Jones, County Judge, Presiding; Tony Jones, Commissioner of Precinct 1; Wm.S. Thornton, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3, Absent; Carey Cauley, Jr., Commissioner of Precinct 4; Mary Ann Ward, County Clerk. The attached sheet contains the names of the citizens and officials that were in attendance. Commissioner Cauley gave the invocation and led the pledge of allegiance. Under citizen input and/or concerns, the County Judge presented a Certificate of Achievement by Government Finance to John Reynolds, County Auditor. This is the li`n straight year the County has received this certificate. The Court next heard a presentation by Architect Rick Ravey concerning enhancements to the Sandy Point Detention Center perimeter security. The Architect was asked if the current fencing would allow escaping inmates to scale the fence fairly easily. He replied it would and then distributed pricing information for various fence types. He discussed the following options the County could choose from: a) Enhance the current fence making it 8 feet high with three rows of barbed wire or razor wire. b) Enhance fencing around the canopy c) Add additional wire to fence and increase height. d) Add second fence around perimeter. The Sheriff stated that he wanted to be sure the perimeter is secure and has the appearance to inmates and visitors alike, that the facility is safe. The risk is not only in escapes but someone sneaking something into the jail like a weapon or contraband. Commissioner Thornton asked for cost on the current fence with razor wire and various other plans. There was a question about why the retention pond was not bid. It was explained that the County had done the dirt work when the facility was built. It was also noted that the drawing shows a large retention pond and is probably oversized at this time, but it was designed to accommodate future building. Commissioner Jones will get cost figures from an engineering firm in reference to the pond. The Court proceeded to consider the change of status of employees as submitted on the attached Personnel Action Requests. On motion by Commissioner Cauley, seconded-by Commissioner Thornton, the Court voted unanimously to approve the changes as submitted. The Court next considered the following Claims as submitted by the County Treasurer for payment: 20003275 through 20003471 On motion by Commissioner Jones, seconded by Commissioner Cauley, the Court voted unanimously to approve the Claims as submitted. .i The Court next considered a request submitted by the Sheriff's Office to change the classification of class 1423 position 3 to a class 1420 position 1. The request also proposes a salary reduction from $46,773.00 to $43,433.00. The Court next considered approval of a requisition from the Capital Projects Fund for the following purchase: a) 1/2 Ton Pickup Truck for Road and Bridge instead of the 3/4 ton pickup $20,715.23. Commissioner Jones moved to approve. Commissioner Cauley seconded the motion. The County Judge voice concern over down grading from a 3/4 ton pickup to a % ton pickup. Commissioners Jones and Cauley withdrew their motion and second. Then on motion by the County Judge, seconded by Commissioner Cauley, the Court voted unanimously to table consideration until a later date. The Court next considered a request from the County Attorney's office to appoint a member to the Project AWAKE Program. On motion by Commissioner Cauley, seconded by Commissioner Jones, the Court voted unanimously to appoint the Family Violence Coordinator to serve on the Project Awake Program. The Court next considered the request from Wickson Creek Special Utility District to construct a road bore for a water line installation in the right-of-way of Wheelock Hall Road in Precinct 2. The County Engineer stated that all appeared to be in order and recommended approval. On motion by Commissioner Thornton, seconded by Commissioner Cauley, the Court voted unanimously to approve the request of Wickson Creek Special Utility District and authorized the installation. A copy of the request is attached hereto. The Court next considered the request from Wickson Creek Special Utility District to construct a road bore for a water line installation in the right-of-way of Zweifel' Road approximately 0.3 mile from its intersection with Locke Road in Precinct 2. On motion by Commissioner Jones, seconded by Commissioner Cauley, the Court voted unanimously to approve the request of Wickson Creek Special Utility District and authorized the installation. A copy of the request is attached hereto. The Court next considered approval of the Amending Plat of Timber Creek at Steep Hollow in Precinct 3. Richard Vance, County Engineer, stated that he had reviewed the plat and offered the following comment: 1) Label/describe symbols at property corners and turning points. On motion by Commissioner Jones, seconded by Commissioner Cauley, the Court voted unanimously to approved the Amending Plat of Timber Creek at Steep Hollow subject to the developer complying with the exception noted by the County Engineer. The Court next considered approval of the Final Plat of Fontana Addition, Block 1, Lots 1,2,3,4,5&6 in Precinct 3. Richard Vance, County Engineer, stated that he had reviewed the plat and recommended acceptance as submitted. On motion by Commissioner Jones, seconded by Commissioner Cauley, the Court voted unanimously to approved the Final Plat of Fontana Addition, Block 1, Lots 1,2,3,4,5&6 Precinct 2. Under announcement of interest items and possible future agenda topics the County Judge made the following comments" 01 new Emergency Management Coordinator. b) There was a special meeting last week at which the Court appointed Glynis Gore to serve as County Court at Law II Judge until the next general election and will be sworn in on January 31, 2000 at 8:00 a.m. in the 85'" District Courtroom. c) He commented on the number of inmates in jail. d) He had a discussion why Chuck Sypial in reference to Easterwood Airport. There is a an FAA Regulation that requires that the airport be equipped with ARFF coverage which is Aircraft Rescue Fire Fighting. FAA requires someone with this training be on duty when any commercial aircraft are arriving or departing. The University is asking the County to contribute $50,000 annually to help cover the cost of the operation of this service. e) He received correspondence from the Department of Health in reference to the rules for distribution of tobacco fund monies.
