F w..+.•.w.•r.. ^...,~nw•`.: 'iTrY°nRe'+~'RRi•(►'T~/+~/'; • COMMISSIONERS' COURT REGULAR MEETING JUNE 6, 2000 A regular meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 9:00 a.m. on Tuesday, June 6, 2000, with the following members of the Court present: Alvin W. Jones, County Judge, Presiding; Tony Jones, Commissioner of Precinct 1; Wm.S. Thornton, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3, Absent; Carey Cauley, Jr., Commissioner of Precinct 4; Mary Ann Ward, County Clerk. The attached sheet contains the names of the citizens and officials that were in attendance. The County Judge gave the invocation and led the pledge of allegiance. Under citizen input and/or concerns, Janice Ray spoke on behalf of the Bryan/College Station Community Health Center. She gave an overview on the need of health services for the working poor. Gardner Osburn also spoke on behalf of the health facility and asked for funding support from the Court. The Court next considered Budget Amendment #99/00-28.1 through 28.3, which would set up a new budget for the Narcotics Task Force Grant, set up a line item for the Community Network and increase the budget for Indigent Health Care. On motion by Commissioner Cauley, seconded by Commissioner Thornton, the Court voted unanimously to approve the budget amendment as submitted, a copy of which is attached hereto. r The Court proceeded to consider the change of status of employees as submitted on the attached Personnel Action Requests. The Court next considered the following Claims as submitted by the County Treasurer for payment: 20007668 through 20007835 On motion by Commissioner Jones, seconded by Commissioner Thornton, the Court voted unanimously to approve the Claims as submitted. The Court next considered a request by the County Attorney for renewal of the contract with Database Technologies, Inc. for unlimited computer time for criminal investigation. On motion by Commissioner Thornton, seconded by Commissioner Cauley, the Court voted unanimously to approve the request for renewal of the contract with Database at a cost of $250 per month. A copy of the cc.ntact is attached. The next matter for consideration by the Court was a request submitted by the 36131 District Court Judge seeking approval for out of state travel for himself. Judge Smith would be traveling to New York, New York to attend the National Conference of Special Court Judges during the week of July 6 through the 10, 2000. On motion by Commissioner Jones, seconded by Commissioner Cauley, the Court voted unanimously to grant the request from Judge Smith and approved payment of out of state travel expense for him. On motion by Commissioner Cauley, seconded by Commissioner Thornton, the Court voted unanimously to adopt a resolution extending an invitation to the Texas Comptroller of • Public accounts to conduct a review of the County's electronic infrastructure. The Change Order would make the following changes: Extend the new EMS to control 2 chillers, 2 chilled ! water pumps, and 2 condenser water pumps. This will ! increase the cost of the contract by $3,240.00 On motion by Commissioner Jones, seconded by Commissioner Cauley, the Court voted unanimously to approve Change Order No. 1 for the Texas Energy Engineering Services Contract. A copy of the Change Order is attached hereto. The Court next considered authorizing Revision R-27 to the contract with W. M. Klunkert Construction Company or the Brazos County Detention Center Addition. Revision R-27 is for the installation of 52 vandal covers on the smoke detectors. This will increase the cost by $5,565.00. On motion by Commissioner Jones, seconded by Commissioner Cauley, the Court • voted unanimously to authorize Revision R-27. The Court next considered a request by the Federal Deposit Insurance Corporation (FDIC) for a refund of property tax penalties. On motion by the County Judge, seconded by Commissioner Thornton, the Court voted unanimously to refund j tax penalties in the amount of $1,936.30 to the FDIC. The next matter before the Court was the establishment of a speed limit on Peach Creek Road in Precinct 1. Commissioner Jones recommended the speed limit be set at 45 miles per hour on Peach Creek Road from State Highway 6 to the Peach Creek Cutoff. From Peach Creek Cutoff to Sulphur Springs Road the recommended speed limit is 40 miles per hour. On motion by Commissioner Jones, seconded by Commissioner Cauley, the Court voted unanimously to set the speed limit at 45 miles per hour on Peach Creek from State Highway 6 to the Peach Creek Cutoff t and to set the speed limit at 40 miles per hour on Peach Creek Cutoff to Sulphur Springs Road. On motion by Commissioner Cauley, seconded by Commissioner Thornton, the Court voted unanimously to authorize the County Judge to execute such instrument required which would Quit Claim the property to Albert Garcia and Jane Garcia. The Court next considered a request by Justice of the Peace, Precinct 2, Charles Ellis, to authorize radar equipment use certification for the Constable and Deputy Constables. Commissioner Jones moved to approve. Commissioner Cauley seconded the motion. Commissioners Jones, Thornton and Cauley voted "Aye". The County Judge abstained. The Court proceeded to consider the following blanket Purchase Orders: Pharmerica Jail $1,000 Sloppy Joe's Jury Services $ 500 On motion by Commissioner Cauley, seconded by Commissioner Jones, the Court voted unanimously to approve the Blanket Purchase Orders as submitted. The Court next considered approval of the Preliminary Plat of North Country Estates, Phase One Subdivision in Precinct 2. Richard Vance, County Engineer, stated that he had reviewed the plat and offered the following comments: 1) Change "16 feet utility easement" along FM 974 to "20 feet utility easements." 2) Show existing right of way on FM 974. 3) Clarify (confusing) dimensions concerning pipeline easements. 4) There are two lots designated "Lot 111, either change lot numbers or add block numbers. 5) Need to show linking between Lot 9 and Lot 1 on either side of future North Country Drive. 6) Clarification needed on both detail Insets A and B. The Court next considered approval of the Final Plat of Green Branch Ridge, Phase One, Block One, Lots 1-16 in Precinct 3. Richard Vance, County Engineer, stated that he had reviewed the plat and offered the following comment: 1) Show all Flood Plain on motion by Commissioner Jones, seconded by Commissioner Cauley, the Court voted unanimously to approve the final plat of Green Branch Ridge, Phase One, Block One, Lots 1-16 subject to the developer complying with the exception noted by the County Engineer. The Court next considered approval of the Preliminary I Plat of Walker Ranch Estates Subdivision in Precinct 4. Richard Vance, County Engineer, stated that he had reviewed the plat and offered the following comment: 1) Show existing right of way along Mumford Road in front of subdivision on motion by Commissioner Cauley, seconded by Commissioner Thornton, the Court voted unanimously to approve the t' preliminary plat of Walker Ranch Estates Subdivision subject to the developer complying with the exception noted by the County Engineer.
