To make arrangements, call (979) 361-4102. a e .549 - • COMMISSIONERS' COURT REGULAR MEETING NOVEMBER 20, 2001 A regular meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 9:00 a.m. on Tuesday, November 20, 2001, with the following members of the Court present: Alvin W. Jones, County Judge, Presiding; Tony Jones, Commissioner of Precinct 1; Wm.S. Thornton, Commissioner of Precinct 2; r Randy Sims, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4; Karen McQueen, County Clerk. The attached sheet contains the names of the citizens and officials that were in attendance. Commissioner Thornton gave the invocation and led the pledge of allegiance. Under citizen input and/or concerns, Karen Hall asked the Court if the environmental study approved on November 6, 2001 was in relation to the Bienski property and how to go about submitting an open records request. Ms. Hall stated she is researching the process the County went through in obtaining the Bienski land for the Exposition Center. Judge Jones informed Ms. Hall that the Court is not allowed to engage in conversation unless it is an agenda item, but that he would be • happy to answer her questions in his office after court. The Court next considered Budget Amendment #01/02-6.1 through 6.3 which would reallocate funds for the Justice of Peace, Precinct 3, increase the budget for the Capital Projects Fund, C.O. Series 1998 from the Reserve Fund Balance, and increase the budget for Community support for the 2002 Texas Police Games from Contingency. Vol a r page 67 0 Commissioners' Court meeting November 20, 2001 2 On motion by Commissioner Cauley, seconded by Commissioner Jones, the Court voted unanimously to approve the budget amendment as submitted. A copy is attached. The Court proceeded to consider the change of status of employees as submitted on the attached Personnel Action Requests. Judge Jones noted an error on the request for Building Maintenance. The new hire for Building Maintenance will be a part-time employee, rather than full-time. On motion by Commissioner Thornton, seconded by Commissioner Cauley, the Court voted unanimously to approve the changes as submitted. The Court next considered the following Claims as submitted by the County Treasurer for payment: 20025024 through 20025244 On motion by Commissioner Jones, seconded by Commissioner Thornton, the Court voted unanimously to approve the Claims as submitted. The Court next considered approval of a gift deed to Brazos County of .170 acre of land by James Lawson. On motion by Commissioner Thornton, seconded by Commissioner Cauley, the Court voted unanimously to authorize the County Judge to accept the gift deed. The next matter for consideration by the Court was to rescind and reconvey a thirty (30) foot strip of land to Mrs. Inez Johnson Schehin. On motion by Commissioner Jones, seconded by Commissioner Thornton, the Court voted unanimously to remove the item from the agenda and bring it back at a later date. Vol a? Page 5S, • • Commissioners' Court meeting November 20, 2001 3 The Court next considered approval of an order abolishing all fees associated with the Electronic Filing Service with the exception of the $5.00 long distance fee. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to approve the order abolishing fees associated with the Electronic Filing Service with the exception of the long distance fee. A copy is attached. The Court next considered establishing a speed limit for Jones Road between State Highway 47 and FM 60. The site is located in Precinct 4. At this time, Mike Parks of the Metropolitan Planning Organization (MPO), requested permission from the Court to perform another study on the road. Judge Jones stated that he feels another Public Hearing would need to be held if the study reflects different information. On motion by Judge Jones, seconded by Commissioner Cauley, the Court voted unanimously to remove the item from the agenda. The Court next considered approval of an application for group insurance with MetLife for dental benefits for County employees. . On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to approve the application for group insurance with MetLife for dental benefits for County employees. A copy is attached. The Court next considered authorizing the Auditor's office to process recurring payment requests for the following: a) Estate of Brazos A. Varisco. 10 equal payments of $1,350.00 for a total of $13,500.00. b) Brazos County Appraisal District. 4 equal payments of $57.755.50 for a total of $231,022.00. The Court next considered approving a maintenance and connectivity support agreement with IKON for thirty (30)copiers. which are not on state contract maintenance agreements. On motion by Commissioner Cauley, seconded by Commissioner Sims, the Court voted unanimously to approve the agreement with IKON. A copy is attached. The next matter for consideration was approval for the Purchasing Agent to advertise for the following bids for the Road & Bridge Department: a) Bid #2002-025 Hydrated Lime b) Bid #2002-026 Concrete c) Bid #2002-027 Material Hauling d) Bid #2002-028 Herbicides and Surfactants e) Bid #2002-029 Shop Supplies/Auto Parts Vol 0 8 Page • Commissioners' Court meeting November 20, 2001 5 On motion by Commissioner Sims, seconded by Commissioner Jones, the Court voted unanimously to authorize the Purchasing Agent to advertise the previously noted bids. The Court next considered the request from Verizon to construct a road bore in the right-of-way of Locke Road approximately 0.5 mile from its intersection with Zwiefel Road. The site is located in Precinct 2. The County Engineer stated that all appeared to be in order and recommended • approval. On motion by Commissioner Thornton, seconded by Commissioner Jones, the Court voted unanimously to approve the request of verizon and authorized the road bore. A copy of the request is attached hereto. The next matter before the Court was approval of minutes from the following Commissioners Court meetings: a) Regular meetings conducted on July 31, 2001, August 7,2001, August 14, 2001, August 21, 2001, August 28, 2001 b) Workshop session conducted on August 7, 2001 c) Two Public Hearings conducted on August 24, 2001 On motion )?y Commissioner Jones, seconded by Commissioner Cauley, the Court voted unanimously to approve the previously noted minutes. • Under announcement of interest items and possible future agenda topics the County Judge made the following comments: a) He received a request from Atrofina to enter County owned property for soil samples in reference to Atochem. b) The Court needs to take a look at the Economic Development Corporation Contract. c) There are four departments that missed the County's deadline for merit increases and are requesting an extension. This will be an agenda item.
