To make arrangements, call (979) 361-4102. . 1111 1 ti .j ,c .tl I • 1 • • COMMISSIONERS' COURT REGULAR MEETING FEBRUARY 27, 2001 A regular meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 9:00 a.m. on Tuesday, February 27, 2001, with the following members of the Court present: Alvin W. Jones, County Judge, Presiding; Tony Jones, Commissioner of Precinct 1; Wm.S. Thornton, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4; Mary Ann Ward, County Clerk. The attached sheet contains the names of the citizens and officials that were in attendance. Commissioner Cauley gave the invocation and led the pledge of allegiance. There was no citizen input/and or concerns. The Court first considered Budget Amendment #00/01-19.1, which would transfer funds to the General Fund from Capital Improvement Fund for the County Attorney's office. On motion by Commissioner Cauley, seconded by Commissioner Sims, the Court voted unanimously to approve the budget amendment as submitted, a copy of which is attached hereto. The next matter before the Court was a request from the Jail Administrator for a budget adjustment for his department. This is merely a transfer of funds from one position to another and would not result in an increase to the departmental budget. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to approve the request for the budget adjustment. The Court proceeded to consider the change of status of employees as submitted on the attached Personnel Action Requests. On motion by Commissioner Cauley, seconded by Vol oZ a` page 500 i 1 Commissioners' Court meeting February 27, 2001 2 Commissioner Sims, the Court voted unanimously to approve the changes as submitted. The Court next considered the following Claims as submitted by the County Treasurer for payment: 20016239 through 20016263 On motion by Commissioner Jones, seconded by Commissioner Thornton, the Court voted unanimously to approve the Claims as submitted. The next matter before the Court was the introduction and approval of the candidate for the County Extension Agent - 4-H and Youth Development position. Dr. Dale Fritz, District Extension Director, introduced Allen "Brant" Poe. On motion by the County Judge, seconded by Commissioners Jones, Thornton, Sims and Cauley, the Court voted unanimously to appoint Brant Poe to the position of County Extension Agent effective March 5, 2001. The Court next considered appointing another member of the Brazos County Historical Commission. On motion by Commissioner Jones, seconded by Commissioner Cauley, the Court voted unanimously to appoint Mrs. Suzanne Gallagher as a member of the Brazos County Historical Commission. The next matter for consideration was a tax refund to Transamerica Real Estate Tax Service. It was discovered that Transamerica had paid on this property in error. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to refund $967.03 in county taxes for 1999 to Transamerica Real Estate Tax Service. The Court next considered establishing a date and time for a Public Hearing for an application for a revision of the plat for Creekridge Estates, Section One, located in Precinct 1. The Court next considered approval of a requisition from the Capital Expenditures for the following purchase: a) Server for the Network Infrastructure for the Information Technology Department, $8,560.00. On motion by Commissioner Cauley, seconded by Commissioner Sims, Court voted unanimously to approve the requisition to be paid from Capital Expenditures. The Court next considered entering into agreement with Buchanan Soil Mechanics, Inc. to provide construction materials testing services and quality control. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to enter into agreement with Buchanan Soil Mechanics for testing services. Page 601 Commissioners' Court meeting February 27, 2001 4 The Court next considered awarding the following bid: Bid No. 2001-037, Second or Additional Seal Coat Project for Precincts 1,2,3&4 Pat Howard, Purchasing Agent, recommended acceptance of the bid submitted by Big Tex Paving. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to accept the recommendation of the Purchasing Agent and award the contract to Big Tex Paving. A copy of the bid tabulation is attached. The Court next considered a request.from Jerry Windham, developer of Ranger Industrial Park located on Marino Road, for a variance of the Subdivision and Development Regulations relating to lot size. The site is located in Precinct 2. The Subdivision Regulations state that a lot size be a minimum of one acre. Thornton explained that this request needs some real consideration. It is an older subdivision put in 1980- 1981 with 1% acre lots. With the exception of Lot 2, two buildings each were put on lots 1 & 3, The developer wants to subdivide into 3/4 acre lots to allow for the sale of individual buildings. On motion by Commissioner Thornton, seconded by Commissioner Jones, the Court voted unanimously to approve the variance contingent on the submission of the re- plat. The Court next considered approval of the Final Plat of Pounders Subdivision in Precinct 4. Richard Vance, County Engineer, stated that he had reviewed the plat and all appeared to be in order. On motion by Commissioner Cauley, seconded by Commissioner Sims, the Court voted unanimously to i approve the final plat of the Pounders Subdivision as submitted.
