OOLsb ~ I S is COMMISSIONERS' COURT REGULAR MEETING MARCH 5, 2002 A regular meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 9:00 a.m. on Tuesday, March 5, 2002, with the following members of the Court present: Alvin W. Jones, County Judge, Presiding; Tony Jones, Commissioner of Precinct 1; Wm.S. Thornton, Commissioner of Precinct 2; C. B. Jones, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4; Karen McQueen, County Clerk. The attached sheet contains the names of the citizens and officials that were in attendance. Commissioner Cauley gave the invocation and led the pledge of allegiance. There was no citizen input/and or concerns The Court next considered Budget Amendment #01/02-15.1 through 15.3, which would transfer funds to Constable Precinct 4 from Contingency, transfer funds to Contingency from Constable Precinct 6; and reallocate funds for County Court at Law No. 1. On motion by Commissioner Cauley, seconded by Commissioner Thornton, the Court voted unanimously to approve the budget amendment as submitted, a copy of which is attached hereto. Vol 30 Page CP • Commissioners' Court meeting March 5, 2002 2 The Court next considered the following Claims as submitted by the County Treasurer for payment: 20028164 through 20028454 On motion by Commissioner Tony Jones, seconded by Commissioner Thornton, the Court voted unanimously to approve the Claims as submitted. The Court proceeded to consider the change of status of • employees as submitted on the attached Personnel Action Requests. On motion by Commissioner Cauley, seconded by Commissioner Thornton, the Court voted unanimously to approve the changes as submitted. The Court next considered approval of an Amendment to the Hospital Service Agreement with College Station Medical Center and the Surgical Center. On motion by Commissioner Tony Jones, seconded by Commissioner Cauley, the Court voted unanimously to approve the revised discounts. A copy is attached. The next matter before the Court was a request by the • Brazos Center to utilize a current temporary employee as a substitute for an eight-week period while an employee is on maternity leave. On motion by Commissioner Cauley, seconded by Commissioner Thornton, the Court voted unanimously to approve the request by the Brazos Center. Vol 3b Page I'll 0 Commissioners' Court meeting March 5, 2002 3 The Court next considered authorizing the Auditor's office to process a recurring payment request for the following: a) Texas A&M University System, Texas Transportation Institute to conduct study $3,200 per month. On motion by Commissioner Cauley, seconded by Commissioner Thornton, the Court voted unanimously to authorize the Auditor's office to process the previously noted recurring payment. The next matter for consideration was a request by the Sheriff's office for an increase in the credit limit for the Jail Administrator's credit card. On motion by commissioner Thornton, seconded by Commissioner Cauley, the Court voted unanimously to approve the credit limit increase to $5,000.00. The Court next considered approval of an Agreement with the Sheriff's Office Chaplain, Charles A. Debney, for reimbursement of training costs. On motion by Commissioner Thornton, seconded by Commissioner Tony Jones, the Court voted unanimously to approve the Agreement for the reimbursement of training costs up to $750.00. The next matter before the Court was the request by Constable, Precinct 1, for the exchange of two departmental vehicles for two vehicles from the Sheriff's Office. On motion by Commissioner Cauley, seconded by Commissioner Tony Jones, the Court voted unanimously to approve the transfer of vehicles from the Sheriff's Office to Constable, Precinct 1. The next matter for consideration by the Court was a request submitted by the County Judge seeking approval for • out of state travel for himself. Judge Jones would be traveling to Washington , D.C. to attend the National Association of Regional Councils Conference seminar March 22"" through the 28th , 2002. On motion by Commissioner Tony Jones, seconded by Commissioner Thornton, the Court voted unanimously to grant the request from the County Judge and grant out of state travel permission for him. The next matter for consideration by the Court was a request submitted by the Director of the Metropolitan Planning organization seeking approval for out of state travel for himself. Mike Parks would be traveling to Washington, D.C. to • attend the 2002 Washington Policy Conference March 18-20, 2002. On motion by Commissioner Cauley, seconded by Commissioner Thornton, the Court voted unanimously to grant the request from the Director of the Metropolitan Planning organization and approved payment of out of state travel expense for Mike Parks. Vol 36 Page 1-79 41 Commissioners' Court meeting March 5, 2002 5 The Court next considered approval of the Pro Rata Tobacco Settlement Distribution County Expenditure Statement as prepared by the County Auditor. On motion by Commissioner Tony Jones, seconded by Commissioner Cauley, the Court voted unanimously to approve the Pro Rata Tobacco Settlement Distribution County Expenditure Statement. A copy is attached. The next matter for consideration was the authorization to pay various delinquent Indigent Health Care invoices totaling $18,145.46. On motion by Commissioner Tony Jones, seconded by Commissioner Cauley, the Court voted unanimously to authorize the payment of the delinquent Indigent Health Care invoices. The Court next considered authorizing the payment of delinquent invoices from the City of Bryan for ambulance service provided in the year 2000. On motion by Commissioner C.B. Jones, seconded by Commissioner Thornton, the Court voted unanimously to authorize the payment of delinquent invoices from the City of Bryan in the amount of $21,005.00 subject to Bryan providing information to support their claim. The next matter for consideration was approval for the Purchasing Agent to advertise for the following: a. RFP 2002-042, Delinquent Ad Valorem Tax Collection Vol e Page • Commissioners' Court meeting March 5, 2002 6 b. Bid 2002-044, Removal of existing bridge and construction of new two lane roadway at Alexander Road over Wickson Creek tributary On motion by Commissioner Thornton, seconded by Commissioner Tony Jones, the Court voted unanimously to authorize the Purchasing Agent to advertise for the previously noted bids. The Court next considered an Exemption from Competitive Bidding Requirements of Local Government Code, Section • 262.024(a) (8) . This is for the purchase of food items from Lone Star Grocery for lunches for Juvenile inmates and staff. On motion by Commissioner Tony Jones, seconded by Commissioner Thornton, the Court voted unanimously to approve the Exemption of Competitive Bidding Requirements and authorized all such payments to the designated vendor for purchase necessary during the 2001-2002 fiscal year. On motion by Commissioner Thornton, seconded by Commissioner Tony Jones, the Court voted unanimously to accept the two previously mentioned roads for County maintenance. The Court next considered approval of the Final Plat of Woodview Estates Subdivision in Precinct 3. Richard Vance, County Engineer, stated that he had reviewed the plat and offered the following comment: 1) Add the word "PRIVATE" to each "Woodview Drive" notation. On motion by Commissioner C. B. Jones, seconded by Commissioner Thornton, the Court voted unanimously to approve the final plat of Woodview Estates Subdivision subject to the developer complying with the exception noted by the County Engineer. The Court next considered approval of the minutes of the Commissioners, Court meetings held in October 2002 on the following dates: 2, 9, 23, 30; Workshop Session held on the 9`n and Special Meeting held on the 12"`. On motion by Commissioner Tony Jones, seconded by Commissioner Thornton, the Court voted unanimously to approve the minutes as submitted. Vol `a0 page 1 19 a r~ u Commissioners' Court meeting March 5, 2002 8 The County Judge deviated from the agenda and considered item 25 announcement of interest items and possible future agenda topics. He then made the following comments: a) He received a letter from Senator Matala concerning HB 1445, 3172 and SB 873. He asked that Commissioner Tony Jones and the County Engineer study the bills and report back to the Court the impact they will have on the county should they pass. The County Judge needs to respond to Matala's letter prior to April 15" b) He received a memo from Jim Allison concerning an agreement with the Cities on the Subdivision Regulations. There is an April 1" deadline on the agreement. c) There will be no Commissioners Court meeting on March 12, 2002. Commissioner Tony Jones made the following comment: a) He met with the City of College Station on TIF's and thinks the Court should have a workshop on the subject. He suggested having it on March 26th or the following week. There was no citizen input and/or concerns. There being no further business to come before the Court, • the meeting was adjourned. While supervising the religious programs and volunteers in the County Sheriffs jails, Chaplain Debney also provides pastoral care, on the job counseling, hospital visitation, and conducts a variety of training programs for the men and women in the Sheriffs Office. Chaplain Debney is a member of the Association of Traumatic Stress Specialists and serves as a member of the Brazos County Sheriff s Serious Incident Stress Management Response Team (SISMRT). As a member of the SISMRT, Chaplain Debney is responsible for developing and assisting programs that address and respond to mass casualties, suicide attempts, suicide awareness, stress reduction, hostage taking, and other serious incidents that the officers in the Sheriffs Office might encounter or be called to respond to. In order to keep Chaplain Debney certified and current on trauma and serious incident programs for law enforcement personnel, the Brazos County Sheriffs Office and Brazos County Commissioners' Court agree to reimburse him up to, but not to exceed, $750 annually for Sheriffs Office approved continuing education. This reimbursement will go for per diem (meals and lodging), mileage allowance, and registration. Amount will not exceed amount other members of the Sheriffs Office receive. Mileage will be based on mileage tables and all claims for travel must be submitted to the Sheriffs Office within 72 hours of completion of training and include receipts. The reimbursement takes affect October 1, 2001 and be automatically renewed annually or as long as Charles A. Debney serves as chaplain for the Brazos County Sheriffs Office.
