REGULAR MEETING

FEBRUARY 20, 2001
A regular meeting of the Commissioners' Court of Brazos
County, Texas was held in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County, Texas, beginning at 9:00
a.m. on Tuesday, February 20, 2001, with the following members
of the Court present:
Alvin W. Jones, County Judge, Presiding;
Tony Jones, Commissioner of Precinct 1;
Wm.S. Thornton, Commissioner of Precinct 2;
Randy Sims, Commissioner of Precinct 3;
Carey Cauley, Jr., Commissioner of Precinct 4;
Mary Ann Ward, County Clerk.
The attached sheet contains the names of the citizens and
officials that were in attendance.
Commissioner Sims gave the invocation and led the pledge
of allegiance.

There was no citizen input/and or concerns.
The first matter for consideration was a request from the
Information Technology Department to create the position of
"Imaging Administrator/Records Management Officer". On motion
by Commissioner Cauley, seconded by Commissioner Sims, the
Court voted unanimously to approve the request for the
creation of the position.
The Court next considered Budget Amendment #00/01-18.1
through 18.3, which would transfer funds to the Information
Technology Department from Contingency, and reallocate funds
for Road & Bridge and a reclassification of Road and Bridge
funds. On motion by Commissioner Cauley, seconded by
Commissioner Sims, the Court voted unanimously to approve the
Budget Amendment as submitted, a copy of which is attached
hereto.
The Court proceeded to consider the change of status of
employees as submitted on the attached Personnel Action
Requests. On motion by Commissioner Cauley, seconded by

Commissioner Sims, the Court voted unanimously to approve the
changes as submitted.
The Court next considered the following Claims as
submitted by the County Treasurer for payment:
20015964 through 20016238
On motion by Commissioner Jones, seconded by Commissioner
Thornton, the Court voted unanimously to approve the Claims as
submitted.
The Court next considered the appointment of a County
Clerk. On motion by Commissioner Thornton, seconded by
Commissioners Jones, Sims, Cauley and the County Judge, the
Court voted unanimously to appoint Karen McQueen as County
Clerk to fill the unexpired term of Mary Ann Ward.
The next matter before the Court was a request by the
County Attorney to transfer funds from Capital Furniture to
the Minor Furniture category for the purchase of a budgeted
item. On motion by Commissioner Sims, seconded by
Commissioner Cauley, the Court voted unanimously to approve
the request to transfer funds.
The Court next considered the proposed salary structure
for the Information Technology Department. On motion by
Commissioner Cauley, seconded by Commissioner Thornton, the
Court voted unanimously to remove this item from the agenda.
On motion by the County Judge, seconded by Commissioners
Jones, Thornton, Sims and Cauley the Court voted unanimously
I to adopt a resolution honoring County Clerk Mary Ann Ward upon
her retirement from public service and to express its
appreciation to her for her years of exemplary service to the
State of Texas, Brazos County and its citizens.

The next matter before the Court was the approval of Tax
Resale Deed and authorization for the County Judge to execute
Tax Resale Deeds for the following individuals:
Curtis Capps - Lot 8, Block 9, Tract 1, Washington
Heights Addition, City of Bryan, Brazos County,
Texas. On motion by Commissioner Sims, seconded by
Commissioner Cauley, the Court voted unanimously to
authorize the County Judge to execute a Tax Resale
Deed to Curtis Capps.
Robert Rivera - 50 feet by 115 feet also described
as Lot 7, Block C, Starlight Addition, City of
Bryan, Brazos County, Texas. On motion by
Commissioner Sims, seconded by Commissioner Cauley,
the Court voted unanimously to authorize the Count
Judge to execute a Tax Resale Deed to Robert
Rivera.
Bobby Davis and Jerry Davis - Lot 9, Block 3,
Austin Addition, City of Bryan, Brazos County,
Texas. On motion by Commissioner Sims, seconded by
Commissioner Cauley, the Court voted unanimously to
authorize the County Judge to execute a Tax Resale
Deed to Bobby Davis and Jerry Davis.

The Court proceeded to consider the following blanket
Purchase Orders:
Laser Saver Dept. of Info. Tech. $2,000
S u n d g a r d Dept. of Info. Tech. $2,400
Pentamation.
On motion by Commissioner Cauley, seconded by Commissioner
Sims, the Court voted unanimously to approve the Blanket
Purchase Orders as submitted.
The Court next considered approval of a Maintenance
Agreement and requisition with Ikon for a fax machine in the
Sheriff's Office. On motion by Commissioner Sims, seconded by

Commissioner Cauley, the Court voted unanimously to approve
the Agreement and the requisition in the amount of $205.00.
The next matter before the Court was approval of a
requisition from Major Capital Assets for a replacement Line
Printer for the Information Technology Department. On motion
by, Commissioner Cauley, seconded by Commissioner Sims, the
Court voted unanimously to approve the requisition in the
amount of $11,698.00.

The next matter for consideration was approval for the
Purchasing Agent to advertise Bid 2001-039, Network Cabling
Infrastructure Upgrade for the Courthouse Complex. On motion
by Commissioner Cauley, seconded by Commissioner Sims, the
Court voted unanimously to authorize the Purchasing Agent to
advertise for bids for Network Cabling Infrastructure Upgrade.
The Court next considered awarding the following bid:
Bid No. 2001-036, Uniforms for Sheriff's Office
Pat Howard, Purchasing Agent, recommended
acceptance of the bid submitted by Direct
Action Uniform as primary on Shirts,
pants and jackets; the bid submitted by
Skaggs Public Safety as primary on wind
breakers and the bid submitted by Skaggs
Public Safety as secondary on shirts,
pants and jackets. On motion by
Commissioner Cauley, seconded by
Commissioner Sims, the Court voted
unanimously to accept the recommendation
of the Purchasing Agent and award the
contract as noted. A copy of the bid
tabulation is attached.
The next matter for consideration was the award of
Secondary Vendors for Bid No. 2001-016, Cold Mix Limestone
Concrete Pavement-Annual Contract. On motion by Commissioner
Cauley, seconded by Commissioner Jones, the Court voted
unanimously to accept the recommendation of the Senior Buyer
and award the secondary bids as follows:
1. Vulcan Construction: THD330 Class A, Type D,
Loaded only
2. Smyth Mines: THD 330 Class A, Type D, Loaded &
hauled
3. Young Contractors: THD 350 Class A, Type D,
Loaded Only
4. Colorado Materials: THD 350 Class A, Type D,
Loaded and hauled

The Court next considered acceptance of the roads and
drainage structures of whispering Ridge and Worthington Court
in Whispering Ridge Subdivision in Precinct 1. On motion by

Commissioner Jones, seconded by Commissioner Cauley, the Court
voted unanimously to accept the two roads and drainage
structures in Whispering Ridge Subdivision.
The Court next considered approval of the Final.Plat of
Pennington Subdivision in Precinct 4. Richard Vance, County
Engineer, stated that he had reviewed the plat and offered the
following comment :
1) The word "PRIVATE" needs to be added to the
"ACCESS ROAD" notation.
On motion by Commissioner Cauley, seconded by Commissioner
Sims, the Court voted unanimously to approve the final plat of
the Pennington Subdivision subject to the developer complying
- with the exception noted by the County Engineer.
The County Judge made the following comments:
a) Mrs. McLeod will meet with
representatives of the
Bickerstaff law firm in April
in reference to redistricting.
There was no citizen input and/or concerns.
There being no further business to come before the Court,
the meeting was adjourned.

The following proceedings were held:
THAT WHEREAS, on February 20, 2001 the Court heard and
approved a budget amendment for the 2000-2001 budget year for
Brazos County, Texas.
WHEREAS, an expenditure is necessary due to the necessity to
meet unusual and unforeseen conditions which could not be
reasonably included in the original budget adopted September 5,
2000 the following amendment(s) to the original are hereby
authorized, as described on the attached page(s).
ADOPTED AND APPROVED this the 20th day of February 2001.
