the Hidalgo Falls Subdivision subject to the developer complying with the exception noted by the County Engineer. Under announcement of interest items and possible future • agenda topics The County Judge's Administrative Assistant made the following announcements: Vol 39 Page I Vl Commissioner's Court meeting November 19, 2002 7 a) At 10:300 a.m. there will be a Public Hearing on setting speed limits on I&GN Road. b) On Tuesday, November 26th, there will be a workshop on the County's cell phone policy along with a presentation by David K. Young on the County's Cafeteria Plan. c) At 9:30 m. on Friday December 6, 2002 there will be an Emergency Management meeting in the County Court at Law II Courtroom. d) There will be no Commissioners Court meeting on December 3, 2002. There was no citizen input and/or concerns. At 9:22 a.m. the County Judge announced the meeting closed to the public so that the Court could meet in Closed Executive Session to discuss the acquisition of real property as allowed under Section 551.072 of the Texas Government Code. At 9:50 a.m. the County Judge announced the meeting open to the public and announced that no action would be taken on the Closed Executive Session. There being no further business to come before the Court, the meeting was adjourned.
