TEXAS i BY NOTICE OF SPECIAL CALLED MEETING AND AGENDA BRAZOS COUNTY COMMISSIONERS COURT • SEPTEMBER 4, 2001 The Commissioners Court will conduct a Special Called Meeting on Tuesday, September 4, 2001 at 10:00 a.m. in the Commissioners Courtroom of the Brazos County Courthouse, 300 East 261 Street, Suite 115, Bryan, Texas. 1. Consider and take action concerning a Resolution levying a tax rate for the tax year 2001. 4. Adjourn. u The Courthouse is wheelchair accessible. Handicap parking spaces are available. COMMISSIONERS' COURT SPECIAL MEETING SEPTEMBER 4,2001 A special meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 a.m. on Tuesday, September 4, 2001, with the following members of the Court present: Alvin W. Jones, County Judge, Presiding; Tony Jones, Commissioner of Precinct 1; Wm.S. Thornton, Commissioner of Precinct 2, Absent; Randy Sims, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4; Karen McQueen, County Clerk. The attached sheet contains the names of the citizens and officials that were in attendance. The first matter for consideration was the adoption of the budget for the fiscal year ending September 30, 2002. The County Auditor reviewed what has been included in the proposed budget and made following comments: 1. The proposed tax rate is $.42 with a 98 percent collection rate. 2. A sales tax proposal of combining the balance sheet for FY 2001 and 2002 and calling it budgetary funds. 3. On page 11, Cash and Cash Availability 4. On page 12, under expenditures, include a 1 percent merit increase, a $4,000 pay-increase for prosecutors in the County Attorney's office, a 2 percent increase for most elected officials. Three will receive more than the 2 percent, 2 will receive no increase and a 2.5 percent increase for department heads. 5. $1,807,000 will be transferred from the General Fund to other funds. 6. Special Revenue funds (fees collected) of that $250,000 will be transferred to the Records Preservation Fund for imaging. 7. Debt Services will get $243,000 for principal and interest on the outstanding debt and financing the purchase of vehicles. 8. Interest on $700,000 from General Obligation Fund for vehicle payment and for 2002 are not calculated in the tax rate. 9. Capital Project Funds $1,280,000 proposed with a transfer of $200,000 from General Fund to Capital Projects. $100,000 for building and ground improvements, $28,000 for computer software for Justices of the Peace. Under the Expo Center there is the sale of General Obligation Bonds in the amount of $18,500,000 The account was set up even though the County may not sell all the bonds. 11. Under Capital Road Fund there is $1,020,000 set aside for the Greens Prairie Road Project. 12. In Proprietary Funds, Health and Life Insurance Fund there is $3,717,000 based on changes in benefits and the increase in the Co-Payment for employees and the increase in what the County pays for insurance coverage for employees from $320 per month to $350. Will also need to transfer $310,000 from the General fund. Commissioner Cauley asked if the budget included overtime pay for the 272nd District Court. He was told that it did not • but could be added in later in the year. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to adopt the budget for FY 2002 ending September 30, 2002. The Court proceeded to set the tax rate for the year 2001. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to adopt a Resolution levying an ad valorem tax rate against all property in Brazos County, Texas according to the following schedule: Maintenance & Operating funds $.3857 Pay Principal & Interest on County Debt .0343 TOTAL TAX RATE FOR 2001 $.4200 per $100 valuation • The Court further resolved to authorize the Tax Assessor- Collector to assess and collect the taxes of Brazos County with the above set rate. There being no further business to come before the Court, the meeting was adjourned. TEXAS BRYAN, TEXAS Sy_ ~ 7Y ESOLUTION LEVYING A TAX RATE R FOR THE COUN'T'Y OF BRAZOS FOR THE TAX YEAR 2001 • WHEREAS, the Commissioners Court is responsible for the levy or adoption of a tax rate for Brazos County, NOW, THEREFORE, BE IT RESOLVED that the Commissioners Court of Brazos County, Texas does hereby levy or adopt the tax rate on $100 of valuation for the County of Brazos for the tax year 2001 as follows: $03857 for the purpose of maintenance and operations 0$ 0343 for the payment of principal and interest on county debt 0$ 4200 Total Tax Rate • BE IT FURTHER RESOLVED that the Tax Assessor-Collector is hereby authorized to assess and collect the taxes of Brazos County in accordance with the above set rate.
