TEXAS' 41 A NOTICE OF MEETING AND AGENDA BRAZOS COUNTY COMMISSIONERS COURT WORKSHOP SESSION THE COMMISSIONERS COURT WILL MEET IN A WORKSHOP SESSION ON TUESDAY, OCTOBER 9, 2001 AT 10:00 A.M.IN THE COMMISSIONERS COURTROOM OF THE BRAZOS COUNTY COURTHOUSE, 300 EAST 26TO STREET, SUITE 115, BRYAN, TEXAS. i The following items will be discussed: 1. Hiring of a Magistrate. 2. Longevity pay for certified peace officers. 3. Realignment and staffing authorization for Justices of the Peace and Constables. 4. Policy for employees who are called to active military duty. 5. Legislation regarding rubbish within 300 feet of county roads. 6. Policy regarding the discharge of fire anus in rural subdivisions. 7. Proposed County Holiday Schedule for 2002. Future usage of the County Rodeo Arena located on Tabor Road. Sick Leave Pool Policy. The Courthouse is wheelchair accessible. Handicap parking spaces are available. Any request for sign interpretive services must be made two business days before the meeting. To make arrangements, call (979) 361-4102. • COMMISSIONERS' COURT WORKSHOP SESSION OCTOBER 9, 2001 • The Commissioners' Court of Brazos County, Texas met in a Workshop Session in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 a.m. on Tuesday, October 9, 2001, with the following members of the Court present. Alvin W. Jones, County Judge, Presiding; Tony Jones, Commissioner of Precinct 1; Wm. S. Thornton, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4; Karen McQueen, County Clerk. Attached is a list of the citizens and officials in attendance. The Commissioners Court met in Workshop Session to discuss the following topics: 1. Hiring of a Magistrate. Applications for the position will be reviewed by a committee appointed by the Bar Association. The top three will be submitted to the District and County Court at Law Judges for interviews. The judges will then submit a recommendation to the Commissioners Court. 2. Longevity pay for certified peace officers. Due to need to consider this further the County Judge recommended more study on the part of the Court. 3. Realignment and staffing authorization for Justice of the Peace and Constables. • There was great concern among the Justices of the Peace and Constables about staff reductions. Each sited increase work loads to support their position. 4. Policy for employees who are called to active military duty. The Texas Association of Counties indicated that no change was needed in the County Policy. The County Judge said that longevity would continue to accrue while the employee was on active duty. Commissioner Sims asked the members of the Court to form opinions on this matter and bring it back for consideration. 6. Policy on the discharge of fire arms in rural subdivisions. Commissioner Sims suggested calling Jim Allison, Legal Counsel for the Texas Association of Counties, because it was at his suggestion that Court was considering this matter. 7. Revisions to the County Travel Policy The per diem rate paid by the state is increasing to $30 but receipts will be required and mileage reimbursement is increasing to 34.51. The County Judge asked the members of the Court to consider these increases. S. Collection of Court Imposed Fees. The County Judge indicated that we should probably request RFP's for collection services. Clyde Garland, visitor, stated that a collection agency would cost the County money. The County Judge indicated he had a letter stating the contrary. 9. Flexible Spending Account (FSA) Plan Change. It had been recommended to increase the limit from $2,500.00 to $3,000.00 to compensate for the proposed cost increase to the employees for health insurance. 10. Group Medical/Dental Insurance Mark Grierson, Insurance consultant, presented Dental and Health Insurance plan options along with proposed discount schedules submitted by St. Joseph's Hospital. The County Judge recessed the Commissioners Court meeting at 1:15 p.m. The meeting reconvened at 1:25 p.m. The County Judge announced that Tom Jackson, representative of the College / Station Medical Center agreed to a 45* discount exclusive and a 40W non exclusive discount to Brazos County Employees. 11. Proposed Holiday Schedule The Court reviewed the proposed holiday schedule for 2002 and instructed the County Judge's Administrative Assistant to include this item on the next Commissioners Court agenda. Major problems with the electrical wiring, non ADA compliance in the restrooms, inadequate handicap parking and access, along with low usage are some of the many problems at the arena. The County Judge instructed his Administrative Assistant to include this item on the next Commissioners Court agenda. 13. Sick Leave Pool Policy The Court discussed mandatory contributions to the pool in order to receive leave from the pool.
