To make arrangements, call (979) 3614102. i i 110 430.. u COMMISSIONERS' COURT REGULAR MEETING APRIL 4, 2000 A regular meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 9:00 a.m. on Tuesday, April 4, 2000, with the foglowing members of the Court present: Alvin W. , Jones,' County Judge, Presiding; Tony Jones, Commissioner of Precinct 1; Wm.S. Thornton, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Carey Cauley, Jr., commissioner of Precinct 4; Mary Ahn Ward, County Clerk. The attached sheet contains the names of the citizens and officials that were in attendance. Commissioner Cauley gave the invocation and led the pledge of allegiance. E There was no citizen input and/or concerns. The County Judge read aloud a Proclamation designating the month of April 2000 as "Sexual Assault Awareness Month". The Court joins with the local Rape Crisis Center to promote health and safety awareness in the community and to emphasize the need for citizen involvement in efforts to reduce sexual assault through public education and ' changing public attitudes. On motion by the County Judge, seconded by Commissioner Sims, the Court voted to proclaim the month of April 2000 as "Sexual assault Awareness Month" throughout Brazos County. The County Judge then presented the signed Proclamation to Sheriff Chris Kirk, representing the local Rape Crisis Center. The Court next considered Budget Amendment #99/00-19 • through 19.4, which would reallocate funds for Juvenile Services, Certificate of Obligation Series 1998, MSJ Expansion Fund and County Attorney Grant; and set up the budget for a Vol 9 Page A. new grant. 431 Commissioners' Court meeting April 4, 2000 i f 2 On motion by Commissioner Cauley, seconded by Commissioner Jones, the Court voted unanimously to approve the budget amendment as submitted, a copy of which is attached hereto. The Court proceeded to consider the change of status of employees as submitted on the attached Personnel Action Requests. On motion by Commissioner Jones, seconded by Commissioner Cauley, the Court voted unanimously to approve the changes as submitted. The Court next considered the following Claims as submitted by the County Treasurer for payment: 20005521 through 20005747 On motion by Commissioner Cauley, seconded by Commissioner Sims, the Court voted unanimously to approve the Claims as submitted. The next matter for consideration by the Court was the appointment of a County Court at Law #2 Judge. On motion by the County Judge, seconded by Commissioners Jones, Thornton and Cauley, the Court voted unanimously to appoint Jim Locke, the Republican nominee in the general election to fill the unexpired term of Rick Davis. This is effective as of April 11, 2000. The swearing in will be at 4:00 p.m. on April 10, 2000 in the County Court at Law #2 Courtroom. The Court next considered an amendment to the Grant Agreement, "Sell to Minor Sting Grant Program" within the County Attorney's office for a budget adjustment. Attachment "A" to the Grant Agreement includes the Approved Project Description and Attachment "B" includes the Approved Project budget . The Funds within the budget have been revised to more efficiently operate the program. The Project Coordinator is now working full time due to the demands of the work load. Vol l °f Page 432- 1 i I • ~J • Commissioners' Court meeting April 4, 2000 3 On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to approve the two attachments to the grant. A copy is attached. The next matter before the Court was the appointment of a member of the Bryan/College Station Economic Development Corporation Board of Directors. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to appoint the County Judge to his second, three year term on the Board of Directors of the Bryan/College Station Economic Development Corporation. The Court next considered the appointment of a staff member to serve as a liaison with the Texas Association of Counties in reference to the E-County Project. On motion by the County Judge, seconded by Commissioner Sims, the Court voted unanimously to appoint Tom Golson to serve as liaison. On motion by Commissioner Jones, seconded by Commissioner Cauley, the Court voted unanimously to authorize the County Judge to execute a Tax Resale Deed to the following individual: Agapita Gonzales - Tract #1: Lots 5 and 6, Block K, Jones-Brock Addition, City of Bryan, Brazos County, Texas. The Court next considered an application from the Juvenile Services Department to the Texas Department of Human Services for the USDA-Donated Commodities for the 2000-2001 school year. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to approve the application from the Juvenile Services Department to the Texas Department of Human Services for the USDA-Donated Commodities for the 2000-2001 school year. Vol 19 Page 433 Commissioners' Court meeting April 4, 2000 4 The Court next considered approval of a requisition from the General Fund for the following purchase: a) Canon LC3170 Fax Machine with Handset for the Juvenile Services Department, $2,248.00 On motion by Commissioner Cauley, seconded by Commissioner Sims, the Court voted unanimously to approve the requisitions to be paid from the General Fund. The Court next considered awarding the following bid: Bid No. 2000-038, Water Truck for Road & Bridge John Hachmann, Purchasing Agent, recommended acceptance of the bid submitted by Hogans Trucks Unlimited. On motion by Commissioner Cauley, seconded by Commissioner Sims, the Court voted unanimously to accept the recommendation of the Purchasing Agent and award the contract to Hogan's Trucks Unlimited. A copy of the bid tabulation is attached. The next matter for the Court's consideration was an Interlocal Agreement between Brazos County and the City of Snook to conduct a public auction. This is authorized by the Interlocal Cooperation Act, V.T.C.A. Government Code Chapter 791. On motion by Commissioner Cauley, seconded by Commissioner Thornton, the Court voted unanimously to enter into an Interlocal Agreement with the City of Snook to conduct a public auction. The Court next considered approval of a requisition from the Capital Expenditures Fund - Printer Replacement for the following purchase: a) Two Okidata ML 320 Printers $588.00 for stock On motion by Commissioner Cauley, seconded by Commissioner Sims, the Court voted unanimously to approve the requisition to be paid from Capital Expenditures Fund - Printer Replacement. Richard Vance, County Engineer, stated that he had reviewed the plat and offered the I. following comment: 1) Indicate 10 feet utility wide easement along sides and backs of all lots. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to approve the final plat ' of Saddle Ridge Subdivision subject to the developer complying f with the exception noted by the County Engineer. On motion by Commissioner Thornton, seconded by Commissioner Cauley, the Court voted unanimously to receive, approve and order filed as submitted the Treasurer's report for February 2000. A copy of which is attached to and made a part of these minutes. The Court next heard a presentation by Bahman Yazdani • concerning the County facilities energy evaluation. Mr. Yazdani explained that the retrofits are 54 percent complete and that savings are on track with estimates. Commissioner CaUley asked the County Auditor if he could see a difference in the utility bills. The Auditor replied that consumption was down but the rates had increased. Mr. Yazdani indicated that the county had received a refund check from Bryan Texas Utilities in excess of $52,000.00. Under announcement of interest items and possible future agenda topics the County Judge made the following comments" a) He has received letters from the CUC in reference to committee representation. He would like the members of the Court to look over the committees and let Don Lee know which ones they'd like to serve on. b) A standing order has been issued on the • subdivision being developed in Kurten. ' x 435' Vol I Page Commissioners' Court mating April 4, 2000 6 The County Auditor made the following comment: a) He raised the issue of the lack of a personnel handbook and a policy on the reimbursement for meals when not staying over night on a county business trip. He stated that the Court needed to look into this matter. Under citizen input and/or concerns, Bahman Yazdani informed the Court that Brazos County had been recognized by the Secretary of Energy for its efforts to retrofit. There being no further business to come before the Court, the meeting was adjourned.
