THE COMMISSIONERS COURT WILL MEET IN A REGULAR SESSION ON TUESDAY,

REGULAR MEETING
NOVEMBER 7, 2000

A regular meeting of the Commissioners' Court of Brazos
County, Texas was held in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County, Texas, beginning at 9:00
a.m. on Tuesday, November 7, 2000, with the following members
of the Court present:
Alvin W. Jones, County Judge, Presiding;
Tony Jones, Commissioner of Precinct 1;
Wm.S. Thornton, Commissioner of Precinct 2;
Randy Sims, Commissioner of Precinct 3;
Carey Cauley, Jr., Commissioner of Precinct 4;
Mary Ann Ward, County Clerk.
The attached sheet contains the names of the citizens and
officials that were in attendance.
Commissioner Cauley gave the invocation and led the

pledge of allegiance.
Under citizen input and/or concerns, Jeanette Roman asked
in October during an open meeting for copies of the
feasibility studies done on the Traditions Golf Course
project. She received copies of only two studies but had
heard on TV that there had been three studies done. She was
confused as to the number of studies actually done on the
project.
The County Judge read aloud a Proclamation designating
the month of November as "Alzheimer's Disease Month". The
Court seeks to increase public awareness of the disease and to
support the research and services being conducted by voluntary
organizations. On motion by the County Judge, seconded by
Commissioners Jones, Thornton, Sims and Cauley the Court moved
to proclaim the month of November as "Alzheimer's Disease
Month" throughout Brazos County. The County Judge then
presented the signed Proclamation to Jim Campbell,
representing the Brazos Valley Alzheimer's Association.

The Court next considered Budget Amendment #00/01-6.1
through 6.2 both would transfer funds from Contingency to
various departments for copier maintenance. On motion by
Commissioner Sims, seconded by Commissioner Cauley, the Court
voted unanimously to approve the budget amendment as
submitted. A copy is attached.
The Court proceeded to consider the change of status of
employees as submitted on the attached Personnel Action
Requests. On motion by Commissioner Cauley, seconded by
Commissioner Sims, the Court voted unanimously to approve the
changes as submitted.
The Court next considered the following Claims as
submitted by the County Treasurer for payment:
20012803 through 20013030
On motion by Commissioner Jones, seconded by Commissioner
Thornton, the Court voted unanimously to approve the Claims as
submitted.
The Court next considered the appointment of a County
liaison to the Brazos Valley Sports Foundation. On motion by
The County Judge, seconded by Commissioner Cauley, the Court
voted unanimously to reappoint Commissioner Tony Jones.
The next matter for consideration was the approval of the
recommended list of presiding and alternate judges. On motion
by the County Judge, seconded by Commissioner Thornton, the
Court voted unanimously to table consideration.
The next matter before the Court was the appointment of
a member and an alternate member to serve on the Region 49
National Public Safety Plan Regional Review Committee. On
motion by the County Judge, seconded by Commissioner Sims, the
Court voted unanimously to reappoint Greg Petrey to the
Committee and appoint Clyde Collins as an alternate member.

The next matter for consideration by the Court was the
Cancellation of Agreement with Colonial Life for
Administration of the Cafeteria Plan for Brazos County,
effective December 31, 2000. On motion by Commissioner Sims,
seconded by Commissioner Cauley, the Court voted unanimously
to authorize the County Judge to execute the Cancellation of
Agreement with Colonial Life.
The Court next considered entering into agreement with
David K. Young Consulting to administer the Cafeteria Plan for
Brazos County, effective January 1, 2001. On motion by
Commissioner Sims, seconded by Commissioner Cauley, the Court
voted unanimously to enter into agreement with David K. Young
and authorized the County Judge to execute the Agreement on
behalf of Brazos County. A copy of the Agreement is attached.
The Court next considered acceptance of Bryan Texas
Utilities cost estimate of $1,702.67 for relocation of utility
poles at Greens Prairie Road and Rock Prairie Road to
accommodate the new Greens Prairie Road Extension project in
Precinct 1. On motion by Commissioner Jones, seconded by
Commissioner Thornton, the Court voted unanimously to accept
the Bryan Texas Utilities cost estimate of $1,702.67 for
relocation of utility poles at Greens Prairie Road and Rock
Prairie Road.
The Court next considered approval of the Final Plat of
Birch Creek Estates Subdivision Lots 1-7 in Precinct 3.
Richard Vance, County Engineer, stated that he had reviewed
the plat and all appeared to be in order. On motion by
Commissioner Sims, seconded by Commissioner Cauley, the Court
voted unanimously to approve the final plat of Birch Creek
Estates Subdivision Lots 1-7 as submitted.

The Court next considered awarding the following bids and
approval of affiliated requisitions:
Bid No. 2001-008, Equipment Lubricants
Pat Howard, Purchasing Agent, recommended
acceptance of the bid submitted by K. D.
Timmons. On motion by Commissioner Sims,
seconded by Commissioner Jones, the Court
voted unanimously to accept the
recommendation of the Purchasing Agent
and award the contract to K. D. Timmons
and approved the affiliated requisition.
A copy of the bid tabulation is attached.
Bid No. 2001-009, oversized Limestone Aggregate
Pat Howard, Purchasing Agent, recommended
acceptance of the bid submitted by Austin
Crushed Stone as primary and the bid
submitted by Young Contractors as
secondary. On motion by Commissioner
Sims, seconded by Commissioner Cauley,
the Court voted unanimously to accept the
recommendation of the Purchasing Agent
and award the contract as noted and
approved the affiliated requisitions. A
copy-of each bid tabulation is attached.
Bid No. 2001-010, Heavy Machinery Rental
Pat Howard, Purchasing Agent, recommended
acceptance of the bid submitted by
Carruth Doggett on items 1,2,3,12,13,14;
Mustang Rental on items
4,5,8,11,17,19,20,21; NES on items
6,9,10,15; and R. B Everett on items
16,18 as primary suppliers the bids
submitted by Mustang Rental on items
1,2,3,12,16,18; NES Companies on items
4,8,17; R. B. Everett on items 13,14,15,
19,20 and Romco Equipment on item 11 as
secondary suppliers. On motion by
Commissioner Sims, seconded by
Commissioner Jones, the Court voted
unanimously to accept the recommendation
of the Purchasing Agent and award the
contracts as noted and approved the
affiliated requisitions. A copy of the

Bid No. 2001-012, Rental of Equipment with Operator
Pat Howard, Purchasing Agent, recommended
acceptance of the bid submitted by TexcQn
as-primary and the bid submitted by Young
Equipment as secondary. On motion by
Commissioner Sims, seconded by
Commissioner Cauley, the Court voted
unanimously to accept the recommendation
of the Purchasing Agent and award the
contract as noted and approved the
affiliated requisitions. A copy of the
bid tabulation is attached.
The Court next considered approval of a requisition to
Bryan Texas Utilities in the amount of $1,702.67 to relocate
utility poles on Greens Prairie Road in Precinct 1. On motion
by Commissioner Jones, seconded by Commissioner Cauley, the
Court voted unanimously to approve payment of the requisition
to Bryan Texas Utilities.
The Court next considered approval of a maintenance
contract with IKON Office Solutions for the copier in the
Commissioners, office. On motion by Commissioner Cauley,

seconded by Commissioner Sims, the Court voted unanimously to
approve the maintenance contract. A copy is attached.
Under announcement of interest items and possible future
agenda topics the County Judge made the following comments:
a) He has a list of road closing that he
will post.
b) There will be no Commissioners Court
meeting the Tuesday after Thanksgiving.
c) Commissioners Thornton and Sims will meet
with representative of the Fire
Departments of the Cities of Bryan and
College Station to discuss funding for
EMS Service in the county.
d) There will be a Commissioners Court
meeting on Monday at 4:30 to canvass
votes of the election being held today.
There was no citizen input and/or concerns.
There being no further business to come before the Court,
the meeting was adjourned.

On this the 7th day of November 2000 at a regular meeting of
the Commissioners' Court, the following members were present:

THAT WHEREAS, on November 7, 2000 the Court heard and approved
a budget amendment for the 2000-2001 budget year for Brazos County,
Texas.
WHEREAS, an expenditure is necessary due to the necessity to
meet unusual and unforeseen conditions which could not be
reasonably included in the original budget adopted September 9,
1999 the following amendment(s) to the original are hereby
