COMMISSIONERS' COURT
REGULAR MEETING
FEBRUARY 22, 2000
A regular meeting of the Commissioners' Court of Brazos
County, Texas was held in the Commissioners' Courtroom in
the Courthouse in Bryan, Brazos County, Texas, beginning at
9:00 a.m. on Tuesday, February 22, 2000, with the following
members of the Court present:
Alvin W. Jones, County Judge, Presiding;
Tony Jones, Commissioner of Precinct 1;
Wm.S. Thornton, Commissioner of Precinct 2;
Randy Sims, Commissioner of Precinct 3;
Carey Cauley, Jr., Commissioner of Precinct 4;
Mary Ann Ward, County Clerk.
The attached sheet contains the names of the citizens
and officials that were in attendance.
Commissioner Cauley gave the invocation and led the
pledge of allegiance.
There was no citizen input and/or concerns.
The Court next considered Budget Amendment #99/00-14.1
• through 14.2, which would reallocate funds for Personnel and
Justice of the Peace, Precinct 6. On motion by Commissioner
Cauley, seconded by Commissioner Thornton, the Court voted
unanimously to approve the budget amendment as submitted, a
copy of which is attached hereto.
The Court next considered re-submission of Budget
Amendment #99/00-12.2, which would reallocate funds for the
Capital Improvement Fund. On motion by Commissioner Cauley,
seconded by Commissioner Sims, the Court voted unanimously
to approve the budget amendment as submitted, a copy of
which is attached hereto.
The Court proceeded to consider the change of status of
employees as submitted on the attached Personnel Action
Requests. On motion by Commissioner Sims, seconded by
. Commissioner Cauley, the Court voted unanimously to approve
the changes as submitted.

The Court next considered the following Claims as
submitted by the County Treasurer for payment:
20004175 through 20004426
On motion by Commissioner Jones, seconded by Commissioner
Cauley, the Court voted unanimously to approve the Claims as
submitted.
The Court next considered cancellation of the
Commissioners Court meeting to be held March 14, 2000. This
date falls during spring break. On motion by Commissioner
Sims, seconded by Commissioner Cauley, the Court voted
unanimously to cancel the meeting to be held March 14, 2000.
The next matter for consideration by the Court was a
request submitted by the Sheriff seeking approval for out
of state travel for himself. Sheriff Kirk would be
traveling to Longmont, Colorado to attend the National
Sheriffs Institute at the National Institute of Corrections
April 9 through the 21, 2000. On motion by Commissioner
Cauley, seconded by Commissioner Jones, the Court voted
unanimously to grant the request from the Sheriff and
approved payment of out of state travel expense for him.
The Court next considered a proposal from Strong
Surveying for professional land surveying services. This is
in order to prepare a plat for the Precinct 2 Justice of the
Peace/Constable office. On motion by Commissioner Jones,
seconded by Commissioner Cauley, the Court voted unanimously
to approve the proposal and fund it from Capital Improvement
Funds. A copy of the Proposal is attached.
The next matter for consideration was the addition of a
ten feet high second perimeter fence at the Detention
Center. The following items are estimates for the fence
enhancement:
1. Add Fence around Annex Canopy $2,600 '
2. Add Razor Wire to Existing and new

Commissioner Cauley moved to approve the addition and
authorized the expenditure. Commissioner Jones seconded the
motion. Commissioners Jones, Thornton, and Cauley voted
"Aye". Commissioner Sims and the County Judge voted "No".
The motion carried.
The Court next considered acceptance of Wickson Creek
Special Utility District's cost estimate of $2,000.00 to
lower and encase a 4 inch water line along Tonkaway Lake
Road to accommodate the Greens Prairie Road Extension
project in Precinct 3. On motion by Commissioner Sims,
seconded by Commissioner Cauley, the Court voted unanimously
to accept Wickson Creek Special Utility District's cost
estimate of $2,000.00 for lowering a 4 inch water line on
Tonkaway Lake Road.
The Court next considered approval of the Preliminary
Plat of Falcon Crest Subdivision in Precinct 3. Richard
Vance, County Engineer, stated that he had reviewed the plat
and offered the following comments:
1. Change subdivision name on Vicinity Map from
"Raven Tree" to Falcon Crest.
2. Rename "Feather Glen" as there are already two
existing roads in the county with the word Feather
as a part of the road name.

On motion by Commissioner Sims, seconded by Commissioner
Cauley, the Court voted unanimously to approved the
preliminary plat of Falcon Crest Subdivision subject to the
developer complying with the exceptions noted by the County
Engineer.
The Court next considered approval of the Preliminary
Plat of River Place Subdivision in Precinct 1. Richard
Vance, County Engineer, stated that he had reviewed the plat
and recommended acceptance. On motion by Commissioner
Jones, seconded by Commissioner Cauley, the Court voted
unanimously to approved the preliminary plat of River Place
Subdivision as submitted.
The Court next considered approval of a requisition
from the Certificate of Obligation Funds, Minor Equipment
for the following purchase:
a) Printer for Personnel $632.00
On motion by Commissioner Cauley, seconded by Commissioner
Sims, the Court voted unanimously to approve the requisition
to be paid from Certificate of Obligation Funds, Minor
Equipment.
The Court next considered approval of the annual copier
maintenance agreement for County copiers and a requisition
from non-departmental funds. On motion by Commissioner
Cauley, seconded by Commissioner Sims, the Court voted
unanimously to approve the maintenance agreement and the
requisition in the amount of $21,303.00.
On motion by Commissioner Sims, seconded by
Commissioner Jones, the Court voted unanimously to authorize
the County Judge to execute Tax Resale Deeds to the
following individuals:
a. Cecilia Alvarez - .29 acres, City of Bryan,
Brazos County, Texas.

Under announcement of interest items and possible
future agenda topics the County Judge made the following
comments:
a) He spoke with the Director of Juvenile
Services and the Superintendent of the
Bryan Independent School District about
getting temporary building for the
Juvenile Justice Alternative Education
Program. There is a possibility that
five buildings will be available. Mr.
Wentrcek would like to schedule a
meeting with both school superintendents
and the Juvenile Board.
b) He received a request to reconfigure the
Auditor's Office and remodel the area.

Occupancy for the Detention Center prior

Subdivision regulations that are
currently in the hands of Patricia
Meronoff, Legal Counsel.
e) The County Auditor raised concerns about
hardware and software in the Tax Office
used to administer tax collection.
There was no citizen input and/or concerns.
There being no further business to come before the
Court, the meeting was adjourned.

On this the 22th day of February 2000 at a regular meeting of the
Commissioners' Court, the following members were present:
Alvin W. Jones, County Judge, Presiding
Tony Jones, Commissioner, Precinct 1;
Wm. S. Thornton, Commissioner, Precinct 2;
Randy Sims, Commissioner, Precinct 3;
Carey Cauley, Commissioner, Precinct 4;

The following proceedings were held:
THAT WHEREAS, on February 22, 2000 the Court heard and approved a
budget amendment for the 1999-2000 budget year for Brazos County, Texas.
WHEREAS, an expenditure is necessary due to the necessity to most
unusual and unforeseen conditions which could not be reasonably included
in the original budget adopted September 9, 1999 the following
amendment (s) to the original are hereby authorized, as described on the
attached page(s).

This request is to cover the balance
due to Multi-Information Systems Inc. which are under
contract for the Justice of the Peace Computerized Court system. The original purchase order for this
project was set up April 25, 1997 in the amount of $24,805.00 with payments made in the
amount of $17,181.50. For the fiscal year ending September 30, 1997, an encumbrance payable
Iwas set up for the remainder of that purchase order in the amount of $7,623.50, which still remains
Ion the balance sheet. The original contract provides for a maximum cost not to exceed
$25,000.00 and a fee for migration of the existing data in the amount of $2,700.
CNS received an invoice January 28, 2000 for the remainder of this contract totaling $10,518.50.
This software is in operation in three Justice of the Peace offices. CNS department stated that
this contrac

t appreclate the opportunity to submit a proposal for professional tend surveying
services to you. Please find below a scope of work necessary for platting the 2.00 acrr
tract:
1) Boundary S topographic surveying of the 2.00 acre tract.
2) Preparing a Preliminary Plat and submitting to Brazos County & the City
Of College Station for approval.
3) Preparing a Final Plat and submitting to Brazos County & the City of
College Station for approval.
The cost for the above services should not exceed $ 3800.00 plus any copying costs
and application fees.

TERMS AND CONDITIONS
1 This agreement shall remain In full tons and effect for su0ces-

written notice is received thirty (30) days prior thereto.

4 Ikon Office Solutions shall provide service inspections at
appropriate intervals. Inspections may be made in conjunction
with regular or emergency service calls. Inspections, as wen as
all service cells, shall be made during normal business hours.
S Ikon Office Solutions will provide, without charge, parts which
have been broken or worn through normal use and are neces-
sary for servicing and maintenance adjustments. Pena damaged
by misuse or carelessness will be charged to the customer in
accordance with the Ikon Office Solutions parts list.
0. This agreement also Includes protection from power surges
caused by electrical failure, Including lightning, while equipment
Is properly connected to an Ikon Office Solutions Issued power
protection unit. The Ikon Office Solutions Issued power protec-
tion unit must be directly plugged Into a property ground 3-wire
AC outlet. Extension cords or adapters must not be used.
7. An cads under this agreement win be made during normal
business hours on the customers premises at the address
shown on the equipment described on the reverse side hereof.
Should the equipment be moved to a location in a more distant
zone, there may be an Increase in the annual maintenance
charges. An calls made after normal working hours shall be
charged for labor (excluding parts) at current prevailing overtlme
rates.
8. This agreement shall not apply to repairs made necessary by
accident, misuse, abuse, neglect, theft, riot, vandalism, fire,
water, power failure or lightning strikes If power protection unit
Issued by Ikon Office Solutions Is not properly connected to
equipment, unauthorized supplies or other casually or to repairs
made necessary by service personnel other than those of Ikon
Office Solutions. Charges for repairs or replacements due to the
foregoing shall be borne by the customer.
9 This agreement does not include applicable taxes. An taxes levied
or Imposed, now or hereafter, by any governmental authority shell
be paid by the customer, in accordance with the law.
10 This agreement covers only the equipment and accessories
described on the reverse side
11 This agreement is not transferable by the customer except with
the written consent of Ikon Office Solutions.
12. This agreement (consisting of the face and reverse sides of this
sheep constitutes the entire agreement between the customer
and Ikon Office Solutions, with respect to furnishing of the Ikon
Office Solutions service. Ikon Office Solutions Corporate Office
is 3019 Alvin OeVane, Suite 400, Austin, Texas 78741.
13. Optimum performance of the equipment covered by this
agreement can be expected only it supplies provided by, or
meeting the specifications of Ikon Office Solutions are used.
