Jones, County Judge, Presiding; Tony Jones, Commissioner of Precinct 1; Wm.S. Thornton, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4; Karen McQueen, County Clerk. The attached sheet contains the names of the citizens and officials that were in attendance. The County Judge gave the invocation and led the pledge of allegiance. There was no citizen input/and or concerns. The Court next considered Budget Amendment #00/01-29.1 which would reallocate funds for the Narcotics. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to approve the budget amendment as submitted, a copy of which is attached hereto. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to appoint Arthur Dixon to the position of Brazos County Veterans Service Officer to fill the vacancy created by the death of Mr. Bill Thompson. The Court next considered a payroll adjustment request by the County Extension Agent for a temporary, part time position. This is necessary to fill the void left from a recently vacated position. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to approve the request from the County Extension Agent. Vol Page I A-7 t Commissioners' Court meeting May 22, 2001 2 The Court proceeded to consider the change of status of employees as submitted on the attached Personnel Action Requests. On motion by Commissioner Cauley, seconded by Commissioner Sims, the Court voted unanimously to approve the changes as submitted. The Court next considered the following Claims as submitted by the County Treasurer for payment: 20018945 through 20019172 On motion by Commissioner Jones, seconded by Commissioner Thornton, the Court voted unanimously to approve the Claims as submitted. The next matter before the Court was the intent to align the Justice of the Peace and Constable Precincts with the Commissioner Precincts to become effective January 1, 2002. Demetrios Basdekas stated that he supported the re-alignment and suggested holding a Public Hearing on this issue. The County Judge moved to ask the Bickerstaff firm to look at this action to determine if this action can be accomplished during this redistricting process and make it known that this is the intent of the Court. Commissioner Sims seconded the motion with the County Judge, Commissioners Jones, Thornton and Sims voting "Aye". Commissioner Cauley voted "No". Commissioner Thornton asked that the record reflect this is an intent and not a mandate. On motion by Commissioner Sims, seconded by Commissioner Thornton, the Court voted unanimously to set June 19, 2001 at the Brazos Center, beginning at 6:30p.m.as the date, time and place for the Public Hearing on Redistricting. The next matter for consideration by the Court was a written request submitted by Randy Michel, Judge of County Court at Law #1 seeking approval for out of state travel for himself. On motion by Commissioner Thornton, seconded by Commissioner Jones, the Court voted unanimously to grant the request from Judge Michel and approved payment of out of state travel expense for him. The Court proceeded to consider the following blanket Purchase Orders: Ben E. Keith Juvenile Services $2,900 Wilton Office Sheriff's Office $1,000 Pharmerica Jail $1,000 Napa Auto Parts Road & Bridge $3,000 On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to approve the Blanket Purchase Orders as submitted. The next matter for consideration was a Preventative Maintenance and Extended Service Agreement with InterStor Design Associates, Inc. for the Sheriff's Office-Jail Administration's Spacesaver High Density Mobile Storage System and the associated requisition. On motion by Commissioner Cauley, seconded by Commissioner Sims, the Court voted unanimously to approve the Maintenance and Extended Service Agreement and the associated requisition in the amount of $225.00. A copy of the Agreement is attached. The Court next considered a request for variance for Turnberry Place Subdivision of BTU power pole to remain at its existing location within the 70 feet right-of-way approximately 7 feet off the paved road. The site is in Precinct 1. The County Engineer stated that he reviewed the request and that he recommended denying it. On motion by Commissioner Jones, seconded by Commissioner Thornton, the Court voted unanimously to deny the request for variance for Turnberry Place Subdivision. Vol Q,5 Page 1019 Commissioners' Court meeting May 22, 2001 4 The Court next considered approval of the Final Plat of North Country Estates Subdivision Phase Two in Precinct 2. Richard Vance, County Engineer, stated that he had reviewed the plat and all appeared to be in order. On motion by Commissioner Thornton, seconded by Commissioner Cauley, the Court voted unanimously to approve the final plat of North Country Estates Subdivision Phase Two as submitted. Under announcement of interest items and possible future agenda topics the County Judge made the following comments: a) He received an E-Mail from the Ag Extension Office informing him that Lupe Landeros was resigning to go to Austin. b) He has been receiving E-Mails from legislators as the session winds down. The water bill will probably go to vote and pass. The hydraulic study will be made regularly and water will be shared so long as the water is replaced. c) Misdemeanor cases will now be tried in the 272°d and 85`h District courts. The Magistrate bill is dead and there will be no Court of Appeals. At 9:31 a.m. the County Judge announced the meeting closed to -the public so that the Court could meet in Closed Executive Session to discuss the acquisition of real property as allowed under Section 551.072 of the Texas Government Code and to discuss personnel matters as allowed under Section 551.074 of the Texas Government Code. At 10:10 a.m. the County Judge announced the meeting open to the public and announced the Executive Session in recess until 8:30 a.m. on Thursday, May 24, 2001.
