BRYAN ISD SCHOOL BOARD
COLLEGE STATION ISD SCHOOL BOARD
BRAZOS COUNTY JUVENILE BOARD

THE BRAZOS COUNTY COMMISSIONERS COURT, THE BRYAN SCHOOL BOARD, THE
COLLEGE STATION SCHOOL BOARD AND THE BRAZOS COUNTY JUVENILE BOARD
WILL CONDUCT A JOINT MEETING ON THURSDAY, MARCH 23, 2000, AT 7:00 P.M. IN
ASSEMBLY ROOM III OF THE BRAZOS CENTER, 3232 BRIARCREST DRIVE, BRYAN,
TEXAS.
The purpose of the meeting is to discuss the feasibility of creating a Juvenile Justice Alternative
Education Program for the 2000-2001 school year.
The Brazos Center is wheelchair accessible. Handicap parking spaces are available. Any request
for sign interpretive services must be made two business days before the meeting. To make

MARCH 23, 2000
A joint meeting of the Commissioners' Court of Brazos County, Texas and the Bryan
Independent School District, College Station Independent School District and the Brazos
County Juvenile Board was held at the Brazos Center in Bryan, Brazos County, Texas,
beginning at 6:00 p.m. on Thursday, March 23, 2000, with the following members of the
, Court present:
Alvin W. Jones, County Judge, Presiding;
Tony Jones, Commissioner of Precinct 1;
Wm.S. Thornton, Commissioner of Precinct 2;
Randy Sims, Commissioner of Precinct 3;
Carey Cauley, Jr., Commissioner of Precinct 4, Absent;
Mary Ann Ward, County Clerk.
The attached sheet contains the names of the citizens and officials that were in

attendance.
Judge Jones called the Commissioners Court to order.
Dr. Ashburn called the Bryan Independent School District Board to order.
Dr. Scales called the College Station Independent School District Board to order.
Judge Jones called the Juvenile Board to order.
Judge Jones welcomed all participants and called the meeting to order. He explained
the history, law and the purpose of the meeting. He then turned the meeting over the Ernie
Wentrcek, Director of Juvenile Services. Mr. Wentrcek presented an overview of the
needed facilities, entity responsible for utilities, types of juveniles who will attend the
JJAEP, the number of JJAEPs currently being operated in the state of Texas. He went on to
say that the JJAEP is for mandatory expulsion students. Those students who committed
serious offenses at school or school functions.
Judge Delaney asked how this program is being taught now.
{ Ms. McNeeley with the Bryan ISD asked if this program will serve students who
are in school and guilty of an offense but not an expellable offense or a disruptive student.

A representative from the College Station ISD remarked that only serious offenders
should be serviced by the JJAEP. There will be fewer numbers and provide better
rehabilitation.
Judge Langley stated that his big concern is in the staffing section and questioned if
the 1 to 20 ratio was too high for this type of child He would feel better if the ratio was 1
to 10 children.
Bryan ISD replied that this was a school district issue because they will be providing
the teachers. They will add more teachers when a certain number is reached. They can
provide more teachers but it is a greater expense for them dealing with incorrigible juveniles
and they will need help from the county to deal with the expense.
Much discussion was had about the funding, operation, type of juveniles serviced,
who is responsible for providing teachers and facilities for the JJAEP.
Judge Jones remarked that the state law required the establishment of a 1JAFP when
is
the county population reaches 125,000. That the county would exceed this population with
the 2000 census. He further stated that the target date of August 2000 for opening a JJAEP
in Brazos County was not realistic with the many questions to be answered and resolved.
Judge Jones remarked that the Commissioners Court was anxious to hear about the
availability of buildings for the facility.
Mr. Wentrcek was instructed to provide copies of the memorandum of understanding
to the two School Boards, the Juvenile Board and the Commissioners Court.
There being no further business to be discussed the meeting was adjourned.
