TEXAS 9~'~OTY BRAZOS COUNTY COMMISSIONERS COURT r~ L SPECIAL CALLED MEETING THE COMMISSIONERS COURT WILL MEET IN A SPECIAL CALLED MEETING ON WEDNESDAY, JANUARY 2, 2002 AT 1:30 P.M. IN THE COMMISSIONERS COURTROOM OF THE BRAZOS COUNTY COURTHOUSE, 300 EAST 26TH STREET, SUITE 115, BRYAN, TEXAS. 1. Invocation and Pledge of Allegiance - Judge Jones. Consider and take action on agenda items 2 - 7: 2. Payment of claims. 3. Approving the polling place locations and the early vote locations. 4. Designating Place 1 and Place 2, Justice of the Peace, Precinct 2. 5. Requesting Department of Justice approval to eliminate Justice of the Peace, Precinct 2, Place 1 prior to the November General Election. 6. Appointment of persons to fill vacancies of Justices of the Peace for all precincts. 7. Appointment of persons to fill vacancies of Constables for all precincts. 8. Adjourn. The Courthouse is wheelchair accessible. Handicap parking spaces are available. Any request for sign interpretive services must be made two business days before the meeting. To make arrangements, call (979) 361-4102. o/ ` 1 Z C COMMISSIONERS' COURT SPECIAL MEETING JANUARY 2, 2002 A special meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 9:00 a.m. on Tuesday, January 2, 2002, with the following members of the Court present: Alvin W. Jones, County Judge, Presiding; Tony Jones, Commissioner of Precinct 1; Wm.S. Thornton, Commissioner of Precinct 2; C. B. Jones, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4; Karen McQueen, County Clerk. The attached sheet contains the names of the citizens and officials that were in attendance. The County Judge gave the invocation and led the pledge of allegiance. No claims were submitted. The Court next considered approval of polling place locations and the early vote locations. On motion by Commissioner Tony Jones, seconded by Commissioner Cauley, the Court voted unanimously to approve the attached list of polling place locations. The next matter before the Court was the designation of Place 1 and Place 2, Justice of the Peace, Precinct 2. On motion by the County Judge, seconded by Commissioner Cauley, Vol a ~ Page 11-140 • Commissioners' Court meeting January 2, 2001 2 the Court voted unanimously to designate a Place 1 and Place 2, Justice of the Peace, Precinct 2. The next mater for consideration was to request Department of Justice approval to eliminate Justice of the Peace, Precinct 2, Place 1 prior to the November General Election. The County Judge explained that the Court cannot eliminate only one position but must eliminate place 1 and 2. • The elimination would be effective as of January 1, 2003. The Executive Committee of each party would then nominate someone to be placed on the ballot for the General Election. The Court would appoint a Justice of the Peace to complete the term. The new Magistrate position would take on some of the responsibilities currently held by the Justice of the Peace such as arraignments. The County Judge then moved to eliminate the position of Justice of the Peace, Precinct 2, Place 1 and 2. The motion died for lack of a second. The County Judge then went back to the previous agenda item designating Place 1 and Place 2 for Justice of the Peace, • Precinct 2 because the Court failed to designate which judge would be in place 1 and place 2. On motion by the County Judge, seconded by Commissioner Tony Jones, the Court voted unanimously to designate Patrick Meece as Justice of the Peace, Precinct 2, Place 1 and Ray Truelove as Justice of the Peace, Precinct 2, Place 2. Vol C2 9 Page #I I 0 Commissioners' Court meeting January 2, 2001 The next matter before the Court was the appointment of persons to fill vacancies of Justices of the Peace for all Justice Precincts. The appointments were as follows: 1. On motion by Commissioner Tony Jones, seconded by Commissioner Thornton the Court voted unanimously to appoint Charles Ellis, Justice of the Peace, Precinct 1. On motion by Commissioner Tony Jones, seconded by Commissioner Thornton, the Court voted unanimously to accept his resignation as Justice of the Peace, Precinct 2. 2. On motion by Commissioner Thornton, seconded by Commissioner Tony Jones, the Court voted unanimously to appoint Patrick Meece, Justice of the Peace, Precinct 2, Place 1. On motion by Commissioner Thornton, seconded by Commissioner Tony Jones, the Court voted unanimously to accept his resignation as Justice of the Peace, Precinct 4. 3. On motion by Commissioner Thornton, seconded by Commissioner Tony Jones, the Court voted unanimously to appoint Ray Truelove, Justice of the Peace, Precinct 2, Place 2. On motion by Commissioner Thornton, seconded by Commissioner Cauley, the Court voted unanimously to accept his resignation as Justice of the Peace, Precinct 3. 4. On motion by Commissioner Tony Jones, seconded by Commissioner Thornton, the Court voted unanimously to appoint George Boyett, Justice of the Peace, Precinct 3. On motion by Commissioner Cauley, seconded by Commissioner C. B. Jones, the Court voted unanimously to accept his resignation as Justice of the Peace, Precinct 6. On motion by Commissioner Cauley, seconded by Commissioner Thornton, the Court voted unanimously to appoint Ramiro Quintero, Justice of the Peace, Precinct 4. On motion by Commissioner Cauley, seconded by Commissioner Thornton, the Court voted unanimously to accept his resignation as Justice of the Peace, Precinct 5. The Court continued with the appointment of persons to fill vacancies of Constable for all Justice Precincts. The • appointments were as follows: 1. On motion by Commissioner Tony Jones, seconded by Commissioner Thornton, the Court voted unanimously to appoint James Marrow, Constable Precinct 1. On motion by Commissioner C. B. Jones, seconded by Commissioner Cauley, the Court voted unanimously to accept his resignation as Constable, Precinct 2. 2. On motion by Commissioner Thornton, seconded by Commissioner Tony Jones, the Court voted unanimously to appoint Duane Peters, Constable Precinct 2. On motion by Commissioner Cauley, seconded by Commissioner Thornton, the Court voted unanimously to accept his resignation as Constable, Precinct 4. 3. On motion by Commissioner Tony Jones, seconded by Commissioner Cauley, the Court voted unanimously to appoint Duane Thompson, Constable Precinct 3. Commissioner Tony Jones • referred to a letter from Constable Phil Sikes who stated that he would not resign as Constable Precinct 6 nor would he seek appointment as Constable for the new Precinct i 3. 4. On motion by Commissioner Cauley, seconded by Commissioner Thornton, the Court voted unanimously to appoint Isaac Butler, Constable Precinct 4. On motion by Commissioner Cauley, seconded by Commissioner Tony Jones, the Court voted unanimously to accept his resignation as Constable, Precinct 5. 7 Q Vol )-I Page I 0 Commissioners' Court meeting January 2, 2001 5 The County Judge asked that the Court to reconsider item number 5, the elimination of Justice of the Peace, Precinct 2, Places 1 and 2. He then offered a motion requesting Department of Justice approval to eliminate Justice of the Peace, Precinct 2, Places 1 and 2 prior to the November General Election. Commissioner C. B. Jones seconded the motion. Commissioner Tony Jones and C. B Jones and the County Judge voted "Aye". Commissioner Cauley and Thornton voted "No". The motion carried. There being no further business to come before the Court, the meeting was adjourned.
