Consider and take action on budget amendments. 5. Presentation of Certificate of Achievement in Financial Re- porting to Brazos County Auditor. 6. Consider and take action on adjusting rental fees for the remodeled areas of the Brazos Center. 7. Consider and take action on Order Adopting An Exception to Plat Requirements. 8. I VO L PAG E y'o • COMMISSIONERS' COURT • • • a 4 r SPECIAL MEETING NOVEMBER 23, 1992 A special meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 9:00 a.m. on Monday, November 23, 1992, with the following members of the Court present: R. J. Holmgreen, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Walter Wilcox, Ccmmissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Milton Turner, Ccmmissioner of Precinct 4; Mary Ann Ward, County Clerk. The following citizens and officials were in attendance: Ruth McLeod Carol Palmer Bea Green Rosalie Todaro Cheryl Turney Sharon Fairchild A. H. Asst. to County Judge Secretary to Commissioners Auditor's Office Auditor's Office Auditor County Engineer Treasurer's Office Brazos Center Bryan/College Station Eagle KBTX-TV KBTX-TV Commissioner Sims gave the invocation and led the pledge of allegiance. The Court next considered approval of the minutes of the Commissioners' Court me-:tings held August 10, 1992, August 17, 1992, August 24, 1992, August 31, 1992, September 8, 1992, September 14, 1992 and :;eptember 21, 1992. Commissioner Sims noted that there were vome typographical errors that needed correcting in the minutes of August 17, 1992. Commissioner Sims moved to approve the minutes with the corrections. Commissioner Turner sec)nded the motion. The Court voted to approve the minutes with the corrections. Commissioner Wilcox abstained from voting on approval of the minutes of August 10, 1992 stating that he had been out of town on that day. The Court next considered Budget Amendment $92/93-02, which would increase the budgets of the Sheriff's Office, VOL- • Commissioners' Court meeting November 23, 1992 I Constable Precinct 7, Constable Precinct 4 and Constable Precinct 5 to reflect auto expenses encumbered in the 91-92 budget year. The amendment will also correct a posting error in the 92-93 budget figures in the CO Debt Service Fund and Permanent Improvement Debt Service Fund. On motion by commissioner Turner, seconded by Commissioner Norton, the Court voted unanimously to approve the budget amendment as submitted, a copy of which is attached hereto. The next matter before the Court was the presentation of the Certificate of Achievement in Financial Reporting to the i County Auditor. The Certificate of Achievement is the highest form of recognition in governmental accounting and financial reporting and its attainment represents a significant accomplishment by a government and its management. The County Judge presented the Certificate to Sharon Fairchild, County Auditor, and the Court congratulated her and her staff on a job well done. The Court next considered adjusting the rental fees for B the remodeled areas of the Brazos Center. In a letter from a the director of the Brazos Center it was noted that the square N footage of Assembly III had been incorrectly reported and that the Assembly IV commercial rate minimum would be more plausible at $70 instead of the original $90. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to adjust the rental fees for the remodeled area of the Brazos Center. The next matter before the Court was a request from Mr. Daryl Ambler, who asked that he be granted exception to plat roquiremonto in accordance to Suctions 232.010 and 232.0015, Vernons Texas Codes Annotated, Land Use Regulations. Mr. Ambler is the adjoining property owner to Wellborn Water Supply Corporation and has agreed to convey to Wellborn Water Supply Corporation a two (2) acre tract of land so that Wellborn Water Supply Corporation can expand the current facility. A copy of the Order is attached hereto. Supply Corporation to place a road bore in the right-of-way of Rock Prairie Road for the purpose of installing a 2" water line approximately 0.5 miles from the entrance of the waste water treatment plant. The site is located in Precinct 1. The County Engineer stated that all appeared to be in order and recommended approval. On motion by Commissioner Norton, seconded by Commissioner Sims, the Court voted unanimously to approve the request of Wellborn Water Supply Corporation and authorized the installation. A copy of the request is attached hereto. place a buried cable in the right-of-way of Williams Road beginning 0.7 miles northeast of its intersection with Old Bundick Road for a distance of approximately 789 feet in a northeasterly direction. The site is located in Precinct 2. The County Engineer stated that all appeared to be in order ' i and recommended approval. On motion by Commissioner Wilcox, i seconded by Commissioner Norton, the Court voted unanimously to approve the request of GTE Southwest and authorized the installation. A copy of the request is attached hereto. The Court next considered the request by Aquila Southwest Pipeline Corporation to place a road bore in the right-of-way of Castenson Road to install a natural as g pipeline ~ approximately 5201.0 feet southeast of its intersection with Old San Antonio Road. Accompanying the request is company check #016283 in the amount of $500.00. The site is located in Precinct 2. The County Engineer stated that all appeared to be in order and recommended approval. On motion by Commissioner Wilcox, seconded by Commissioner Sims, the Court Commissioners' Court meeting November 23, 1992 voted unanimously to approve the request of Aquila Southwest Pipeline Corporation and authorized the installation. A copy of the request is attached hereto. The Court next considered the request by GTE Southwest to relocate a pole 30.0' over to the new right-of-way line beginning at the end of an existing lead on Hollow Heights Drive. The site is located in Precinct 3. The County Engineer stated that all appeared to be in order and recommended approval. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to approve the request of GTE Southwest and authorized the installation. A copy of the request is attached hereto. The Court next considered the request by Wickson Creek Special Utility District to place a road bore in the right-of- way of Twin Creek Circle/Rustic Oaks Subdivision for the purpose of installing a 1.5 inch water line. The site is located in Precinct 3. The County Engineer stated that all appeared to be in order and recommended approval. On motion by Commissioner Sims, seconded by Commissioner Wilcox, the Court voted unanimously to approve the request of Wickson Creek Special Utility District and authorized the installation. A copy of the request is attached hereto. The Court received, approved and ordered filed as submitted the Treasurer's report for October 1992. A copy of which is attached to and made a part of these minutes. The Court proceeded to consider the change of status of the following employees. Task Force Claims-123028-thru-123030- Commissioner Sims questioned check number 92456 which was payment for a subscription to the Eagle, check number 92555 which was a billing from the College Station Hilton. Commis- 0 sioner Sims asked what the County was paying for. Commis- sioner Sims then questioned check number 92600 which was payment for a statement of fact. Commissioner Sims asked why it cost more to have something transcribed in house as compared to sending it out for transcription. Commissioner Sims then asked who owned M Transcription Service and then he asked for two Attorney General opinions, one regarding the transcription of Court Reporter notes and the other who has control over who does transcriptions. On motion by the County Judge, seconded by Commissioner Norton, the Court voted unanimously to approve the Claims as submitted.
