The term of the Agreement is for fiscal year 2002 at a cost of $36,108.00. On motion by Commissioner Cauley, seconded by Commissioner Sims, the Court voted unanimously to approve the acquisition of a Hardware/Software Support Agreement with Hewlett Packard. A copy is attached. The Court next considered approval of a Lease Contract for a copier for the District Clerk's Office. On motion by Commissioner Cauley, seconded by Commissioner Sims, the Court voted unanimously to approve the Lease Contract with IKON, Office Solutions for the lease of a Canon Image Runner 5000S Digital Imaging System for $475.00 per month. The Court next considered awarding the following bids: Bid No. 2002-010, Equipment Lubricants Pat Howard, Purchasing Agent, recommended acceptance of the bid submitted by K.D. Timmons as Primary and the bid submitted by Brenco Marketing Corp. as secondary. A copy of the bid tabulation is attached. Bid No. 2002-011, over sized Limestone Aggregate Pat Howard, Purchasing Agent, recommended acceptance of the bid submitted by Austin Crushed Stone as Primary and the bid submitted by Texcom as secondary. To make arrangements, call (979) 361-4102. .1 01, _ ;t~ • COMMISSIONERS' COURT REGULAR MEETING OCTOBER 30, 2001 A regular meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 9:00 a.m. on Tuesday, October 30, 2001, with the following members of the Court present: Alvin W. Jones, County Judge, Presiding, Tony Jones, Commissioner of Precinct 1; Wm.S. Thornton, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4; • Karen McQueen, County Clerk. The attached sheet contains the names of the citizens and officials that were in attendance. Commissioner Cauley gave the invocation and led the pledge of allegiance. Under citizen input/and or concerns, Karen Hall commended the Court on putting the Exposition Center on the ballot. She asked the Court not to take the Bienski land by condemnation then gave a brief history of the taking of Bienski land in other parts of the county. The Court first considered a request by the District Clerk for reclassification of Jury Coordinators. Mr. Hamlin requested that employee #0552, Jury Coordinator i be reclassified to Group 11, Step 9 and that employee #1267, Jury Coordinator II be reclassified to Group 12, Step 9. This could be done with no increase in salary. On motion by Commissioner Cauley, seconded by Commissioner Sims, the Court voted unanimously to approve the reclassification of the Jury Coordinators. The Court next considered Budget Amendment #01/02-3.1, which would reallocate funds for the Ag Extension office. On motion by Commissioner Cauley, seconded by Commissioner Sims, the Court voted unanimously to approve the budget amendment as Vol Page 3 0 Commissioners' Court meeting October 30, 2001 2 submitted, a copy of which is attached hereto. The Court proceeded to consider the change of status of employees as submitted on the attached Personnel Action Requests. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to approve the changes as submitted. The Court next considered the following Claims as submitted by the County Treasurer for payment: 20024244 through 20024513 On motion by Commissioner Jones, seconded by Commissioner Thornton, the Court voted unanimously to approve the Claims as submitted. The next matter before the Court was approval of a Contractual Agreement between Brazos County and the Brazos Valley Community Action Agency, Inc. The Agency will provide certain dental services to the County's indigent population. The cost to Brazos County will be $20,000.00. The contract shall commence on October 1, 2001 and terminate on September 30, 2002. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to enter into contractual agreement with the Brazos Valley Community Action Agency, Inc. A copy of the contractual agreement is attached hereto. The next matter for consideration was approval of Interlocal Agreements with each of the four Volunteer Fire Departments for Fire Protection. The Volunteer Fire Departments will provide fire protection services to any person who requests it within the confines of each precinct. In return Brazos County will pay each department the sum of Twenty-nine Thousand and no/100 Dollars ($29,000.00). The Agreement shall commence on October 1, 2001 and terminate on September 30, 2002. On motion by Commissioner Cauley, seconded by Commissioner Sims, the Court voted unanimously to Vol d77 Page '100110\ Commissioners' Court meeting October 30, 2001 3 approve the Interlocal Agreements with each of the four Volunteer Fire Departments. A coy of each Agreement is attached. The next matter before the Court was the renewal of the Interlocal Agreement with the City of College Station for Emergency Medical Ambulance Service. On motion by Commissioner Sims, seconded by Commissioner Jones, the Court voted unanimously to exercise Clause 9 of the Agreement and renew the existing contract so that it terminates on September 30, 2002. The Court next considered the renewal of the Title IV-E Maintenance Contract Number 7000001 with the Texas Department of Protective and Regulatory Services. On motion by Commissioner Cauley, seconded by Commissioner Sims, the Court voted unanimously to renew the Title IV-E Maintenance Contract Number 7000001 with the Texas Department of Protective and Regulatory Services. This will amend the expiration date from August 31, 2001 to August 31, 2002. On motion by Commissioner Thornton, seconded by Commissioner Cauley, the Court voted unanimously to authorize the County Judge to execute a Tax Resale Deed to the following individual: Charlie Manley, Sr. and Lyvonne Manley - Part of Lots 1 and 2, Austin Addition, City of Bryan, Brazos County, Texas. The next matter before the Court was approval of a grant application for funding for "Hazardous Materials Emergency Preparedness." The grant is in the amount of $31,555.00 and is to be state funded. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to authorize the County Judge to make application on behalf of Brazos County to the Division of Emergency Management, Texas Department of Public Safety and accept on behalf of Brazos Vol ~0 Page 5 0 Commissioners' Court meeting October 30, 2001 4 County such grant funds as may be tendered. The Court next considered a request from the Information Technology Department to reclassify a "Programmer/Analyst I" position to a "Training/Support Specialist" position. On motion by Commissioner Cauley, seconded by Commissioner Sims, the Court voted unanimously to approve the request. The Court next considered approval of an Interlocal Agreement for Information Resources and Technologies for the Information Technology Department and sponsored by the Texas Association of Counties. On motion by the County Judge, seconded by Commissioner Sims, the Court voted unanimously to remove the item from the agenda at this time. The Director of the Information Technology department asked that counsel review the agreement. Commissioner Sims recommended that Mr. Laney meet with each Commissioner, explaining his reasons for supporting the agreement. The County Judge said he didn't know enough about this to support it at this time. The Court next considered approval of an Agreement for Services with Blinn College for training of staff of the Microsoft Office Software Suite of products. Approximately 200 to 250 employees will need to be trained at a cost of $70 per person for three class sessions. On motion by Commissioner Cauley, seconded by Commissioner Sims, the Court voted unanimously to approve the Agreement with Blinn College. A copy of the Agreement is attached. The next matter for consideration was the renewal of the Hardware Support Services Agreement No. 3197C8441 with Hewlett Packard for the Information Technology Department. On motion by Commissioner Cauley, seconded by Commissioner Sims, the Court voted unanimously to approve the renewal of the Hardware Support Services Agreement No. 319708441 with Hewlett Packard. A copy is attached. Vol a-7 Page (P Commissioners' Court meeting October 30, 2001 6 Bid No. 2002-013, Road Sign and Sign Posts Pat Howard, Purchasing Agent, recommended acceptance of the bid submitted by Vulcan Signs as primary and the bid submitted by Custom Products Corporation as secondary. On motion by Commissioner Sims, seconded by Cotrnnissioner Cauley, the Court voted unanimously to accept the recommendation of the Purchasing Agent and award the contracts as noted. The Court next considered awarding the Annual Contract for Janitorial Services for the Justice of the Peace, Precinct 6. On motion by Commissioner Cauley, seconded by Commissioner Sims, the Court voted unanimously to award the contract to Quality Janitorial Service. A copy of the quote tabulation is attached. The next matter for consideration was approval of a Lease Contract for a copier for the Agricultural Extension Service Office. Term of the lease is from October 1, 2001 through September 30, 2002 at a cost of $9,660.00. Full service and toner are included. On motion by Commissioner Cauley, seconded by Commissioner Thornton, the Court voted unanimously to approve the Lease Contract. A copy is attached. The Court next considered establishing the date and time for a Public Hearing to consider the posting of speed limits on Jones Road between state Highway 47 and FM 60 in Precinct 4. On motion by Commissioner Cauley, seconded by Commissioner Jones, the Court voted unanimously to set Tuesday, November 13, 2001 at 10:00 a.m. as the date and time for the Public Hearing. The Court next considered the request from Cox Communication to construct a road bore in the right-of-way of Rock Prairie Road West, northeast of Robin Loop to provide service to residents. The site is located in Precinct 1. The Vol 23 - Page 9 Commissioners' Court meeting October 30, 2001 7 County Engineer stated that all appeared to be in order and recommended approval. On motion by Commissioner Jones, seconded by Commissioner Thornton, the Court voted unanimously to approve the request from Cox Communication and authorized the installation. Under announcement of interest items and possible future agenda topics the County Judge made the following comments: a) He wrote a letter to the District and County Court at Law Judges in reference to the hiring of a Magistrate. In the letter he asked that the hiring be delayed to allow everyone ivolved to meet on the issue. It is possible that there will be a meeting at 5:15 p.m. on November 15, 2001. • b) He has written a letter to the Department of Justice in reference to locating a suitable locale for the office of the Justice of the Peace, Precinct 6. The Sheriff reminded everyone about making contributions to United Way. Commissioner Cauley informed the Court that Managed Network Solutions was here in the Courthouse trying to do most of the wiring at night so as to not inconvenience employees. He asked for patience while this is in progress. (hereinafter "Provider"), located at 504 East 27"' Street, Bryan, Texas 77803 RECITALS: WHEREAS, the County is obligated to provide for the health and safely of its citizens; and WHEREAS, the County is responsible to a degree for the support of the County's poor; and WHEREAS, the residents of Brazos County are not served by a public hospital or • hospital district; and WHEREAS, the County, pursuant to the Indigent Health Care and Treatment Act, Health and Safety Code, § 61.001 et seq. (the "Act"), is authorized to provide certain Dental Services to the County's indigent population, including but not limited to dental care, laboratory and x-ray services and physician services; and WHEREAS, the County, pursuant to the Act, has authority to contract with a private facility for the provision of such services; and WHEREAS, the Provider, has established a clinic to provide such services to the County's indigent and poor residents; and WHEREAS, the parties hereto believe that a Contract for services between them can be mutually beneficial. NOW THEREFOR KNOWN ALL MEN BY THESE PRESENTS that for and in consideration of the mutual benefits herein described, the parties agree as follows: • TERM This Contract shall commence on the I` day of October, 2001 and terminate on the 30`h day of September, 2002 (the "Contract Term'. This Contract may be canceled by either party hereto upon sixty-(60) days written notice as provided herein. Page 1 ofSsae%j ~ 0 SERVICE TO BE PERFORMED BY PROVIDER Provider shall provide the following services through trained, salaried staff to dental patients who qualify for such services pursuant to guidelines currently implemented for making such determination: interviews, lab work, physical exams, education information and medicine as needed (herein "Dental Services"). COUNTY'S MONETARY COMMITMENT County shall, on or before November 1, 2001, advance to Provider against the total cost to provide Dental Services to Brazos County qualified residents during the Contract Term, the sum of TWENTY THOUSAND AND N01100 DOLLARS ($20,000.00). Such advance shall be used as a reserve against which Provider shall provide up to $20,000.00 in Dental Services to Brazos County qualified residents. No additional monies may be billed to the County until documentation supplied to the County which demonstrates the Provider has furnished $20,000.00 in Dental Services to Brazos County qualified residents. RESPONSIBILITIES OF PROVIDER Provider will be responsible for providing the following administrative services (herein "Administrative Services") pursuant to this Contract: 1. Obtain all necessary application forms from potentially eligible individuals. 2. Obtain and compile information on each applicant with regard to residency and financial qualifications. 3. Make a determination, based upon County approved standards, that the applicant qualifies for Dental Services hereunder. 4. Maintain this Contract. 5. Maintain data files on clients and the Dental Services provided thereto. 6. Respond to all and any inquires by the County regarding the Clinic and it's services. ,,.n-\ 7. Assist the County with information needed for audit purposes. 8. Provide the County with quarterly financial statements. 9. Provide the County with any and all certified audits of Provider and the management letter prepared in connection therewith. 10. Provide financial statements evidencing how County funds are spent. Such statements to be submitted to County one week subsequent to such expenditure. PaV 2 of S - ' la= 11. Provide the Court with statistics evidencing the number of Brazos County residents Using the Provider's Services and the percentage Brazos County residents comprise of the total population using Provider's Services. RESPONSIBILITY OF COUNTY The County shall be responsible for the following duties and requirements: 1. Fund its monetary commitment as stated herein. 2. Conduct a review of the Provider's performance in providing the Dental Services and Administrative Services to be provided hereunder in order to assess County's continued participation in the funding of the Provider and to verify Provider's compliance with the terms of this contract. 3. Approve standards for eligibility for Dental Services hereunder. • RECORD RETENTION The Provider shall be responsible for record keeping on all Dental Services provided to those individuals using its services and all financial records of the clinic. The Provider agrees to maintain and make available for inspection by the County upon request consistent with personal privacy and subject to the limitations of state law, any and all records the County determines, in its sole discretion, to be necessary for the Court to justify its continued participation in supporting the Provider with funding and to verify compliance with the terms of this Contract. Such records shall be retained for at least four (4) years from the date the Dental Services was provided. These records shall be made available for inspection and audit by the County if it so desires. DISCRIMINATION • The provider shall not discriminate against any employee or applicant for employment because of race, color, religion, sex, or national origin. The Provider shall take affirmative action to ensure that applicants who are employed are treated during employment, without regard to their race, color, religion, sex, or national origin. INSURANCE The parties hereto agree that the Provider is an independent contractor and not an agent of the County and that Provider shall maintain at its own expense, adequate liability insurance to insure against damages and liabilities which may arise due to the duties and obligations contacted for herein. COUNTY INVOLVEMENT The County and Provider state that to the best of their knowledge, no officer, agent or employee of the County who exercises any function or responsibility in connection with the carrying out of this Contract or the service to which it relates, has personal interest, direct or indirect, in this Contract. The project has two major goals; the first is to quantify the volume and identify the types of hazardous materials being transported through the county. The second goal is to identify the main routes being utilized for transportation. To date, there have been no studies of this type done in Brazos County. Also, there are no designated hazardous material routes through the county or cities. Main transportation routes through the county and Cities of Bryan and College Station include State Highway 6, which transports traffic from Houston to Dallas/Ft. Worth, State Highway 190, and Highways 30, 60 and 21. The objective of the project is to gather critical data to be used to evaluate the need for designated hazardous material routes through and/or around the cities in Brazos County, and where those routes should be. The data will also be used to identify opportunities to mitigate the opportunity for incidents involving hazardous materials wherein a significantly large segment of the population could potentially be impacted, and to assess the jurisdictions' ability to respond to any such incidents. The Commodity Flow Study (Study) will determine: Major Traffic Corridors Currently Utilized Primary Origin And Destination Locations Actual Materials Transported Hazmat Tonnages Shipped Number Of Hazmat Trucks Fraction Of Hazmat Traffic In All Truck Traffic Truck Types Used For Hazmat Container Types Used For Hazmat Driver Training And Awareness Degree Of Regulatory Compliance Peak Transportation Times And Days Seasonal Transportation Times And Days Identification Of Companies Transporting Hazmat Other information to be included in the Study report, such as population, terrain, weather and climatic conditions, will assist the LEPC in completing risk and vulnerability analysis of the jurisdictions within Brazos County. The information will be the basis for the completion of _ consequence assessments of various options for transportation routes. The information will also be used to identify additional first responder and emergency room personnel training needs in order to adequately address incidents involving the materials identified; will assist in justifying the purchase of specialized equipment for hazardous materials response; and may play a role in determining the proper placement of new fire stations. 10L-ma Page I • HAZARDOUS MATERIALS EMERGENCY PREPAREDNESS Brazos County L£PC Grant Application The Emergency Response and Resources Sub-committee of the LEPC will be administering the project with the consent of all jurisdictions in the county. The LEPC will work with the Texas Transportation Institute of Texas A&M University to formulate the scope of work, and to coordinate all elements of the study. Bryan/College Station Metropolitan Planning Organization will lend assistance with this project as well. The Brazos County LEPC respectfully requests assistance in funding the Commodity Flow Study described above. Statement Of Need During the period from April 1989 through December 2000, Brazos County Emergency Management logged 129 reported incidents within the county that resulted in the release, or contained the potential for a release, of hazardous materials and/or extremely hazardous substances (EHS), which includes four plane crashes claiming 7 lives. In addition, three severe weather events that could have resulted in Hazmat incidents, a bomb threat resulting in the . evacuation of approximately 3000 persons, transportation of TNT resulting in evacuations, and numerous pipeline ruptures requiring evacuations have been logged. To date, 19 incidents have been reported in 2001. (Source: Brazos County Emergency Management Files; Hazardous Incidents Reports) There are 90 companies with over 209 far;lities within Brazos County that have Texas Tier 11 Hazardous and EHS Chemical Inventory reports on file. Examples of the EHSs contained in the report are hydrofluoric acid, sulfuric acid, anhydrous ammonia, hydrazine and chlorine. Many of these chemicals are reported to be stored in quantities in excess of 10,000 gallons. Industry in Brazos County is not, unfortunately, limited strictly to isolated areas. Due to the rapid growth of Bryan and College Station, many of these companies which were initially constructed in remote areas are now surrounded with residential developments. (Source: Brazos County Emergency Management Files; "I ier II Reports - Facilities in Brazos County") A report of hazardous materials transported by rail through Brazos County includes materials in 19 of 24 possible chemical categories. The rail system transports 25+ trains per day, runs through the length of the Bryan/College Station metroplex, is surrounded with residential, business and industrial developments, and splits the main campus of Texas A&M University (TAMU) which 's the temporary home of approximately 44,000 Aggies. At one point the tracks are l,~s than • one-quarter mile of the TAMU Kyle Stadium, which has a capacity of 87,000 people. Blinn Jr. College, located in Bryan, hosts an average of 12,000 students. Seven train derailments in the past two years within the city limits are listed in the log of incidents maintained by the Brazos County Emergency Management office. (Source: Railroad Commission of Texas "Hazardous Materials Annual Report - Railroad Shipments") State Highway 6 (Hwy 6) is a main thoroughfare for traffic between Houston, Waco and the Dallas/Ft. Worth area. As does the rail system, Hwy 6 runs the length of Bryan/College Station with residential, business and industrial developments on either side. Although a hazardous material flow assessment has not been performed in Brazos County, it can be safely assumed that at least as many chemical categories are transported by highway as by rail (19 of 24 possible categories). Brazos County is bordered on two sides by the Brazos and Navasota Rivers, which Page 2 0 HAZARDOUS MATERIALS EMERGENCY PREPAREDNESS Bros County LEPC Gmut Application are bridged to allow vehicular traffic into the county on Highways 6, 190, 30, 60 and 21. Hazardous materials are shipped into Brazos County from Houston, Dallas/Ft. Worth and Waco areas using Highway 6, and all other highways through the county are frequently used as shortcuts for hazardous material transports coming off of Interstate 35 and Interstate 45. Major industries and smaller facilities situated within the Bryan and College Station city limits send and receive millions of gallons of materials classified as hazardous over the roadways, along the rivers and creeks, via railways and through pipelines crossing the cities and county. Considerable construction is underway to improve the city streets and highways, and lessen the impact that the community growth is having on traffic. However, hazardous material routes have not been designated, and the threat posed by this hazmat trafficking looms ominous to local Emergency Managers. Response plans for hazardous material incidents are contained in the Brazos County Intedurisdictional Emergency Management Plan, which is in conformance with the State standards and criteria for the Basic Plan and Annexes A, C, E, 1, M and Q. This plan is maintained in accordance with the requirements set forth in the EMPG grant program, and waste recently reviewed by the Division of Emergency Management and found to meet all required emergency management planning standards (Attachment I, 01/16/2001 Letter from Tom Millwee). In addition, the Cities of Bryan and College Station have Emergency Management Standard Operating Procedures outlining responsibilities and procedures for HazMat response Both cities and TAMU have trained Hazmat Response Teams. The lack of designated hazardous material routes results in hazardous materials being transported on roadways that are adjacent to residential areas and many density populated, at risk facilities, such as elementary, intermediate and high schools, college campuses, hospitals and other medical facilities, Senior Citizen Centers and major shopping areas, all located along, or in close proximity to, the main transportation arteries. The transport of hazardous materials through the communities put the residents at great risk. The probability of a hazardous material incident is greatly increased with the railway system running 25r trains per day through the centers of Bryan, College Station and the TAMU campus, and the traffic congestion resulting from a combined total of 56,000 college students from TAMU and Blinn College. The Commodity Flow Study will provide data needed to justify creation of hazmat routes. The population of Brazos County is approximately 163,000 and covers 586 square miles. Torre are three medical-surgical hospitals and a major health clinic in Bryan and College Station, as well as the medical school facilities at TAMU. Two major airlines service Brazos County from the Easterwood Airport located in College Station. The Bryan/College Station area also has multiple sports venues such as the Brazos County Pavilion, Bryan Recreational Athletics Complex, College Station Central Park, the TAMU Sports Complex, and is the location for the Bush Presidential Library. (Source: Bryan/College Station Chamber of Commerce) All residents and businesses within the county, as well as the hazmat transporters, will directly or in-directly benefit from the completion of the Commodity Flow Study through a predicted decrease in the _ risk of hazmat incidents and reduction of the impact any such incidents would have in the communities. This Study will quantify volumes and identify types of hazardous materials being transported through the county, and will identify routes most commonly used. The focus will be on hazrnat traffic through the cities of Bryan and College Station. The Emergency Response and Resources Sub-committee (ERR) of the LEPC will be responsible for implementation of this project. ERR and representatives from the Metropolitan Planning Organization will work with Texas Transportation Institute (TTI) to develop the scope of work and timetable for completion of tasks. The ERR will also negotiate a contract with TTI, coordinate volunteers and LEPC members enlisted to assist with the project, and oversee the services of TTI. All work will by authorized by Greg Petrey, LEPC Chairperson. DeMerle Giordano, ERR committee member, will be the point of contact for the project. TTI will design and conduct the Study, and create a final report detailing the findings. Del Mack Ward, ERR • committee member, will create the End of Project Report to be submitted to the Division of Emergency Management at the completion of the project. The ERR and TTI will determine the exact scope of work for the project. A contract will be developed and executed between TTI and the LEPC. CALL TO ORDER: Mike Donoho, LEPC Vice-Chairperson, called the meeting to order at 1130 hours, and thanked Mitchell Gas Services for sponsoring the luncheon. APPROVAL OF MINUTES: Minutes from previous LEPC meeting were approved without change by voice vote. 3. PUBLIC COMMENT: None. LUNCH WAS SERVED 4. REGULAR MEETING AGENDA: Moved directly to Program. PROGRAM: Don XXXX, Mitchell Gas Services, presented a program on pipeline safety. The following points were made: There are many different products, both refined and unrefined, that are transported via pipeline through Brazos County. The products all have different physical properties. Listed are some of the products transported by Mitchell Gas Services pipelines and some of the associated properties: Natural Gas - lighter than air, disperses fairly rapidly with wind assist. Liquefied Petroleum Gas - heavier than air, vaporizes almost instantly when exposed to air, vapors can settle in ground depressions or low areas. Condensate - liquid condensation from natural gas, will evaporate over time when exposed to air. Crude Oil - does not readily evaporate. Refined Products - gasoline, diesel, kerosene. Pipelines are identified with markers at all fence and road crossings. Original placement of signs is directly over pipeline. However, over time the signs are; occasionally moved for various reasons (i.e. livestock, vandalism, etc.) such that they are not always directly over the pipelines. All pipelines are labeled "high pressure" because pressure in the line is greater than ambient pressure. However, pipeline company personnel usually define high pressure as 500-1000 psi and low pressure as 20-100 psi. Occasionally, pipelines are lain inside buried casing for protection. The outer casing is equipped with casing vents, which extend above the ground and relieve pressure in the event of a pipeline leak. Flowlines operated by oil & gas producers are not required to have markers, but can usually be identified by tracing them back to the wellsite from which it came. Many safety factors are built into pipelines: MAOP - Maximum Allowable Operating Pressure, somewhat less than maximum working pressure rating for the pipe, lowered if pipeline runs near residences. High/low Pressure Shutdown Systems - designed to shut valves if pipeline pressure exceeds or drops below typical operating pressures. Compressor Shutdowns - monitor pipeline pressures, shut down compressors. Relief Valves - if maximum pressures are exceeded, relief valves open and pressure is vented to atmosphere. Remote Automated Valves - can be actuated by operators if pressure lose is observed. Manual Block Valves - used to shut off pipelines and isolate sections for repair. /low\ 1'] r~ 7 Page 2 tong, IF%o ' e r~ Mitchell Gas Services pipeline pressures are monitored 24/7 at the Mitchell Gas Control site in Woodlands. Pressures can also be monitored in the Bryan office. There are several causes of pipeline leaks: 3'd Party Damage - One-Call system is used by anyone preparing to dig, will allow operators the opportunity to spot pipelines for diggers. External Corrosion - Pipelines are coated to prevent corrosion, nicks in coating can concentrate and accelerate corrosion in area of nick. Internal Corrosion - condensed water, anaerobic bacteria, hydrogen sulfide and carbon dioxide are some of the cases for internal corrosion, treated with corrosion inhibitors, bactericides and lines are pigged to push fluids from pipelines. Natural Gas compositions change, which changes the LEL and UEL. Emergency Responders should use the worst case values when determining safe distances and evacuation radius. Buried poly-lines are difficult to spot. Wire trace lines are typically laid with poly-lines, but breaks, cracks and corrosion end the ability to locate the poly-lie using the wire trace. DeMerle Giordano complimented Mitchell Gas Service personnel for their cooperation and help • in response to other owner/operators' pipeline leaks. Their assistance is greatly appreciated. 5. BUSINESS FROM THE FLOOR: Mike Donolio announced that a recommendation had been made for the LEPC to apply for a grant from :he State, and asked DeMerle Giordano to describe the project. Ms. Giordano explained that the EMCs and MPO had developed a plan to have a Commodity Flow Study done in Brazos County. The study would focus on trucking industry transportation of hazardous materials through the county. Results of the study would be an idea of the types of chemicals transported, quantities and routes used. Data could be used to determine if hazmat routes are needed. Jim Bland made a motion that an application for the State 1_EPC grant funds be submitted for the project. Fred Forsthoff seconded the motion and the motion was approved unanimously. 6. OTHER BUSINESS/COMMITTEE CONCERNS: Mike Donoho asked the LEPC members if there were any new business items that needed discussion. • J David White announced that a special task force had been created to address reso ce needs for considering large industrial fires. He explained that since the September I I disaster, industries a locking down their facilities if there is an indication that strikes have occurred at neighboring facilities. This would limit the facilities ability to provide aid to the facility with trouble. Due to this, the Texas Forest Service will play a larger role in assisting with industrial fires. Mike Donoho added that although state and federal assistance can be acquired, it's not always quick in getting to the troubled area. He urged everyone to maximize their preparedness. 9.
