COMMISSIONERS' COURT
WORKSHOP SESSION
OCTOBER 22, 2002
The Commissioners' Court of Brazos County, Texas met in
a Workshop Session in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County, Texas, beginning at 10:00
a.m. on Tuesday, October 22, 2002, with the following members
of the Court present:
Alvin W. Jones, County Judge, Presiding;
Tony Jones, Commissioner of Precinct 1;
Wm. S. Thornton, Commissioner of Precinct 2;
C. B. Jones, Commissioner of Precinct 3;
Carey Cauley, Jr., Commissioner of Precinct 4;
Karen McQueen, County Clerk.
Attached is a list of the citizens and officials in
attendance.
The Commissioners Court met in Workshop Session to
discuss the following topics:
a. Discussion of the proposed contract offering from
Sungard/Pentamation for migration to the Open
Series.
The County Auditor explained the
capabilities of migration to the open
series and asked who would do the
support. Commissioner Cauley asked for
the advantages of IT support over
Sungard. The Auditor mentioned the large
number of upgrades available. The County
Judge wanted to know who would draw up
the contract for Pentamation. He then
recommended putting together an advisory
committee comprised of representatives
from the Auditor's office, Treasurer,

Personnel, Purchasing and the Commis-
sioners Office to make recommendations
and develop a time-line for implemen-
tation.
b. Discussion of equipment required for law
enforcement vehicles
Donald Lampo, Deputy Constable explained
the reason for requesting a budget
amendment to upgrade the video cameras in
the Constable's vehicles. Constable
Duane Peters explained the upgrades to
the microphone and said it would decrease
county liability. The County Judge
remarked that if $1,005 could be
reallocated this early in the budget year
then the line item was over budgeted in
the first place. He asked the Constable
if the vehicle needed maintenance later
in the year would he be prepared to park
the car. Commissioner Tony Jones stated
that it would be cheaper to do the
upgrades now before putting the equipment
in the vehicles. He stated that the
Constable was unaware of this expense at
budget time and is trying to fund this
from the budget rather than asking for a
transfer of funds from Contingency. He
suggested that the Court work with the
Constable on this.
C. Discussion of Software issues
Ron Davis, of The Software Group (TSG),
was present for discussion. Commissioner
Tony Jones asked that a meeting with the
• Court, County Auditor, Justices of the
Peace and a decision maker from the
Information Technology Department meet
and work to resolve the problems. The
following spoke in opposition to the new
TSG software:
Justice of the Peace, Precinct 1, Charles Ellis
Ida Scares, Clerk, Justice of the Peace, Precinct 4
Jim Kuboviak, County Attorney
