THE BRAZOS COUNTY COMMISSIONERS COURT WILL CONDUCT A
WORKSHOP SESSION ON TUESDAY, JULY 9, 2002 AT 10:45 A.M. IN THE
COMMISSIONERS COURTROOM OF THE BRAZOS COUNTY COURTHOUSE, 300
EAST 26TH STREET, SUITE 115, BRYAN, TEXAS.
1. Call to Order.
2. Discuss the use of personal cell phones with an expense allowance for the
employee rather than county provided cell phones.
3. Adjourn.

COMMISSIONERS' COURT
WORKSHOP SESSION
JULY 9, 2002
The Commissioners' Court of Brazos County, Texas met in
a workshop Session in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County, Texas, beginning at 10:45
a.m. on Tuesday, July 9, 2002, with the following members of
the Court present:
Alvin W. Jones, County Judge, Presiding;
Tony Jones, Commissioner of Precinct 1;
Wm. S. Thornton, Commissioner of Precinct 2, Absent;
C. B. Jones, Commissioner of Precinct 3;
Carey Cauley, Jr., Commissioner of Precinct 4;
Karen McQueen, County Clerk.
Attached is a list of the citizens and officials in
attendance.
The Commissioners Court met in Workshop Session to
discuss the use of personal cell phones with an expense
allowance for the employee rather than county provided cell
phones.
The following people made comment:
Commissioner Tony Jones spoke with the Auditor on
usage and cost and the possibility of going to a
monthly allowance to keep from auditing cell phone
bills.
The County Judge agreed with the concept but was
concerned that the allowance would become income to
employees.

Bill Jeanes, Risk Manager, stated that he supports
the concept and that he currently uses his personal
cell phone for county business.
Becky Stephens, Senior Buyer, said that employees
must pass a credit check in order to get a cell
phone. If they don't pass the check, they would
have to put up a $500 deposit. The county
currently has seventy (70) cell phones and one
hundred twenty (120) pagers issued to employees.

Chris Kirk, Sheriff, explained that he has cell
phones in the transport vehicles that are not
assigned to a particular individual. He has
concerns about the income tax each employee would
be responsible for should the county take this
option. He did say that he was not totally opposed
to the concept but he did have reservations.
Charles Ellis, Justice of the Peace, Precinct 1,
asked how much more it would cost the county for
those employees who do not currently have cell
phones.
Ernie Laney, Director Information Technology
Department, said that his personnel use their
personal cell phones for county business and that
they would welcome an allowance.

There being not further commentary, the County Judge
ended the Workshop.
