NOTICE OF PUBLIC HEARING
ON THE BRAZOS COUNTY BUDGET
FOR FISCAL YEAR ENDING SEPTEMBER 30, 2001

Notice is hereby given that a public hearing will be held in the 851 District Courtroom of the Brazos
County Courthouse, 300 East 261s Street, Suite 225, Bryan, Texas on Wednesday, August 30, 2000
at 9:00 a.m. for the purpose of discussing the proposed budget for fiscal year ending September 30,
2001. Taxpayers and other interested parties are invited to attend and be heard at this time.
Said budget is filed with the County Clerk and will remain on file in the office of the County Clerk
in accordance with existing State Statutes. Taxpayers and others interested are urged to acquaint
themselves with the said budget during the time it remains on file with the County Clerk before the
hearing.

The courthouse is wheelchair accessible. Handicap parking spaces are available. Any request for

PUBLIC HEARING
ON PROPOSED BUDGET FOR FISCAL YEAR 2001
AUGUST 30, 2000
A public hearing was held by the Commissioners Court in the 851 District Courtroom in
the Brazos County Courthouse, Bryan, Texas beginning at 9:00 am. on Wednesday, August 30,
2000 with the following members of the Court present:
Alvin W. Jones, County Judge, Presiding;
Tony Jones, Commissioner of Precinct 1;
William S. Thornton, Commissioner of Precinct 2;
Randy Sims, Commissioner of Precinct 3;
Carey Cauley, Jr., Commissioner of Precinct 4;
Attached is a list of citizens and officials in attendance.

The Notice of the Public Hearing was read aloud and the public hearing was opened for
comments from the Elected Officials, Department Heads and the public.
The County Judge stated that the Court would proceed through the budget by department and
anyone wishing to speak on a particular department was encouraged to speak at that time and would
be allotted five minutes. Commissioner Thornton suggested that outside agencies be allowed to
make their presentations first, before proceeding through the departmental budgets.
The following departments were discussed:
Community Support:
Animal Shelter - Kathy Bise, Director of the Brazos County Animal Shelter
requested the funding for the Animal Shelter be increased by $8,121.00 for
a total amount of $74,121.00.
Prenatal Care - Steve Koran, representing the Prenatal Clinic requested funding in
the amount of $70,000.00 for that agency. Mr. Koran was advised that the
amount of $70,000.00 had already been budgeted for FY 2001.
Alternative Dispute Resolution Fund - Barbara Emery requested support from the
County in the amount of $5,000.00. The Auditor stated that $5,000.00 had
been proposed for FY 2001.
County Judge - No recommendations or requests
Commissioners Court - No recommendations or requests
County Treasurer - County Treasurer, Kay Hamilton requested $1,730 for the
purchase of a computer for the Treasurer's Office.
Risk Management - No recommendations or requests..
Tax Assessor/Collector - Jeanine Sawyer representing the Tax Office requested
$6,100.00 for the purchase of fourteen heavy duty typewriters for the front
line in the motor vehicle section of the Tax Office.
Personnel - No recommendation or requests.

Purchasing Department - No recommendation or requests.
County Attorney - County Attorney, Jim Kuboviak requested that two Attorney
positions be reclassified and budgeted for a salary of $38,680.00. This would
require an increase to the budget of $14,795.00 to accommodate the
additional salary and associated benefits.
District Attorney - No recommendation or requests.
Title IV Funds - No recommendation or requests.
District Clerk - No recommendations or requests.
District Clerk - Jury Services - No recommendations or requests.
District Clerk/Collection Department -No recommendations or requests.
County Clerk - No recommendations or requests.
County Clerk - Elelection - Mary Ann Ward, County Clerk requested an increase
of $2,000.00 for advertising and legal notices for elections.
85" District Court - No recommendations or requests.
2721 District Court - No recommendations or requests.
361" District Court - No recommendations or requests for this department.
Court Support Costs - Judge Steve Smith stated he was speaking for all of the
Judges and requested that the budget for Court Appointed Attorneys for each
Court be increased by $150,000.00 for a total amount of $750,000.00 for
Court Appointed Attorneys.
County Court At Law No. 1 - No recommendations or requests.
County Court At Law No. 2 - No recommendations or requests.
Justice of the Peace, Precinct 2 - Judge Ellis requested that the part time clerk
position be upgraded to a full time clerk position.
Justice of the Peace, Precinct 3 - No recommendations or requests.
Justice of the Peace, Precinct 4 - No recommendations or requests.
Justice of the Peace, Precinct 5 - Commissioner Sims recommended that the salary
for the Justice of the Peace be increased to $42,230.00.
Justice of the Peace, Precinct 6 - No recommendations or requests.
Community Supervision - No recommendations or requests..
Sheriffs Office Administration - Sheriff, Chris Kirk requested the Court consider
increasing the salaries of all county employees by more than the two and one
half percent (2'/:%) as proposed in the budget. He requested the addition of
one patrol deputy in the amount of $27,850 (18/1) plus benefits, and
reclassification of the Evidence Clerk position. He further requested an
additional $20,000.00 for the purchase of a van and an in increase to the
gasoline and repair allocation. The Sheriff requested an increase of
$4,500.00 for minor fixed assets. Commissioner Cauley requested funding
for surveillance cameras for locations where dumping is a problem in
Precinct 4.
Sheriff's Office Jail - Wayne Dickey, Jail Administrator requested that rental of
equipment be increased to $3,960.00 and an increase to Physician Services
by $400.00. He further quested the addition of one nurse position and three
detention officer positions. Demetrious Basdekas requested that the budget
for the Sheriffs Department and Jail be adequate for public safety. He asked
the Court to consider budgeting funds for the growth of the County.
Constable Precinct 2 - Constable Marrow requested funding for one additional
deputy constable position, one clerical position to be paid fifteen hundred
sixty (1560) hours plus benefits. He further requested one fully equipped
vehicle.

Commissioner Sims state that be believes that all Constable Departments
should be staffed the same with one elected official, two deputies and one
clerk. He further stated that he believes that the salary of all Constables
should be set at $36,000.00 annually and that three percent (3%) be added to
the $36,000.00.
Commissioner Jones stated that the Constable in the south end of the county
needs help working traffic to reduce the speed problems in that area and that

that department should be staffed as all other Constable Departments.
The County Judge feels that law enforcement activities should be in the
Sheriffs Department as the chief law enforcement agency for Brazos County.
He feels Constables should only be serving legal papers for the Justice of the
Peace.
Commissioner Cauley feels that all Constable Departments should be equal,
but equal does not mean "the same". He feels there are unique situations in
each Constable Departments that would not make them "the same".
Constable Precinct 3 - Constable Matejka requested an increase of $600.00 to his
travel budget.
Constable Precinct 4 - Constable Peters requested the reinstatement of the deputy
position that had been cut.
Constable Precinct 5 - Constable Butler requested funding for one additional part
time deputy position and funding for one additional vehicle.
Constable Precinct 6 - Constable Sikes requested the reinstatement of the full time
deputy position and funding for a vehicle. He stated he would be content to
receive a vehicle that the Sheriff s Department was replacing. He also asked
that funding be increased for fuel and vehicle maintenance.
Juvenile Services - No recommendations or requests.
Road and Bridge - No recommendations or requests.
Environmental Protection - No recommendations or requests.
Computer and Network Services - Commissioner Cauley stated that he had
been reviewing the requirements of the department and requested additional
funding for salaries for reorganizing the department. He also asked that
funds be budgeted for substantial training for the current employees and any
additional employees required when the department was reorganized.
Veterans' Administration- No recommendations or requests.
Fire Protection - No recommendations or requests at this time.
Welfare - No recommendations or requests.
Emergency Management - No recommendations or requests.
Brazos Center - Sheila Walker, Director requested the deletion of one full time
Grounds Maintenance Worker position and associated benefits. Reduce
equipment maintenance by $200.00, gasoline expense by $100.00 and capital
requests for a commercial mower by $1,000.00. She requested an increase
of $16,800.00 for contracts for landscape maintenance.
Building Maintenance - Commissioner Cauley recommended the budget be
increased to allow for the purchase of one 1/2 ton cargo van and an increase
of $8,500.00 for carpet for the County Extension Offices. He further
recommended increasing the budget to allow for merit pay increases for the
part time janitorial staff.
Juvenile Court Referee - No recommendations for requests.
Agriculture Extension - Jack Hunter, Extension Agent requested that the part time
clerical position be upgraded to a full time secretarial position and an increase
of $2,000.00 for travel.
Commissioner Jones addressed the funds budgeted for salary increases for county
, . ; employees. He recommended the increase be five percent (5%) instead of the 2 '/3 percent that has
been budgeted. He referenced the salary study that was completed in 1997 that reflected the county
salaries to be five percent below the local market. • He reminded the Court that the study
recommended that this deficit be remedied within two years and he feels that the Court has not
1 complied with that recommendation.

Commissioner Sims would agree to an across the board salary increase of three percent (3%)
and no merit increase.
The County Judge disagreed that county salaries are not competitive.
Sheriff Chris Kirk agreed with Commissioner Jones, that the county has not complied with
the recommendations of the study and ask that the Court give consideration to Commissioner Jones
request.
The County Judge recommended the budget be increased by $50,000.00 for fire protection
at Easterwood Airport.
The County Judge asked for more comments and hearing none he declared the Public
Hearing closed.
