COMMISSIONERS' COURT
SPECIAL MEETING
FEBRUARY 1, 1993
A special meeting of the Commissioners' Court of Brazos
County, Texas was held in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County, Texas, beginning at 9:00
a.m. on Monday, February 1, 1993, with the following members
of the Court present:
R. J. Holmgreen, County Judge, Presiding;
Gary Norton, Commissioner of Precinct 1, Absent;
Walter Wilcox, Commissioner of Precinct 2;
Randy Sims, Commissioner of Precinct 3;
Milton Turner, Commissioner of Precinct 4;
Mary Ann Ward, County Clerk.
The following citizens and officials were in attendance:

Commissioner Sims gave the invocation and led the pledge
of allegiance.
The Court next considered approval of the minutes of the
Commissioners' Court meetings held October 12, 1992. On
motion by Commissioner Sims, seconded by Commissioner Wilcox,
the Court voted unanimously to approve the minutes as
submitted.
The Court recognized Ron Schmidt, representative of
Brazos Beautiful, who thanked the Court for its support of
Brazos Beautiful. He showed the Court the first place plaque
awarded to Brazos Beautiful by the National Keep America
Beautiful Organization in Washington D.C.. Diane Craig,
Director of Brazos Beautiful, introduced the Court to
"Magnificent Myrtle," the symbol for Brazos Beautiful, and
said that "Myrtle" would be available for promotional

appearances through out the county. Commissioner Sims said
that Brazos Beautiful helps beautify the cities and this in
turn has a very positive impact on jobs and new industry
coming into the area.
The Court next considered adopting a Resolution
authorizing application for a grant to support the Brazos
Valley Narcotics Trafficking Task Force that is administered
by the District Attorney's office. Such grant to be in the
total amount of approximately $700,000.00. The local match is
already in place and this year the Task Force will be
receiving help from Burleson County. On motion by
Commissioner Sims, seconded by Commissioner Wilcox, the Court
voted unanimously to authorize the County Judge to make
application on behalf of Brazos County to the Criminal Justice
Division and accept on behalf of Brazos County such grant
funds as may be tendered. A copy of the resolution is
attached hereto.
The Court next considered two (2) requests for out of
state travel. The first was a written request submitted by
Commissioner Wilcox requesting approval for out of state
travel for himself. Commissioner Wilcox would be traveling to
Wichita, Kansas to attend the Southwestern States RC &D
Association meeting February 22 through 25, 1993. The second
was a written request submitted by the District Attorney's
office requesting approval for out of state travel for a Task
Force employee to travel to Louisiana to attend Canine
Training Classes. On motion by Commissioner Sims, seconded by
Commissioner Turner, the Court voted unanimously to grant the
request from Commissioner Wilcox and the District Attorney and
approved payment of out of state travel expense for the
Commissioner and the Task Force employee.

The Court proceeded to consider the change of status of ,-

Commissioner Sims questioned the request submitted by the
County Attorney to grant Norbert Mahnke a six (6) month step j
increase in salary when one of the conditions of his employ-
ment upon being hired was that there would be no six (6) month
increase. On motion by Commissioner Sims, seconded by j
Commissioner Wilcox, the Court voted unanimously to approve
the changes as submitted with the exception of the request
submitted by the County Attorney. Mr. Mahnke will remain at
his current salary.
The Court next considered the following Claims as
submitted by the County Treasurer for payment:

On motion by Commissioner Sims, seconded by Commissioner
Wilcox, the Court voted unanimously to approve the Claims
as submitted.

the meeting was adjourned.

A RESOLUTION BY THE COMMISSIONERS' COURT OF BRAZOS COUNTY,
TEXAS AUTHORIZING THE SUBMISSION OF A GRANT REQUEST TO THE
GOVERNOR'S CRIMINAL JUSTICE DIVISION FOR FUNDING TO BRAZOS
COUNTY, TEXAS FOR A PROGRAM KNOWN AS THE "NARCOTICS
TRAFFICKING TASK FORCE ".
WHEREAS, THE COMMISSIONERS' COURT OF BRAZOS COUNTY, TEXAS, have the moral
obligation to the citizens and taxpayers of the Brazos County to ensure that the
criminal justice system operates in the most efficient and coordinated manner possible;
and
WHEREAS, the Commissioners' Court is aware there are limited special services
available to or provided for the enforcement of drug laws; and
WHEREAS, the Commissioners' Court feels that the continuation of the Narcotics
Trafficking Task Force will materially enhance the administration of justice in Brazos
County, Texas; and,
WHEREAS, the opportunity exists to fund vital parts of this program through the
Office of the Governor of the State of Texas, Criminal Justice Division;
NOW, THEREFORE BE IT RESOLVED, by the Commissioners' Court of Brazos County,
Texas at its meeting on the 1st day of February, 1993 that:
1. The County Judge of Brazos County, acting on behalf of Brazos County be
authorized to make application to the Criminal Justice Division, Office of
the Governor, for grant funds resulting from the Narcotics Trafficking
Task Force.
2. The County Judge be authorized to accept such grant funds should they be
tendered; and
3. This resolution becomes effective upon its adoption.
