TEXAS NOTICE OF MEETING AND AGENDA BRAZOS COUNTY COMMISSIONERS COURT SPECIAL CALLED MEETING THE COMMISSIONERS COURT WILL CONDUCT A SPECIAL CALLED MEETING ON FRIDAY, DECEMBER 17,1999 AT 1:30 P.M. IN ROOM 108 OF THE BRAZOS COUNTY COURTHOUSE, 300 EAST 26"' STREET, BRYAN, TEXAS. 1. Consider and take action on recommendations by liaisons for merit increases for department heads. 2. Discussion of appointment of a replacement for the Judge of County Court at Law #2. 3. Convene into Executive Session pursuant to 551.074 of the Texas Government Code to deliberate the replacement of the Emergency Management Coordinator. 4. Consider and take action on Executive Session. 5. Adjourn. The Courthouse is wheelchair accessible. Handicap parking spaces are available. Any request for sign interpretive services must be made two business days before the meeting. To make arrangements, call (409) 361-4102. r COMMISSIONERS' COURT SPECIAL MEETING DECEMBER 17, 1999 A special called meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 1:30 p.m. on Friday, December 17, 1999, with the following members of the Court present: Alvin W. Jones, County Judge, Presiding; Tony Jones, Commissioner of Precinct 1, Absent; Wm.S. Thornton, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4; Mary Ann Ward, County Clerk. The attached sheet contains the names of the citizens i a~ and officials that were in attendance: The Court first considered recommendations by department liaisons for merit increases for department heads. There was considerable discussion of an evaluation document plus whether or not the merit will be a separate supplement or a step increase. Commissioner Sims moved to approve recommendations. Commissioner Thornton seconded the motion. After further discussion, Commissioners Sims and Thornton withdrew their motion and second. Then on motion by Commissioner Sims, seconded by Commissioner Thornton, the Court voted unanimously to table consideration. The Court proceeded to consider the appointment of a replacement for the Judge of County Court at Law #2. Commissioners Thornton, Sims and Cauley did not want to appoint a candidate running for the position. Judge Davis, most recent Judge of County Court at Law #2, told the Court that his research indicated that he could function as a Judge until the Court makes an appointment. He does not feel any cases he judges will be overturned. Steve Smith, Judge 361" District Court stated that he thinks it's a bad decision to have 3 separate judges in one year. Commissioner Sims said that he would like to appoint someone after January 3, 2000 which is the filing deadline. Commissioner • • • Commissioners Court meeting December 17, 1999 2 Thornton said that he would like to appoint the winner of the primary election leaving Judge Davis on the bench until that time. At 2:20 p.m. the County Judge announced the meeting closed to the public so that the Court could meet in Executive Session pursuant to Section 551.074 of the Texas Government Code to deliberate the replacement of the Emergency Management Coordinator. At 4:39 p.m. the County Judge opened the meeting to the public and announced that no action would be taken on the Executive Session.
