To make arrangements call (409) 361-4102. t- ~ 't b• S • ,t t ' t t ' t t ` -2- VO AG 4?-/&- r COMMISSIONERS' COURT SPECIAL MEETING NOVEMBER 28, 1994 A special meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 9:00 a.m. on Monday, November 28, 1994, with the following members of the Court present: R. J. Holmgreen, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2, Absent; Randy Sims, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Mary Ann Ward, County Clerk. The following citizens and officials were in attendance: Ruth McLeod Executive Assistant Carol Palmer Admin. Asst. to County Judge John Reynolds Auditor Cheryl Turney Auditor's Office Richard Vance County Engineer Bobby Riggs Sheriff Rita Watkins Sheriff's Office Ernie Wentrcek Juvenile Services Jim Hiney Bryan/College Station Eagle Charles Croslin Cox/Croslin Architects Bruer Hoelscher Steve Allbritton Crime Stoppers Al Jones County Judge Elect Steve Vaughn Crime Stoppers Commissioner Sims gave the invocation and led the pledge of allegiance. The Court first heard from Steve Allbritton, represen- tative of Crime Stoppers, who returned to Court to follow up 1 .0 M c ~ t on a request from the Commissioners. The County Judge appointed Commissioners Norton and Sims, Sheriff Bobby Riggs and a representative from Crime Stoppers to serve on a committee to consider the request from Crime Stoppers to fully fund the position of the Director. He then named Commissioner Sims to be the Chairman. Mr. Sims then asked Commissioner Norton,.Mr. Allbritton, Sheriff Riggs, and Rita Watkins, to meet within the week. Mr. Allbritton thanked the Court for its consideration. The next matter was a request from the architectural firm VOL_ PAGE- ~_Zz_,:L. y Commissioners Court meeting November 28, 1994 • • a Cox/Croslin and Associates representative, Charles Croslin, to address the Court on the Juvenile Justice Center. commis- sioner Sims indicated that this was merely to update the Court. Mr. Croslin began by showing the site plan with parking facilities. He then showed the conceptual floor plan. He then explained that this is a sixty four (64) bed facility consisting of four (4) pods, central active day room with central control totaling 53,000 square feet with 8,000 square feet dedicated to administration offices. He next showed the structural and mechanical features of the building, the front and back elevations and the drop off point. The cost per square foot is estimated at $140.00 per square foot for detention areas alone. The other areas have a different cost per square foot. It will be a total cost of $6.2 million dollars. Commissioner Sims objected to a $500,000.00 commercial kitchen for the facility. Mr. Croslin suggested some phasing options that would reduce the cost of the project. Mr. Croslin recommended carrying a 64 bed project with the base bid being a 44 bed facility plus an alternate of 20 beds plus alternates. The County Judge stated that the best option would be to take the base bid with alternates and options. The Judge also recommended waiting until after the Legislative session to see what will be done. Commissioner Sims agreed. Commissioner Sims thanked Mr. Croslin. The Court next considered approval of the minutes of the Commissioners' Court meetings held September 26, 1994, October 3, 1994, October 10, 1994, October 17, 1994, October 24, (9:00 a.m.,), October 24, 1994 (10:30 a.m.) and October 31, 1994. On motion by Commissioner Sims, seconded by Commissioner Turner, the Court voted unanimously to approve the minutes as submitted. The Court next considered Budget Amendment #94/95-07, which would transfer funds from Commissioners Court to the landfill. On motion by Commissioner Sims, seconded by Commissioner Turner, the Court voted unanimously to approve vo►v.V,--PAGE,,~Z-L3 l F ~ Commissioners Court meeting November 28, 1994 the budget amendment as submitted, a copy of which is attached hereto. The Court next considered the reappointment of Mr. Alvin Phelps and Mr. Donald Regmund as Fire Commissioners to the Brazos County Fire Prevention District #4 Fire Commissioners Board. On motion by Commissioner Turner, seconded by Commissioner Sims, the Court voted unanimously to reappaint Mr. Alvin Phelps and Mr. Donald Regmund as Fire Commissioners to the Brazos County Fire Prevention District #4 Fire Commissioners Board. The next matter before the Court was consideration of the re-licensing of radio frequencies for law enforcement and volunteer fire departments. This is necessary to re-license the frequencies for the new location at the KBTX tower on 29th Street. Cost for re-licensing the stations is $700.00 each. On motion by the County Judge, seconded by Commissioner Sims, the Court voted unanimously to send the completed license applications and checks to the director of the Brazos County Emergency Communications District who will then forward that plus other required paperwork to APCO (Automated Frequency Coordination, Inc.) The next matter for consideration was approval to advertise for bids on,the microfilming of the County Clerk's criminal court records. On motion by the County Judge, seconded by Commissioner Norton, the Court voted unanimously to authorize the Purchasing Agent to advertise for bids on the microfilming of the County Clerk's criminal court records. The Court next considered action on an Order for Reduction of Multiple-Matching Credits for Future Service to Adequately Fund Pension Obligations. The Actuary for TCDRS has determined under Section 844.601 of the TCDRS Act that obligations charged against the County's account in the subdivision accumulation fund cannot be adequately funded on the basis of contributions provided as required by Section 845.404(a) (2). On motion by Commissioner Norton, seconded by M .i t r VO PAGE V r I~ Commissioners Court meeting November 28, 1994 • • 0 Commissioner Sims, the Court voted unanimously to adopt an order for Reduction of Multiple-Matching Credits for Future Service to Adequately Fund Pension Obligations. Brazos County will reduce its multiple matching credit from 3.2% to 2.3% and retain the 7% contribution equal to the sum of the member contributions of all county employees. A copy of the Order is attached hereto. The Court next considered the posting of speed limits on Straub Road, Stousland Road and Hopes Creek Meadow Circle in Precinct 1. The Court met in a Public Hearing on November 21, 1994 to hear commentary for and against the posting of speed limits on Straub Road, Stousland Road and Hopes Creek Meadow Circle. On motion by Commissioner Norton, seconded by Commissioner Turner, the Court voted unanimously accept the recommendation of the County Engineer and set the following speed limits: Straub Road - 45 mph Stousland Road - 40 mph Hopes Creek Meadow Circle - 30 mph The Court next considered the request from Wellborn Water Corporation to place a road bore in the right-of-way of Stillwater Road for water line installation. The site is located in Precinct 1. The County Engineer stated that all appeared to be in order and recommended approval. On motion by Commissioner Norton, seconded by Commissioner Sims, the Court voted unanimously to approve the request of Wellborn Water Corporation and authorized the installation. A copy of the request is attached hereto. The Court next considered the request from Wickson Creek Special Utility District to place three (3) road bores in the right-of-way of Tonkaway Lake Road approximately 1.5 miles from its intersection with Bird Pond Road for water line installation: The site is located in Precinct 3. The County Engineer stated that all appeared to be in order and recommended approval. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously ~s-- VO PAGE_ • 1 Commissioners Court meeting November 28, 1994 4 f E 4 k E to approve the request of Wickson Creek Special Utility District and authorized the installations. A copy of the request is attached hereto. The Court next considered the request from GTE Southwest to place a road bore in the right-of-way of Silver Hill Road for buried cable installation. The site is located in Precinct 4. The County Engineer stated that all appeared to be in order and recommended approval. On motion by Commissioner Turner, seconded by Commissioner Norton, the Court voted unanimously to approve the request from GTE. Southwest and authorized the installation. A copy of the request is attached hereto. On motion by Commissioner Turner, seconded by Commissioner Sims, the Court voted unanimously to adopt a Resolution requesting that the Texas Transportation Commission of the Texas Department of Transportation delete the section of Farm to Market Road 1179 from the State Highway System. This section known as Jones Road will remain on the Brazos County road system under county maintenance. The Court received, approved and ordered filed as submitted the Treasurer's report for October 1994. A copy of which is attached to and made a part of these minutes. The Court proceeded to consider the change of status of the following employees. This highway was originally designated by Minute Order 84177 dated February 26, 1986 and was later amended by Minute Order 101578 dated October 28, 1992.
