NOTICE OF PUBLIC HEARING
•
BRAZOS COUNTY COMMISSIONERS COURT
THE COMMISSIONERS COURT WILL CONDUCT A PUBLIC HEARING ON
TUESDAY, MAY 7, 2002 AT 10:00 A.M. IN THE COMMISSIONERS COURTROOM
OF THE BRAZOS COUNTY COURTHOUSE, 300 EAST 26' STREET, SUITE 115,
BRYAN, TEXAS.
THE COURT WILL CONSIDER THE POSTING OF SPEED LIMITS ON CAPSTONE
DRIVE, WHICH IS LOCATED IN PRECINCT 1.
ALL INTERESTED PERSONS ARE INVITED TO ATTEND SAID HEARING AND
PRESENT THEIR CAUSE, IF ANY, FOR OR AGAINST THE POSTING OF SPEED
LIMITS ON CAPSTONE DRIVE.
The Courthouse is wheelchair accessible. Handicap parking spaces are available. Any request for sign
interpretive services must be made two business days before the meeting. To make arrangements, call

PUBLIC HEARING
MAY 7, 2002
The Commissioners' Court of Brazos County, Texas held a
Public Hearing to consider the posting of speed limits on
Capstone Drive, located in Precinct 1. The meeting was held in
the Commissioners Courtroom in the Courthouse in Bryan, Brazos
County, Texas, beginning at 10:00 a.m. on Tuesday, May 7,
2002, with the following members of the Court present:
Alvin W. Jones, County Judge, Presiding;
Tony Jones, Commissioner of Precinct 1;
Wm. S. Thornton, Commissioner of Precinct 2;
C. B. Jones, Commissioner of Precinct 3;
Carey Cauley, Jr., Commissioner of Precinct 4;
Karen McQueen, County Clerk.
Attached is a list of the citizens and officials in
attendance.
The County Judge asked those in attendance to please
limit their remarks to 5 minutes after which he opened the
floor to comment.
Leon Shrank-13891 Apricot Glen discussed how fast people
drive down Capstone Drive. He requested a speed survey be
done as suggested by Judge Jones. He suggested a 45 mph speed
limit be imposed.
Ray Crow, representative of the Road & Bridge Department
informed the Court that the average speed on Capstone Road is
53:69 miles per hour. Typically, when setting the speed limit

on a road, the recommendation is to increase/decrease the
average speed by 5 miles per hour. He then recommended that
the speed limit be set at 55 mph because of the good road
conditions.
Commissioner Tony Jones told Mr. Shrank that future work
on I&GN Road will take some of the traffic off of Capstone
Drive. The County Judge stated that he would like to see the
• speed limit set at 50 mph but did not think the Court could
justify 45 mph.
Jim Mann, Chief Deputy for the Sheriff's department
offered to help with speed control on Capstone Drive. The
County Judge asked that this be put on the next Commissioners
Court agenda.
There being no further comment, the County Judge declared
the Public hearing closed.

Dear Ray:
As you requested, please find attached the' speed report for Capstane Dr: from
Wellborn Rd to Apricot Glen. The speed count was conducted frpm April 2, 20.02-
through April 4, 2002. The daily average number of. vehicles at that location was
590: The study Indicated that the 851 percentile speed equals 51.39 rnph.
A second speed report was also condudteo for Capstone Dr. from Headwater to
I&GN.. The speed count was conducted from April 2, 2002 through April 4, 2002.
The daily average number of vehicles at that location was 355. The study' indicated
that the 851" percentile speed equals 56.01 mph.
