To make arrangements, call (979) 3614102. 0 COMMISSIONERS' COURT REGULAR MEETING FEBRUARY 26, 2002 A regular meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 9:00 a.m. on Tuesday, February 26, 2002, with the following members of the Court present: Alvin W. Jones, County Judge, Presiding; Tony Jones, Commissioner of Precinct 1; Wm.S. Thornton, Commissioner of Precinct 2; C.B. Jones, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4; Karen McQueen, County Clerk. The attached sheet contains the names of the citizens and officials that were in attendance. Commissioner C.B. Jones gave the invocation and led the pledge of allegiance. There was no citizen input and/or concerns. The Court next considered Budget Amendment #01/02-14.1 through 14.4 which would reallocate funds for the Justice of 1-- the Peace Precinct 4, Constable Precinct 1, District Attorney and the Debt Service Fund. On motion by Commissioner Cauley, seconded by Commissioner Thornton, the Court voted unanimously to approve the budget amendment as submitted. A copy is attached. Vol 3d Page ISO U Commissioners' Court meeting February 26, 2002 2 The Court next considered the following Claims as submitted by the County Treasurer for payment: 20027980 through 20028163 On motion by Commissioner Tony Jones, seconded by Commissioner Thornton, the Court voted unanimously to approve the Claims as submitted. The Court proceeded to consider the change of status of • employees as submitted on the attached Personnel Action Requests. On motion by Commissioner Thornton, seconded by Commissioner Cauley, the Court voted unanimously to approve the changes as submitted. The Court next considered the appointment of individuals to serve as Commissioners for the Rural Fire Prevention District No. 2. On motion by Commissioner Thornton, seconded by Commissioner Cauley, the court voted unanimously to reappoint Raymond McCallum, Hawley West and James Rosier to terms ending December 31, 2004 and Diane Kurten and Donald • Lampo to terms ending December 31, 2003. The next matter for consideration by the Court was a recommendation by the Community Healthcare Endowment Fund Review Committee to amend the funding agreement with the American Lung Association (ALA). Vol 30 Page is!. 40 Commissioners' Court meeting February 26, 2002 3 On motion by Commissioner Cauley, seconded by Commissioner Thornton, the Court voted unanimously to approve the recommendation by the Community Healthcare Endowment Fund Review Committee and fund ALA only half ($7,812.50) of the $15,625.00 second quarter payment to cover any expenses that may have already been incurred in the second quarter. The recommendation was made because of the lack of progress and reporting with the ALA programs. Clause number four of the Funding Agreement contract between Brazos County and American Lung Association of Texas signed July 27, 2001 allows the County to withhold, temporarily or permanently, any installment of funds due until compliance is achieved. The Court next considered a request by the Constable, Precinct 1, for authorization for out-of-state travel for Chief Deputy Archie Clark and Sr. Deputy Ernest Ortiz to attend the National Constables Association Convention in Las Vegas, Nevada, April 4-7, 2002. On motion by Commissioner Cauley, seconded by Commissioner Tony Jones, the Court voted unanimously to approve the request for out-of-state travel for Constable, Precinct 1, with the stipulation that LEOSE funds are available for the costs. On motion by Commissioner Cauley, seconded by Commissioner Tony Jones, the Court voted unanimously to approve the request for out-of-state travel for Constable, Precinct 3, with the • stipulation that LEOSE funds are available for the costs. The Court next considered a request by the Constable, Precinct 2, for the exchange of three departmental vehicles for three vehicles from the Sheriff's Office. The next matter for consideration was a request by Constable, Precinct 4 for additional funds to acquire new uniforms. The Court next reconsidered the extension of the Consulting Contract with Ben Sanford & Associates. Ben Sanford & Associates will counsel and assist the County in renewing the long distance services contract. There is also an automobile travel expense at $.35 per mile, however no travel is anticipated for the project. The site is in Precinct 4. Richard Vance, County Engineer, stated that he had reviewed the plat and all appeared to be in order. On motion by Commissioner Cauley, seconded by Commissioner Tony Jones, the Court voted unanimously to approve the Amending Plat of Vicksburg Subdivision, T.J. Wooten League, 7.94 acres as submitted. The Court acknowledged receipt of the Treasurer's Report for the month of January, 2002. A copy of which is attached to and made a part of these minutes. Under announcement of interest items and possible future agenda topics the County Judge made the following comments: a) He received a letter from the City of College Station asking for the appointment of two Commissioners for Emergency Management. He asked Commissioner Cauley and Commissioner Tony Jones to serve. b) He received an invoice forwarded by the Auditor from the City of Bryan for Emergency Medical Services performed in fiscal year 2001 totaling $21,500. The Auditor was seeking advice on payment and needs approval from the Court to pay the invoice from this fiscal year's budget. c) He received a copy of a letter sent to the Sheriff concerning a jail inspection scheduled for March 6th and 7th, 2002. d) He suggested we use surplus computers for the Boot Camp Program if possible. e) He reminded everyone in the courtroom that there would not be a Commissioners Court Meeting on March 12, 2002. • There was no citizen input and/or concerns. There being no further business to come before the Court, the meeting was adjourned. The original contract fee was for $100.00 an hour, not to exceed five (5) hours or $500.00. The new consulting agreement fee is $110.00 and hour, not to exceed five (5) hours or $550.00, plus expenses (estimated at less than $50.00), for a total of $600.00. Mr Sanford also requested automobile travel $35 per mile, however, no travel is anticipated for the project. This counsel and assistance is to determine if it would be feasible for the county to renew our Long Distance Services Contract with NTS Communications, Inc., or go out for a new Request for Proposal. The contract we negotiated with them called for a one-year term, renewable at the county's option. Last year, I reviewed the billing and recommended renewing the contract for another term. Per your request, I am proposing to do the same review this year. I will review the long distance bill you send me (see Exhibit B) to determine calling patterns and then negotiate with NTS Communications regarding their best rate available for your usage. I will then produce a short report to the county detailing how these rates compare in general to the marketplace and will make recommendations regarding acceptance of those for another year or the need to go out for competitive bids.
