7. Consider and take action on payment of claims.

A special meeting of the Commissioners' Court of Brazos
County, Texas was held in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County, Texas, beginning at 9:00
a.m. on Monday, March 22, 1993, with the following members of
the Court present:
R. J. Holmgreen, County Judge, Presiding;
Gary Norton. Commissioner of Precinct 1;
Walter Wilcox, Commissioner of Precinct 2;
Randy Sims, Commissioner of Precinct 3;
Milton Turner, Commissioner of Precinct 4;
Mary Ann Ward, County Clerk.
The following citizens and officials were in attendance:

Commissioner Sims gave the invocation and led the pledge
of allegiance.
The Court next considered Budget Amendment #92/93 -12,
which would reallocate fur_ds budgeted for the Minimum Security
Jail and Justice of the Peace Precinct 4 Place 2, transfer
money from the Justice of the Peace Precinct 4 Place 1 budget
to the Justice of the Peace Precinct 4 Place 2 budget and
increase the budgets of Precinct 7 Training and the Sheriff's
Department. On motion by Commissioner Turner, seconded by
Commissioner Sims, the Court voted unanimously to approve the
budget amendment as submitted, a copy of which is attached
hereto.
The Court next considered an Exemption from Competitive
Bidding Requirements of Local Government Code, Section
262.024(a)(4). This is for the purchase of personal service,

computer programming from Zortec, those individuals being Mike
Pappafotis and Leonard Spillman. The Commissioners' Court
determined that this was a single source supplier. On motion
by Commissioner Norton, seconded by Commissioner Sims, the
Court voted unanimously to approve the Exemption of
Competitive Bidding Requirements and authorized the payment
for all personal services from the designated individuals for
fiscal year 1993. Commissioner Sims questioned Dr. Colunga as
to whether Zortec is responsible for the time lag. Dr.
Colunga replied, "No, that man hours were underestimated."
The Court next considered awarding the following bid:

Commissioners' Court meeting March 22, 1993
Cheryl Turney, Purchasing Agent, recom-
mended acceptance of the bid submitted by
EOS because they bid Steelcase as re-
quested in the specifications. Commis-
sioner Norton moved to accept the recom-
mendation of the Purchasing Agent and
award the contract to EOS. Commissioner
Turner seconded the motion. Commis-
sioners Norton and Turner and the County
Judge voted "Aye "; Commissioners Sims and
Wilcox voted "No ". The motion carried.
The Court proceeded to consider the change of status of
the following employees.

On motion by the County Judge, seconded by Commissioner
Sims, the Court voted unanimously to approve the Claims as
submitted.
The County Judge recessed the meeting until 10:30 a.m..
The County Judge reconvened the meeting of the Commis-
sioners' Court of Brazos County, Texas at 10:30 a.m.. No
action was taken.
There being no further business to come before the Court,
the meeting was adjourned.

BUDGET AMENDMENT(S) FOR THE 1992 -1993 BUDGET YEAR
NO. 92/93 -12
On this the 22nd day of March 1993 at a special meeting of the
Commissioners' Court, the following members were present:
R. J. Holmgreen, County Judge, Presiding
Gary Norton, Commissioner, Precinct 1;
Walter Wilcox, Commissioner, Precinct 2;
Randy Sims, Commissioner, Precinct 3;
Milton Turner, Commissioner, Precinct 4;
Mary Ann Ward, County Clerk.
The following proceedings were held:
THAT WHEREAS, on March 22, 1993, the Court heard and approved
a budget amendment for the 1992 -1993 budget year for Brazos County,
Texas.
WHEREAS, an expenditure is necessary due to the necessity to
meet unusual and unforeseen conditions which could not be
reasonably included in the original budget adopted September 28,
1992, the following amendment(s) to the original are hereby
authorized, as described on the attached 1 page(s).
ADOPTED AND APPROVED this the 22nd day of March 1993
