Request from Verizon Southwest to construct a road bore, place two new poles and install 880 feet of buried cable in the rights-of-way of Bradley Road and Cloisters Drive. Lai •,n...... i~urx.~:.M=.v _ _ t COMMISSIONERS' COURT a REGULAR MEETING SEPTEMBER 5, 2000 i t r i a s X F r s 'r i A regular meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 9:00 a.m. on Tuesday, September 5, 2000, with the following members of the Court present: Alvin W. Jones, County Judge, Presiding; Tony Jones, Commissioner of Precinct 1; Wm.S. Thornton, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4; Mary Ann Ward, County Clerk. The attached sheet contains the names of the citizens and officials that were in attendance. Commissioner Jones gave the invocation and led the pledge of allegiance. There was no citizen input and/or concerns. The Court next considered Budget Amendment #99/00-40.1 through 40.6 which would reallocate funds for the Sheriff- Jail Administration, Ag Extension Services, Building Maintenance, Tax Assessor/Collector; reverse budget amendment 99/00-30.2 TJPC Challenge Grant and transfer funds to Non Departmental from Contingency. The County Judge reminded the Court that they do not move funds from the Salary and Wages portion of the budget into the operations portion and that they had two departments requesting this. The County Judge moved to revise budget amendment 40.3 for the Ag Extension service to reflect $1,300 increase to account 618010 (travel) and decrease account 65400 by $1,000,to deny amendment 40.4 for Building Maintenance and approve all others as submitted. The motion was seconded by Commissioner Cauley and approved unanimously. The Court proceeded to consider the change of status of Vol o20 page 0-5 Commissioners' Court meeting September 5, 2000 r l i R. 2 employees as submitted on the attached Personnel Action Requests. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to approve the changes as submitted. The Court next considered the following Claims as submitted by the County Treasurer for payment: 20010776 through 20010999 On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to approve the Claims as submitted. The next matter for consideration was a request by the Personnel Department to approve the requirement that the Family Medical Leave Act benefit be used concurrently with paid leave, effective January 1, 2001. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to approve the request. The Court next considered a request to rename Tickle- Tongue Road in Precinct 3. A Public Hearing was held by the Commissioners Court on August 28, 2000 at 6:00 p.m. to receive commentary on renaming the road. No citizens appeared at the Public Hearing to present commentary. On motion by Commissioner Sims, seconded by Commissioner Jones, the Court voted unanimously to adopt an`_ Order renaming Tickle Tongue Road to Coyote Run. The next matter before the Court was the renaming of the stretch of road along FM158 between Highway 60 and Highway 30 in Precinct 3. A Public Hearing was held by the Commissioners Court on August 28, 2000 at 6:30 p.m. to receive commentary on renaming this stretch of road. No citizens appeared at the public Hearing to present commentary. Schulte as unpaid Reserve Deputy Constable. On motion by Commissioner Cauley, seconded by Commissioner Thornton, the Court voted unanimously to approve the request from Constable Butler to appoint Peter A. Schulte as unpaid Reserve Deputy Constable subject to appointment being within the allotted number of deputies. The Court next considered a request by a vendor for use of the Health Department parking lot on weekends and holidays. On motion by the County Judge, seconded by Commissioner Sims, the Court voted unanimously to deny the request. The next item for consideration was a Letter of Intent to exercise a month to month lease option with the College Station Independent School District for property located at 100 Anderson, College Station, Texas which houses the offices for Brazos County Justice of the Peace and Constable, Precinct 6. On motion by Commissioner Jones, seconded by Commissioner Thornton, the Court voted unanimously to continue leasing the property. The next item for consideration was a Letter of Intent to exercise a month to month lease option with Mike Hensarling for property located at 14821 FM 2154 which houses the offices for Brazos County Justice of the Peace and Constable, Precinct 2. On motion by Commissioner Jones, seconded by Commissioner Thornton, the Court voted unanimously to continue leasing the property. The Court next considered an application for county participation in the State and Local Assistance-50 program with the Division of Emergency Management, Texas Department of Vol Page G 77 ti Commissioners' Court meeting September 5, 2000 4 Public Safety. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to submit an application-to the Division of Emergency Management. A copy is attached. The Court next considered tax resale deeds and authorization for the County Judge to execute tax resale deeds for the following: a. On motion by Commissioner Cauley, seconded by Commissioner Thornton, the Court voted unanimously to authorize the County Judge to execute a Tax Resale Deed to Richard Hodges - Lots 1,2,3, Block 4, Candy Hills #2, City of Bryan, Brazos County, Texas. b. On motion by Commissioner Cauley, seconded by Commissioner Thornton, the Court voted unanimously to authorize the County Judge to execute a Tax Resale Deed to Mirna C. Rodriguez - Lot 9, Block "B", Munnerlyn Village Addition, Brazos County, Texas. The Court proceeded to consider the following blanket Purchase Order: Country RV Center Emergency Manage. $1,000 On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to approve the Blanket Purchase Order as submitted. The Court next considered payment of a requisition to The Software Group, Inc. for $10,000.00 from Non-Departmental funds for analysis of departments. On motion by Commissioner Cauley, seconded by Commissioner Sims, the Court voted unanimously to approve payment of the requisition in the amount of $10,000.00. The next matter for consideration was approval for the Purchasing Agent to advertise the following bids: • a. Bid 2001-006 Janitorial Supplies b. Bid 2001-007 Culverts, Various Types, Annual Contract on motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to authorize the Vol a ° Page (-1S i i , Commissioners' Court meeting September 5, 2000 5 Purchasing Agent to advertise for the previously noted bids. The Court next considered approving a Service Agreement with MicroAge for the services of a Certified Novell Engineer. Cost to the County will be $125.00 per hour per consultant. On motion by Commissioner Cauley, seconded by Commissioner Sims, the Court voted unanimously to approve a Service , Agreement with MicroAge for the services of a Novell consultant. A copy of the agreement is attached. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to receive, approve and i order filed as submitted the Treasurer's report for July 2000. A copy of which is attached to and made a part of these t minutes. The Court next considered the request from Wickson Creek Special Utility District to construct a road bore in the • right-of-way of Deer Run Drive approximately 0.5 mile from its , intersection with Deerfield Drive for water line installation. The site is located in Precinct 3. The County Engineer stated i that all appeared to be in order and recommended approval. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to approve the request from Wickson Creek Special Utility District and authorized the installation. A copy of the request is attached hereto. On motion by Commissioner Jones, seconded by Commissioner Thornton, the Court voted unanimously to authorize the County Judge to accept on behalf of Brazos County a Warranty Deed from John L. Loggins and wife Andrea Loggins for the expansion and improvements to South Dowling Road. The Court next considered approval of the Preliminary Plat of Whitetail Run Subdivision in Precinct 3. Richard Vance, County Engineer, stated that he had reviewed the plat and all appeared to be in order and recommended acceptance. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to approve the preliminary plat of Whitetail Run Subdivision as submitted. c i 6• The Court next considered approval of the Master Preliminary Plat of Estates of Royder Ridge Subdivision in Precinct 1. Richard Vance, County Engineer, stated that he had reviewed the plat and all appeared to be in order and recommended acceptance. On motion by Commissioner Jones, seconded by Commissioner Thornton, the Court voted unanimously to approve the master preliminary plat of Estates of Royder Ridge Subdivision as submitted. Under announcement of interest items and possible future agenda topics Commissioner Cauley made the following comment: a. He informed the Court that there would be a meeting in the Purchasing Department on Wednesday to discuss imaging of old records with the vendor. The County Judge made the following comments: a. He informed the Court that there would be a work shop today at 10:00 a.m. to discuss three things. b. There will be a special meeting today at 1:30 p.m. There was no citizen input and/or concerns. There being no further business to come before the Court, the meeting was adjourned. TEXAS ORDER RENAMING TICKLE-TONGUE ROAD TO COYOTE RUN WHEREAS, Tickle-Tongue Road is located in the Tickle-Tongue Hill Subdivision, a Subdivision located in Brazos County, Texas, as recorded in Volume 441 Page 221 in the Deed Records of Brazos County, Texas; WHEREAS, The Commissioners Court has been requested to rename Tickle-Tongue Road to Coyote Run. NOW THEREFORE IT IS ACCORDINGLY ORDERED THAT the road known as Tickle-Tongue Road is hereby renamed Coyote Run. IT IS FURTHER ORDERED THAT a certified copy of this order and a plat of Tickle- Tongue Hill Subdivision shall be recorded in the Official Records of Brazos County.
