SEPTEMBER 8, 1994, AT 2:00 P.M. IN THE COMMISSIONERS' COURTROOM OF
THE BRAZOS COUNTY COURTHOUSE, 300 EAST 26TH STREET, SUITE 115,
BRYAN, TEXAS.
1. Consider and take action to adopt the county budget for fiscal
year 1994-95.
2. Set Ad Valorem Tax Rate for 1994 on all property in Brazos

COMMISSIONERS' COURT
BUDGET HEARING
SEPTEMBER 8, 1994
The Commissioners' Court met in special session to hold a
public hearing on the County budget for 1994-1995. The Public
Hearing began at 2:00 p.m. on Thursday, September 8, 1994, with the
following members of the Court present:
R. J. Holmgreen, County Judge, Presiding;
Gary Norton, Commissioner of Precinct 1;
Walter Wilcox, Commissioner of Precinct 2;
Randy Sims, Commissioner of Precinct 3;
Milton Turner, Commissioner of Precinct 4;
Frank Boriskie, County Clerk.

The County Judge opened the public hearing on the 1994-1995
Budget for Brazos County and announced the reason for holding the
Public Hearing. He then asked if anyone had any opening remarks
before going through the budget.
The County Judge proceeded to go through the budget by
department. He began with Revenue. Mrs. Moncivias asked if this
year's tax rate produced more revenue than last years. She also
asked what the tax rate was. The County Judge answered that he did

not have answers to all her questions but could give them to her
after the meeting.
The Court proceeded through the budget making corrections or
additions for each department. After reviewing each fund and
department, the County Judge asked for comments. Mr. Henry Allen
commented about seeing a number of Road i Bridge employees on a
site removing a tree limb. He said that most were standing around

watching inmate labor do the work. He asked why were there so many
laborers there and why were they doing nothing. He suggested that
maybe Road & Bridge did not need that many employees. The Court
advised Mr. Allen they would investigate the situation.
The County Judge announced the Public Hearing closed and
opened the Commissioners Court meeting to approve the Budget and
set the tax rate.
The County Judge recommended adopting the proposed budget as
filed including the additions and corrections and recommended the
pay increase begin September 26, 1994. He stated the budget was
based on a 97% collection of taxes. The County Judge then moved to
adopt the budget including corrections and additions and to begin
the pay raise September 26, 1994. Commissioner Norton seconded the
motion. Commissioner Sims questioned beginning the raises prior to
October 1, 1994. The County Judge explained that with the current
computer program, implementing two (2) different pay levels would
be very time consuming and lend itself to a large margin of errors.
Commissioner Sims then questioned the legality of an early pay
increase. A representative of the Auditor's office reinforced the
Judge's explanation. The County Judge then withdrew his motion to
adopt the budget with the early pay increase and Commissioner
Norton withdrew his second.
The County Judge moved to adopt the 1994-1995 budget including
1 the corrections and additions. Commissioner Norton seconded the
motion and it carried unanimously.
Commissioner Wilcox moved to begin the pay increase September
26, 1994, which is four (4) days before the beginning of the new
budget year. Commissioner Turner seconded the motion.
Commissioners Norton, Turner and Wilcox voted "Aye". Commissioner
Sims voted "No". The motion carried.
All members being present, the Court proceeded to set the tax
e rate for the year 1994. on motion by County Judge, seconded by
Commissioner Norton, the Court voted unanimously to set the ad
valorem taxes against all property in Brazos County, Texas as
follows:
