THE COMMISSIONERS' COURT WILL MEET IN SPECIAL SESSION ON MONDAY,
DECEMBER 28, 1992, AT 9:00 A.M. IN THE COMMISSIONERS' COURTROOM
OF THE BRAZOS COUNTY COURTHOUSE, 300 EAST 26TH STREET, SUITE 115,

DECEMBER 28, 1992
A special meeting of the Commissioners' Court of Brazos
County, Texas was held in the Commissioners' Courtroom in the

Courthouse in Bryan, Brazos County, Texas, beginning at 9:00
t a.m. on Monday, December 28, 1992, with the following members

Commissioner Sims gave the invocation and led the pledge
of allegiance.
Tho County Judgo rcc.)gnized Dick Haddox, Red Cashion and
Adrian McDonald, repres:ntatives of Anco Insurance, who
presented the Court with a check for $1,2500 to purchase a
video camera for use in a sheriff's patrol vehicle. The
County Judge thanked them for the generous contribution.
The Court next considered an order appointing James A.
Amis, Jr. to sit as Spec..al Judge in County Court at Law I
from December 28, 1992 to allow Judge Davis to take vacation
time. on motion by Oommissioner Norton, seconded by

Commissioners' Court meeting December 28, 1992
Commissioner Sims, the Court voted unanimously to approve the
Order naming James A. Amis, Jr. as Special Judge for County
Court at Law I for the date of December 28, 1992. A full copy
I
of the Order is attached to and made a part of these minutes.
The next matter for consideration was an application for
military service credit from Charles R. Blondeau. On motion
by Commissioner Wilcox, seconded by Commissioner Sims, the
Court voted unanimously to forward the application of Charles
R. Blondeau to the Texas County and District Retirement System
along with his check for Five Hundred Forty Dollars ($540.00)
which represents his contribution for the months of militaay
service for which he seeks credit.
The Court next considered awarding the following bids:
Bid No. 93-668 - Annual Fencing Supplies
Cheryl Turney, Purchasing Agent, recom-
mended acceptance of the low bid submit-
ted by Brazos Bottom Crop on the Barbed
and Barbless Wire, the low bid on the
Metal Tee Posts submitted by Producers
Co-Op, the low bid on the Wooden Posts
submitted by Hicks Post Company and the
low bid on the Cedar Posts submitted by
Brazos Bottom Crop. On motion by Commis-
sioner Norton, seconded by Commissioner
Sims, the Court voted unanimously to
accept the recommendation of the
Purchasing Agent and award the contract
to Brazos Bottom Crop, Producers Co-Op
and Hicks Post Company. A copy of the
bid tabulation is attached hereto.

Cheryl Turney, Purchasing Agent,
recommended acceptance of the bid on
monthly service submitted by Herwald Pest
Control and acceptance of the bid on flea
spraying submitted by Binford. On motion
by Commissioner Sims, seconded by commis-
sioner Norton, the Court voted unani-
mously to accept the recommendation of
the Purchasing Agent and award the
contract to Herwald Pest Control and
Binford.
The Court next considered approval of the certification
of the county maintained road mileage as submitted by the
County Engineer. Holland Winder, County Engineer informed the
Court the County maintained 470 miles of roads. On motion by
the County Judge, seconded by Commissioner Norton, the Court
voted unanimously to approve the certification submitted by
the County Engineer and forward a copy to the State Department
of Highways and Public transportation.

Commissioner Sims recommended that Johnny Burkhalter be
terminated from his position as Constable Precinct 2 and then
rehired as Jail Administrator. He also recommended delaying
consideration of the hiring of Michael Welch pending an
Attorney General's opinion on nepotism. On motion by
Commissioner Norton, seconded by Commissioner Wilcox, the
Court voted unanimously to approve the changes subject to the
recommendations made by Commissioner Sims.

On motion by the County Judge, seconded by Commissioner
j Norton, the Court voted unanimously to approve the Claims as
submitted with the exception of claim number 125012 and 125013
which were payments for dues not approved by the Court.
At 9:15 a.m. the County Judge announced the meeting
closed to the public so that the Court could meet in closed
executive session to discuss personnel as allowed under
Section (6252-17(2)(g) Vernon's Texas Civil Statutes.
At 10:06 a.m. the County Judge announced the meeting open
to the public. On motion by the County Judge, seconded by
Commissioner Norton, the Court voted unanimously to approve
the request of the Judge of the 272nd District Court to hire
a new employee with all benefits except retirement. The
District Judge was a:•ked to inquire if the new employee has
insurance coverage Elsewhere. On motion by Commissioner
Wilcox, seconded by Commissioner Sims, the Court voted
unanimously to approve the request of the County Engineer to
extend twelve (12) days of additional sick leave to Roy
Elliott and to pay them at a lower wage.
There being no f lrther business to come before the Court,
the meeting was adjourned.

WHEREAS, he has requested the appointment of James A. Amis,
Jr. to sit as Special Judge of the County Court at Law No. 1 of
Brazos County, Texas on the above mentioned date in all matters
that are, or may be, docketed on the Court's dockets for this day
in all matters that are, or may be, docketed on the Court's dockets
for this day, and to have and exercise all powers of a Special
Judge in relation to matters involved, it is, therefore,
ORDERED, ADJUDGED AND DECREED, Pursuant to authority of
Article 30.03, Section 2, Code of Criminal Procedure, that James A.
Amis, Jr., a former Judge of County Court at Law of Brazos County,
Texas, to sit and hear all matters that are, or may be, docketed on

any of the Court's dockets on the above-mentioned day and shall
have and exercise all pouers of such Special Judge in relation to
the matters involved:
