VOL..XI-PAM.--~-I' 11~ COMMISSIONERS' COURT REGULAR MEETING JANUARY 4, 2000 6~ A regular meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 9:00 a.m. on Tuesday, January 4, 2000, with the following members of the Court present. Alvin W. Jones, County Judge, Presiding; Tony Jones, Commissioner of Precinct 1; Wm.S. Thornton, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4; Mary Ann Ward, County Clerk. The attached sheet contains the names of the citizens and officials that were in attendance: Commissioner Jones gave the invocation and led the pledge of allegiance. The Court proceeded to consider the change of status of employees as submitted on the attached Personnel Action Requests. On motion by Commissioner Cauley, seconded by Commissioner Sims, the Court voted unanimously to approve the changes as submitted. The Court next considered the following Claims as submitted by the County Treasurer for payment: 20002556 through 20002813 On motion by Commissioner Jones, seconded by Commissioner Thornton, the Court voted unanimously to approve the Claims as submitted. The next matter for consideration by the Court was an Order designating the LaSalle Hotel property within the City of Bryan (Lot 1, Block 256) as a Historical Site and granting tax exemption for fifteen (15) years. Commissioner Sims indicated that he had spoken with the City Manager,- requesting more information and that the City Manager had indicated that the County would derive Hotel/Motel tax money. The next matter before the Court was the appointment of a County Emergency Management Coordinator. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to extend the job offer to DeMerle Wehmeyer. The Court next considered approval and authorization for the County Judge to execute a "Release in Pull." On motion by Commissioner Thornton, seconded by Commissioner Jones, the Court voted unanimously to approve and authorize the County Judge to execute a "Release in Full." The next matter before the Court was approval of a Contractual Agreement between Brazos County and United Roofing & Sheetmetal, Inc. United Roofing will provide hail damage roof repair. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to table consideration. The next matter for consideration was the adoption of a Vehicle Use Policy. On motion by Commissioner Thornton, seconded by Commissioner Cauley, the Court voted unanimously to table consideration. The Court next considered approval of a "Project AWAKE Cooperative Working Agreement" with Twin City Mission/Phoebe's Home. On motion by Commissioner Jones, seconded by Commissioner Thornton, the Court voted unanimously to table consideration. The next matter before the Court was a request for extension of Research Agreement No. 98-025 with the Texas Engineering Experiment Station. This is necessary to complete the retrofits in this project. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to approve the request for extension of Research Agreement No. 98-025. 1 • / 1a - ~ iy • Commissioners Court meeting January 4, 2000 a 3 The Court next considered the appointment of one member to the Board of Managers of the/Brazos County Emergency i Communications District. On motion by Commissioner Thornton, seconded by Commissioner Cauley, the Court voted unanimously to reappoint Commissioner Randy Sims to the Board of Managers for a two year term. The Court next considered authorizing the County Judge to execute contracts for Residential Services for the Juvenile Services Department. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to to authorize the County Judge to execute contracts for Residential Services for the Juvenile Services Department. The Court proceeded to consider the following blanket Purchase Order: lei Brazos Office Supp Metro Planning Org $ 500 On motion by Commissioner Cauley, seconded by Commissioner Thornton, the Court voted unanimously to approve the Blanket Purchase Order as submitted. The next matter for consideration was the re-award of Bid No. 99-046, Section 2, Office Furniture - Annual Contract. The Purchasing department received notice that Engineering and Office Supply would no longer be able to fill any orders for Steelcase furniture or parts therefore and that part of the bid needed to be awarded to the next lowest bidder. The Purchasing Agent made the following recommendations: Hodges Business Interiors: 1-6, 10, 12-13 Boise Cascade: 7-9 On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to accept the recommendation of the Purchasing Agent and award the contracts as noted. The Court next considered awarding RFP No. 2000-015, Cellular Phone Service for the County. Two RFP's were 2..p"&.-.5eo~ - .V a' rl. The Purchasing Agent recommended awarding the contract to Houston Cellular. The next matter for consideration was approval for the Purchasing Agent to advertise for the following bids: a. Bid 2000-026, Purchase of Hydrostatically Drive Self-Propelled Chip Spreader. b. Bid No. 2000-028, Decking Timber - Annual Contract c. Bid No. 2000-029, Bridge Pilings - Annual Contract d. Bid No. 2000-030, Bridge Repair - Annual Contract e. Bid No. 2000-031, Gasoline and Diesel Fuel - Annual Contract On motion by Commissioner Cauley, seconded by Commissioner Jones, the Court voted unanimously to authorize the Purchasing Agent to advertise for all bids listed above. The Court next considered the following requisitions for purchases through sealed competitive bids for the Road and Bridge Department: Dja Amount 1) No. 2000-017 - Cold Mix Limestone $55,890.00 Primary - Vulcan Materials 2) No. 2000-018 - Fencing Supplies $100,000.00 Primary - Hicks Post Secondary - Conroe Wood Products Alternate - Brazos Bottom 3) No. 2000-019 - Fence Building $200,000.00 Primary - Hurst Fencing Company 4) No. 2000-020 - Motor Grader Blades $25,280.00 Primary - Head & Guile Parts: 71 Blades Secondary - Valk manufacturing: 9' Blades On motion by Commissioner Sims, seconded by Commissioner Jones, the Court voted unanimously to approve the above listed requisitions for the Road and Bridge Department. The Court next considered authorizing work outside of county rights-of-way for the health, safety and welfare of the general public. The Road and Bridge Department requested permission to enter the private property of John Lilly on Tonkaway Lake Road in Precinct 3 to excavate fill dirt from a predetermined area for use on the Greens Prairie VOL e k~ R Commissioners Court meeting January 4, 2000 5 01 Road Project. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to authorize the work. The Court next considered authorizing work outside of county rights-of-way for the health, safety and welfare of the general public. The Road and Bridge Department requested permission to enter the private property of Paula Burkhalter on Raven Drive in Precinct 3 to bury dead livestock. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to authorize the work. The Court next considered acceptance of Risinger Lane and drainage structures of Risinger Estates in Precinct 3 for Brazos County maintenance. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to accept Risinger Lane and drainage structures of Risinger Estates for county maintenance. The Court next considered approval of the Preliminary Plat of Bush Lane Acres located in Precinct 4. Richard Vance, County Engineer, stated that he had reviewed the plat recommended acceptance as submitted. On motion by Commissioner Cauley, seconded by Commissioner Sims, the Court voted unanimously to approved the final plat of the Bush Lane Acres as submitted. On motion by the County Judge, seconded by Commissioner Cauley, the Court voted unanimously to receive, approve and order filed as submitted the Treasurer's report for November 1999. A copy of which is attached to and made a part of these minutes. Under announcement of interest items and possible future agenda topics the County Judge made the following' comments" 1. There will be an Emergency Meeting today at 2:00 p.m. to consider an Order banning Out Door Burning. t VOL I Commissioners Court mating January 4, 2000 2. He and the Juvenile Board Members discussed an RFP for defense attorney services for juveniles. Commissioner Cauley asked how the Court could be sure the juveniles were getting good representation. 3. The local Crime Stoppers Program does not want to raise the current fee of $5.00 collected from probationers. 4. He received a document from the Juvenile Probation Commission that revealed some disturbing statistics concerning the amount of state funds the county received to support the Juvenile Services Department. 5% of county funds are allocated to the Juvenile Services Department. 5. Congratulations are in order to all candidates who are unopposed in the primary. Commissioner Thornton made the following comment: 1. Today is the last day for moving the Law Library. Commissioner Sims made the following comment: 1. He commented that the agenda used to have citizen input at the beginning of the agenda as well as at the end. He stated that he would like to see it put back the way it was. 2. He asked what needed to be done to give merit pay to department heads. He wanted the county to move forward on giving the merit increases. 3.
