To make arrangements, call (409) 361-4102. w 4r i 1 r ti COMMISSIONERS' COURT REGULAR MEETING • • • FEBRUARY 29, 2000 A regular meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 9:00 a.m. on Tuesday, February 29, 2000, with the following members of the Court present: Alvin W. Jones, County Judge, Presiding; Tony Jones, Commissioner of Precinct 1; Wm.S. Thornton, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4; Mary Ann Ward, County Clerk. The attached sheet contains the names of the citizens and officials that were in attendance. The County Judge gave the invocation and led the pledge of allegiance. There was no citizen input and/or concerns. The Court heard a presentation by Fain McDougal and Doris Watson, representatives of the College Station Rotary Club. They explained to the Court that they were members of the Vocational Committee charged with identifying an outstanding vocational achievement by a member of the community. This is an annual award. The recipient displays outstanding performance in their vocation and community service. This year's recipient is Brazos County Courthouse employee Tommy Mufioz. The Court next considered Budget Amendment #99/00-15.1 through 15.10, which would reallocate funds for Emergency Management, County Court at Law #1, Capital Improvement Fund, Road & Bridge Administration and County Health Endowment Fund; increase the budget for Road and Bridge; adjust Certificate of Obligation Series 98 budget for MSJ Expansion Fund, Courthouse Improvements Fund, Right of Way Fund and Capital Roads Fund. Vol page ~2(~.3 i Commissioners' Court meeting February 29, 2000 2 On motion by Commissioner Cauley, seconded by Commissioner Thornton, the Court voted unanimously to approve the budget amendment as submitted, a copy of which is attached hereto. The Court proceeded to consider the change of status of employees as submitted on the attached Personnel Action Requests. On motion by Commissioner Cauley, seconded by Commissioner Thornton, the Court voted unanimously to approve the changes as submitted. The Court next considered the following Claims as submitted by the County Treasurer for payment: 20004427 through 20004638 On motion by Commissioner Jones, seconded by Commissioner Cauley, the Court voted unanimously to approve the Claims as submitted. The next matter before the Court was approval of Revision R-19 to the contract with W. M. Klunkert, Inc. for the Brazos County Detention Center Addition. Revision R-19 is for the addition of return air ducts at corridor 106 at an increase of $1,491.85. On motion by Commissioner Jones, seconded by Commissioner Cauley, the Court voted unanimously to approve Revision R-19 with the funds to pay for it coming from the contingency allowance in the contract. The Court next considered establishing speed limits for the following 'roads : a. Quail Run in Precinct 1 On motion by Commissioner Jones, seconded by Commissioner Thornton, the Court voted unanimously to set 35mph as the speed limit for Quail Run Road. b. Hicks,Lane in Precinct 3 On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to set 40mph as the speed limit for the County's portion of Hicks Lane. i , s Vol r r Page 2U4 Commissioners' Court meeting February 29, 2000 The next matter for consideration by the Court was a • request submitted by the County Judge, seeking approval for out of state travel for himself to attend the National Association of Regional Councils Policy Conference in Washington, D.C. during the week of March 18 through 21, 2000. On motion by Commissioner Jones, seconded by Commissioner Cauley, the Court voted unanimously to grant the request from the County Judge and approved payment of out of state travel expense for him. 3 On motion by Commissioner'Cauley, seconded by • Commissioner Thornton, the Court voted unanimously to adopt a Resolution in support of the Brazos Valley Affordable Housing Corporation's effort to continue funding assistance to low income households to aid in the purchase of a home for these families. Commissioner Cauley stated that he had heard some complaints about the administration of the program and wondered why all locations did not receive the same funding for down payment assistance. The Court will hear from Paul Turney, Vice President, at the March 7 meeting who will explain the funding assistance program. On motion by Commissioner Cauley, seconded by I Commissioner Thornton, the Court voted unanimously to authorize the County Judge to execute a Tax Resale Deed to the following individuals: a. The Court next considered approval of the Preliminary Plat of Guillen Subdivision in Precinct 2. On motion by Commissioner Thornton, seconded by Commissioner Jones, the Court voted unanimously to table consideration to allow the Court to obtain further information. The objectives of the policy are to provide cost effective transportation to employees for carrying out the functions of the department, to maintain the vehicle fleet in good working order and to provide 24 hour capability to respond to emergency situations such as natural disasters, accidental disasters and domestic emergencies. TYPES OF TRANSPORTATION SERVICES: The department may provide an employee with means of transportation to perform his or her job duties. Such means include mileage reimbursement, use of county vehicle and public transportation. Provision of transportation by the county shall not be used as a condition of employment with the county. 2. USE OF COUNTY VEHICLES: County vehicles and equipment are property of the county and may be used by department employees only in the course of their job duties unless otherwise provided for in this policy. Any employee who uses a county vehicle must have a valid Texas driver's license and must have signed a "Drivers License Check" form (See Attachment "A'). Authorized drivers are covered by the county's casualty and liability insurance policy. The driver is responsible for the safe operation of the vehicle and for obeying State and local traffic regulations. Employees who drive county vehicles or use their own personal vehicle to routinely conduct official county business shall notify their supervisor at the beginning of the next business day of any suspension or cancellation of their vehicle operator's license. Employees shall not drive county vehicle under the influence of illegal drugs or alcohol or while under the influence of lawfully prescribed or over-the-counter substances, if these substances impair the employee's ability to drive. The driver is responsible for payment of all fines, penalties and court costs associated with violations of traffic regulations. 3. VEHICLE ASSIGNMENT: County vehicles may be assigned to employees whose position and job responsibilities require routine and continuous access to a vehicle. A pool vehicle will be available at the Road and Bridge Department. There will be four categories of vehicles. Only the County Engineer has the authority to assign vehicles to department employees. Keys for vehicles in all categories, except the permanently assigned vehicles, will be located at the Road and Bridge Department/Shop Maintenance office. S. The four (4) categories of vehicles are as follows: a. Pool Vehicles: Vehicles in this category will be available on a reservation basis to Road and Bridge employees whose job responsibilities demonstrate a periodic, non-continuous need for a vehicle. b. Part-time Assigned (A.W: Vehicles in; this category are assigned to employees whose job responsibilities demonstrate a need for continuous access to a vehicle during the work day. These employees will not take these vehicles home. Part-time assigned (A.M.) are available on a reservation basis as pool vehicles to employees after 4:00 P.M. weekdays and on weekends for job related business. C. Part-time Assigned (P.M): Vehicles in this category are assigned to employees whose job responsibilities demonstrate that they routinely: a) perform work related duties after work hours, or b) drive directly from home to field, or c) stand by after hours for incident management or emergency response. Vehicles in this category may be taken home. Part-time assigned (P.M.) vehicles are available on a reservation basis as pool vehicles between 8:00 a.m. and 4:00 p.m. to all employees for job related business. To the extent possible, part-time assigned (A` M.) will be paired with part-time assigned (P.M.). d. Permanently Assigned (24 hours): Vehicles in this category are assigned to employees whose job responsibilities demonstrate that they are subject to being called out on county business on a twenty-four hour basis. Vehicles in this category may be taken home. VEHICLE CHECK OUT: Vehicle keys and a vehicle fuel card shall be kept by the Dispatch Center for each vehicle located at the Road and Bridge Department. Vehicles assigned to employees will be reserved for those periods of the day (A.M. or P.M.). Pool vehicles and Part- time assigned vehicles may be reserved in advance. TAKE HOME VEHICLES: A county employee is not authorized to routinely take home a county-owned vehiile unless expressly authorized in writing by the County Engineer. County employees authorized to take home county vehicles may use them minimally for personal errands while en route from home to work. Minimal use may include stops at the cleaners, convenience store, doctor appointment, restaurant and other such short stops but may not include bars, adult book stores, bingo parlors and other such stops which may impinge the reputation of the county and the department. Take home vehicles may not be utilized for off- duty employment or, on weekends for personal use. j I I 2 I , Y 6. JOURNEY TO JOB SITE: Vehicles and equipment will depart at the time established by the General Superintendent or a supervisor delegated that authority. Vehicles will proceed directly to the scheduled job site with no stops except for emergency reasons. Any emergency situation requiring movement of a vehicle from a job site will be cleared with a supervisor. Vehicles will remain at the scheduled job site until the time directed by a supervisor to move to another job site. Supervisors are responsible for knowing the location and county-related business of any assigned vehicle not on a job site. 7. USE OF VEHICLES FOR MEAL BREAKS: County vehicles may be used to travel to and from work sites for designated meal breaks if the lunch break occurs while en route to or from or while at a field work location. 8. VEHICLE MAINTENANCE: Users of county vehicles are responsible for maintaining sufficient fluid levels in the vehicles, including gas, oil, brake fluid, water and tire air pressure. These items should be checked each time the vehicle is filled with gas. No one should return a vehicle with less than a half tank of gasoline. Scheduled preventative maintenance shall be the responsibility of those employees assigned vehicles and the Fleet Manager for pool vehicles. 9. ENERGY CONSERVATION: It is the policy of Brazos County and a financial necessity to reduce fuel consumption and air pollutant emissions. Employees are encouraged to conduct business by telephone, radio, fax, computer transmission, mail, courier and any telecommunication service to the maximum extent possible. Where transportation is required for site visits and face to face contact, employees should plan itineraries to include multiple trip purposes during the same journey, car-pool with other employees, and reduce unnecessary trips. Bi-fuel vehicles fitted for alternative fuels (CNG and propane) must use the alternative fuel as a primary fuel unless the alternative fuel is not readily available. 10. PASSENGERS: Persons not employed by Brazos County are permitted to ride in county vehicles as passengers if necessary to conduct county business or provide courtesy rides in cases of road side emergencies. Non-county employees are covered by the county's casualty and liability insurance policy under these circumstances. At no time will a person not employed by Brazos County be authorized to operate a county vehicle. 11. TRANSPORTATION OF EMPLOYEES IN TRUCK BEDS: Transporting employees in a truck bed to a job site is prohibited. Once at the work site, transporting not more than two (2) employees seated in the floor of the bed is permitted for short distances at low speed, provided that there is no equipment also in the bed of the truck. 12. SAFETY: All department employees who drive county vehicles or their own personal vehicles to conduct county business are expected to drive safely and observe all vehicle traffic laws to prevent vehicle accidents.
