To make arrangements, call (979) 361-4102. .a i; 358 40r% ~Ao_ usla t -..-..rte Y 1 J P COMMISSIONERS' COURT ti REGULAR MEETING JULY 25, 2000 r' A regular meeting of the Commissioners' Court of Brazos i , County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 9:00 a.m. on Tuesday, July 25, 2000, with the following members of the Court present: Alvin W. Jones, County Judge, Presiding; Tony Jones, Commissioner of Precinct 1; Wm.S. Thornton, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4; Mary Ann Ward, County Clerk. The attached sheet contains the names of the citizens and officials that were in attendance. The County Judge gave the invocation and led the pledge of allegiance. There was no citizen input and/or concerns. The County Judge read aloud a Proclamation pledging support and encouragement to United Way of Brazos Valley in its effort to see that all the children in the area have the opportunity to obtain health care coverage. United Way will provide information on the now available health insurance under the Texas Children's Health Insurance Program (CHIP) On motion by the County Judge, seconded by Commissioner Sims the Court moved to proclaim its support to United Way of Brazos Valley. The County Judge then presented the signed Proclamation to Fred Brown, representing the United Way of Brazos Valley. The Court next considered Budget Amendment #99/00-34.1 through 34.2, which would reallocate funds for the TNCP Training Grant and Constable, Precinct 4. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to approve the budget amendment as submitted. A copy is attached. On motion by Commissioner Cauley, seconded by Commissioner Sims, the Court voted unanimously to approve the changes as submitted. The Court next considered the following Claims as submitted by the County Treasurer for payment: 20009163 through 20009411 On motion by Commissioner Jones, seconded by Commissioner Cauley, the Court voted unanimously to approve the Claims as submitted. Mr. Campbell would be traveling to Bethlehem, Pennsylvania to attend a "Pentamation User's" conference October 16 through the 18, 2000. On motion by Commissioner Cauley, seconded by Commissioner Sims, the Court voted •t unanimously to grant the request from the Director of Computer and Network Services Department and approved payment of out of state travel expense for Mr. Campbell. The Court next considered approval of a requisition from the Capital Projects Fund for the following purchase: a) computer replacement for the District Attorney's office, $1,378.50. i _ • F 1 Commissioners' Court meeting July 25, 2000 4 On motion by Commissioner Cauley, seconded by Commissioner Sims, the Court voted unanimously to approve the requisition to be paid from Capital Projects Fund. The next matter before the Court was the renewal of a Contractual Agreement between Brazos County and the J.P. Bowlin Company for the inspection, testing and calibration of the scales and weighing devices at the Road & Bridge Department. The cost to Brazos County will be a flat rate of $395.00 per test, an hourly rate for call out service of $49.00 per hour per man, portal to portal and a mileage rate of $55.00 for a Pickup Truck and $125.00 for a Test Truck. On motion by Commissioner Cauley, seconded by Commissioner Sims, the Court voted unanimously to renew the contractual agreement with the J.P. Bowlin Company. A copy of the contractual agreement is attached hereto. The Court next considered authorizing work outside of county rights-of-way for the health, safety and welfare of the general public. The Road and Bridge Department requested permission to enter the private property of Delvin Barrett on Democrat Road to stock pile road material to be used for county roadway improvements. The location is in Precinct 3 and will be restored to its original condition. On motion by Commissioner Sims, seconded by Commissioner Thornton, the Court voted unanimously to authorize the work. The Court next considered acceptance of a Warranty Deed for right-of-way on Edge School House Road in Precinct 2. On motion by Commissioner Thornton, seconded by Commissioner Jones, the Court voted unanimously to authorize the County Judge to accept on behalf of Brazos County a Warranty Deed from Richard W. Towry and wife Billie J. The Court heard a presentation by the Delinquent Tax Collection Attorney. The next matter before the Court was a discussion of the "E-Texas Program" by representatives of the State Comptroller's Office who explained that E-Texas is focusing on making government smaller and smarter by improving delivery of services, cutting taxes and putting citizens back in control. E-Texas will transform state government into the Internet Age. Under announcement of interest items and possible future agenda topics the Commissioner Sims made the following comment: a) He asked if money was being set aside for the construction of the Justice of the Peace offices. The County Judge made the following comment: a) The KBDI (drought index) is at 635 today. There was no citizen input and/or concerns. There being no further business to come before the Court, the meeting was adjourned.
