J. The court next considered approval of the minutes of the Commissioners' Court meetings held August 1, 1994, August 8, 1994, August 15, 1994 (9:00 a.m.), August 15, 1994 (11:00 a.m.), August 22, 1994, August 24, 1994, August 29, 1994 (9:00 a.m.), August 29, 1994 (10:00 a.m.), August 29, 1994 (10:30 a.m.), August 29, 1994 (11:00 a.m.), Soptember 6, 1994, September 8, 1994 and September 12, 1994. On motion by Commissioner Norton, seconded by Commissioner Turner, the Court voted unanimously to approve the minutes as submitted. 1 .~.fi1,►a 'tili4lt~tf+r v'=^.-••v_ v'c-a-w~oR~v..-a' - • . • • Commissioners Court meeting October 24, 1994 The Court next considered Budget Amendment #94/95-04, which would reallocate funds budgeted for the Treasurer's office, transfer funds from the Commissioners Court to Justice of the Peace Precinct 7 Place 2 to create a full time clerk position, and to the office of Constable Precinct 4 to help pay for a vehicle. On motion by Commissioner Wilcox, seconded by Commissioner Norton, the Court voted unanimously to approve the budget amendment as submitted, a copy of which is attached hereto. The next matter before the Court was consideration of the appointment of Mr. Bruce Prindle to the Brazos County Child Welfare Board. On motion by Commissioner Wilcox, seconded by Commissioner Norton, the Court voted unanimously to accept the recommendation of Topaz Hughes, Chairman of the Child Wolfaro Board and appoint Mr. Bruce Prindle to the Child Welfare Board. The next matter for consideration by the Court was a request submitted by the head of Data Processing requesting approval for out of state travel for Teresa Pepper. Ms. Pepper would be traveling to Nashville, Tennessee to attend a system Z training session during the week of December 5 through the 9, 1994. On motion by Commissioner Sims, seconded by Commissioner Wilcox, the Court voted unanimously to grant the request from the head of Data Processing and approved payment of out of state travel expense for Ms. Teresa Pepper. The next matter before the Court was approval of a Contractual Agreement between Brazos County and the Brazos Valley Development Council. The Development Council will handle the administration of the Brazos County Indigent Health Care Program for Brazos County. The cost to Brazos County will be $40,880.00 annually. The term of the contract will be extended to cover the period October 1, 1994 through September 30, 1995. On motion by Commissioner Wilcox, seconded by Commissioner Norton, the Court voted unanimously to enter into contractual agreement with the Brazos Valley Development 1 l 1 a 4 Commissioners Court meeting October 24, 1994 I .I I E ~ , P } 7 i i ~y a r. Council for the administration of the Indigent Health Care Program and the County further agrees to purchase the update of the RedBook Prescription Database Software when it renews in March of 1995. A copy of the contractual agreement is attached hereto. The next matter for consideration was a tax refund to Alenco, A Division of Redman Industries. In a negotiated settlement it was agreed that the appraised value for 1993 be lowered from $254,000.00 to $108,360.00 on motion by Commissioner Sims, seconded by Commissioner Turner, the Court voted unanimously to refund $632.37 in county taxes for 1993 to Alenco, A Division of Redman Industries. on motion by Commissioner Norton, seconded by Commis- sioner Wilcox, the Court voted unanimously to appoint the following persons as presiding judge and alternate judge for the current voting year at the following voting precincts: Pct Election Judge Alternate Judge 20 Chris Childress 40 Rent Watson 57/22/50/ 56 Betty Norman 61 Terry Watson 32 Lori Childress The. Court next considered contracting with Fred Patterson, Architect, for work needed at the Brazos Center. This is for the construction and acquisition of a new panel- divider between Assembly I i Assembly II of the Brazos Center. on motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to enter into contract with Fred Patterson for the construction and acquisition of a new panel-divider between Assembly I & Assembly II of the Brazos Center. The next matter for consideration was approval to advertise for bids for material and labor for carpeting the second floor of the Annex Building and parking lot lighting for the Brazos Center. on motion by Commissioner Norton, seconded by Commissioner Turner, the Court voted unanimously i ■ • 1 . , a • 1 • . Commissioners Court meeting October 24, 1994 to authorize the Purchasing Agent to advertise for bids for material and labor for carpeting the second floor of the Annex Building and parking lot lighting for the Brazos Center. The next matter before the Court was reconsideration of the Proposal for Inmate Telephone Service RFP No. 94-753. The evaluation committee made up of Randy Sims, Ruth McLeod, Bobby Riggs, Ralph Jones and Cheryl Turney recommended that the Commissioners Court enter into contract negotiations with Peoples Telephone Company for Inmate telephone service and to negotiate with them in the areas of commission, training, and reporting techniques. on motion by Commissioner Norton, seconded by Commissioner Turner, the Court voted unanimously to accept the recommendation of the evaluation committee and enter into negotiations with Peoples Telephone Company. If the negotiations fail to bring about the desired results, then the Court will consider North American InTeleCom as an alternate. The Court next considered the request from GTE Southwest to place a road bore in the right-of-way of Timberline Drive for parallel cable installation along the right-of-way of Hunter's Creek Road. The site is located in Precinct 1. The County Engineer stated that all appeared to be in order and recommended approval. on motion by Commissioner Norton, seconded by Commissioner Turner, the Court voted unanimously to approve the request of GTE Southwest and authorized the installation. A copy of the request is attached hereto. The Court next considered the request by United Telephone Company to place road bores and parallel installation the rights-of-way of Chisolm Trail, Frontier Lane and Westword Ho (Seven-Eleven Ranch Subdivision). The location is in Precinct 1. on motion by commissioner Norton, seconded by Commissioner Turner, the Court voted unanimously to approve the request of United Telephone Company and authorized the installation. A copy of the request is attached hereto. The Road and Bridge Department requested permission to enter the private property of Mark Carrabba located off Rabbit Lane to remove brush near a curve in the roadway to create better sight distance. on motion by Commissioner Wilcox, seconded by Commissioner Norton, the Court voted unanimously to authorize the work. The Court next considered six (6) requests from Ferguson Burleson County Gas Gathering System. The first request was for a road bore in the right-of-way of White Switch Road approximately 75.0 feet north of its intersection with FM 159. Included with the request was company draft no. 3032 in the amount of $500.00. The site is located in Precinct 1. The second request was for a road bore in the right-of-way of Fickey Road approximately 1.05 mile north of SH 21. Included with the request was company draft no. 3033 in the amount of $3,000.00. The site is in Precinct 2. The third request was for a road bore in the right-of-way of Sand Creek Road approximately 1.356 miles north of SH 21. Company draft no. 3033 applies to this request. The site is in Precinct 2. The forth request was for a road bore in the right-of-way of old Reliance Road approximately 30.0 feet south of its intersection with Wallis Road. Company draft no. 3033 applies to this request. The site is in Precinct 3. The fifth request was for a road bore in the right-of-way of Carraba Road approximately 0.5 mile south of SH 21. Company draft no. 3033 applies to this request. The site is in Precinct 3. The sixth request was for a road bore in the right-of-way of Andert Road approximately .15 mile of SH 21. Damage to banks, ditches, driveways, and roads caused by the equipment shall be immediately repaired to the satisfaction of the Engineer and Public Authorities having jurisdiction over highway and road right-of- way where involves. 4. Trenches snail be promptly tack-filled with earth, and mechanically tamped at six (d) inch lifts so that the earth is restored to original grace to assure no hazard to vehicular, animal or pedestrian traffic. No trenches shall be left open overnight. ' 5.
