ML ~a • • • COMMISSIONERS' COURT REGULAR MEETING JANUARY 9, 2001 A regular meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 9:00 a.m. on Tuesday, January 9, 2001, with the following members of the Court present: Alvin W. Jones, County Judge; Tony Jones, Commissioner of Precinct 1 Absent; Wm.S. Thornton, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3, Presiding; Carey Cauley, Jr., Commissioner of Precinct 4 Absent; Mary Ann Ward, County Clerk. The attached sheet contains the names of the citizens and officials that were in attendance. The County Judge gave the invocation and led the pledge of allegiance. There was no citizen input/and or concerns. There were no Budget Amendments submitted. The Court proceeded to consider the change of status of employees as submitted on the attached Personnel Action Requests. On motion by Commissioner Sims, seconded by Commissioner Thornton, the Court voted unanimously to approve the changes as submitted. The Court next considered the following Claims as submitted by the County Treasurer for payment: 20014598 through 20014722 On motion by Commissioner Thornton, seconded by Commissioner Sims, the Court voted unanimously to approve the Claims as submitted. The next matter before the Court was authorization for the county Judge to execute contracts for Residential Services for the Juvenile Services. On motion by Commissioner Sims, seconded by Commissioner Thornton, the Court voted unanimously . Vol as Page 2-39. Commissioners' Court meeting January 9, 2001 2 to authorize the County Judge to execute contracts for Residential Services for the Juvenile Services are they are presented to him. The Court proceeded to determine the composition of the Salary Grievance Committee for 2001 and select committee members in accordance with the law. On motion by the County Judge, seconded by Commissioner Sims, the Court voted unanimously to have the committee names drawn from the list of persons who served on the Grand Jury during the previous twelve months. The Court next considered approval the official bonds for the following elected officials: Jim Kuboviak County Attorney Isaac Butler, Jr. Constable, Precinct 5 Phil Sikes Constable, Precinct 6 On motion by Commissioner Sims, seconded by Commissioner Thornton, the Court voted unanimously to approve the official bonds for the previously noted elected officials. The Court next considered appointing two individuals to serve on the Brazos County Historical Commission. The Court next considered awarding the following bids and corresponding requisitions for the Road & Bridge Department: Bid No. 2001-020, Hydrated Lime C7 Pat Howard, Purchasing Agent, recommended acceptance of the bid submitted by Austin White Lime. On motion by Commissioner Sims, seconded by Commissioner Thornton, the Court voted unanimously to accept the recommendation of the Purchasing Agent and award the contract to Austin White Lime. A copy of the bid tabulation is attached. Bid No. 2001-021, Concrete Contract Pat Howard, Purchasing Agent, recommended acceptance of the bid submitted by Transit Mix Concrete. On motion by Commissioner Sims, seconded by Commissioner Thornton, the Court voted unanimously to accept the recommendation of the Purchasing Agent and award the contract to Transit Mix Concrete. Bid No. 2001-022, Hauling, Annual Contract • to serve on the Commission; Vol Pat Howard, Purchasing Agent, recommended acceptance as Primary for 58,420# the bid submitted by OD Trucking, Secondary the bid submitted by Brazos Dozer and Alternate the bid submitted by Young Contractors; Primary for 80,000# the bid submitted by Young Contractors, Secondary Douglas Trucking and Alternate OD Trucking. On motion by Commissioner Sims, seconded by Commissioner Thornton, the Court voted unanimously to accept the recommendation of the Purchasing Agent and award the contract as noted. On motion by Commissioner Sims, seconded by Commissioner Thornton, the Court voted unanimously to accept the recommendation of the Purchasing Agent and award the contract to Producers Cooperative. A copy of the bid tabulation is attached. Bid No. 2001-024, Shop Supplies and Auto Parts Pat Howard, Purchasing Agent, recommended acceptance of the bid submitted by Napa Auto Parts-College Station. On motion by Commissioner Sims, seconded by Commissioner Thornton, the Court voted unanimously to accept the recommendation of the Purchasing Agent and award the contract to Napa Auto Parts-College I Station. A copy of the bid tabulation is attached. The next matter for consideration was approval for the Purchasing Agent to advertise for the following bids: a. The Court next considered an Exemption from Competitive Bidding Requirements of Local Government Code, Section 262.024(a)(1). This is for the purchase of professional services from Peter Huml. On motion by Commissioner Sims. seconded by Commissioner Thornton, the Court voted unanimously to approve the Exemption of Competitive Bidding Requirements and authorized the payment for all services to the designated vendor during the 2001 fiscal year. The site is located in Precinct 3. The County Engineer stated that all appeared to be in order and recommended approval. On motion by Commissioner Sims, seconded by Commissioner Thornton, the Court voted unanimously to approve the request from Wickson Creek Special Utility District and authorized the installation. A copy of the request is attached hereto. The Court next considered the request from Verizon to construct a road bore in the right-of-way of Stousland Road at its intersection with Sebesta Lane (private road). The site • is located in Precinct 1. The County Engineer stated that all appeared to be in order and recommended approval. On motion by Commissioner Sims, seconded by Commissioner Thorton, the Court voted unanimously to approve the request from Verizon and authorized the installation. A copy of the request is attached hereto. Under announcement of interest items and possible future agenda topics the County Judge made the following comments: a) There will be a workshop at 1:30 p.m. next Tuesday, January 16, 2001. b) He received a letter and Certificate of Recognition from the Census Bureau in appreciation for the County's participation in the census process. Janice McKean, Director of the Brazos Center, made the following announcement: • a) She introduced Sherry Killingsworth as her new assistant at the Brazos Center.
