COMMISSIONERS' COURT
REGULAR MEETING
NOVEMBER 30, 1999
A regular meeting of the Commissioners' Court of Brazos
County, Texas was held in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County, Texas, beginning at 9:00
a.m. on Tuesday, November 30, 1999, with the following members
of the Court present:
Alvin W. Jones, County Judge, Presiding;
Tony Jones, Commissioner of Precinct 1, Absent;
Wm. S. Thornton, Commissioner of Precinct 2;
Randy Sims, Commissioner of Precinct 3;
Carey Cauley, Jr., Commissioner of Precinct 4;
Mary Ann Ward, County Clerk.
The attached sheet contains the names of the citizens and
officials that were in attendance.
Commissioner Thornton gave the invocation and led the
pledge of allegiance.
The Court next considered Budget Amendment #99/00-6.1
through 6.3, which would transfer funds to Community Support
from Contingency; create a line item in the Road & Bridge
Budget and reallocate funds for the Tax Office. On motion by
Commissioner Sims, seconded by Commissioner Cauley, the Court
voted unanimously to approve the budget amendment as
submitted, a copy of which is attached hereto.
The Court proceeded to consider the change of status of
employees as submitted on the attached Personnel Action
Requests. On motion by Commissioner Sims, seconded by
Commissioner Cauley, the Court voted unanimously to approve
the changes as submitted.
The Court next considered the following Claims as
submitted by the County Treasurer for payment:
20001701 through 20001874
On motion by Commissioner Cauley, seconded by Commissioner
Thornton, the Court voted unanimously to approve the Claims as
submitted.

The next matter for consideration by the Court was
rescinding authorization for the County Judge to serve as
agent for the Commissioners Court in rescinding the Order
Prohibiting Outdoor Burning. On motion by Commissioner Sims,
seconded by Commissioner Thornton, the Court voted unanimously
to rescind the authorization.
On motion by Commissioner Thornton, seconded by
Commissioner Cauley, the Court voted unanimously to table
consideration of the Order Prohibiting Outdoor Burning until
Friday at 9:30 a.m.
The Court next considered appointing fire commissioners
to the Brazos County Fire Prevention District #4 Fire
Commissioners Board. On motion by Commissioner Thornton,
seconded by Commissioner Cauley, the Court voted unanimously
to appoint Anderson Jones, James Green and Sue Moody to a two
year term beginning January 1, 2000 and ending December 31,
2001.
The Court next considered approval of requisitions from
the Capital Expenditures Fund (Minor Equipment) for the
following purchases:
a) 3 Okidata 320 printers for Tax Office
$882.00
b) 3 Serial cards for Okidata 320 Printer
$355.00
On motion by Commissioner Sims, seconded by Commissioner
Cauley, the Court voted unanimously to approve the
requisitions to be paid from Capital Expenditures Fund.
The Court next considered approval of a requisition from
the Road & Bridge Capital Fund for a Portable Building for
$1,480.90. On motion by Commissioner Cauley, seconded by
Commissioner Sims, the Court voted unanimously to approve the
requisition to be paid from the Road & Bridge Capital Fund.
The Court next considered approval of a requisition from
the Copier Replacement Account for the purchase of a Canon
NP6545 Copier, Warranty and Installation for $6,706.18 for the
Tax Office. On motion by Commissioner Cauley, seconded by

Commissioner Sims, the Court voted unanimously to approve the
requisition to be paid from Copier Replacement Account.
The next matter for consideration was to award correction
for Bid 2000-009, Heavy Machinery Rental. The Purchasing
Agent requested a correction in the secondary award for #1
Backhoe/Loader-62HP to Awalt Rentals. On motion by
Commissioner Cauley, seconded by Commissioner Sims, the Court
voted unanimously to approve the correction for Bid 2000-009.
A copy of the bid tabulation is attached.
The Court received, approved and ordered filed as
submitted the Certification of the Juvenile Detention
Facility. The inspection and certification was carried out by
the Juvenile Probation Board on the 18`" day of November, 1999.
A copy of the Certification is attached hereto.
Under announcement of interest items and possible future
agenda topics, the County Judge made the following comments:
'
a) The Jail Commission put a deadine of June
1, 2000 for completion of the jail and
the variance on inmate capacity until
that time.
b) He said that the Treasurer had asked him
'
if there would be a Commissioners Court
meeting on December 28, 1999.
c) The two offices adjacent to Risk
Management will be used by the Workforce
Commission to temporarily house five
employees.

The Sheriff made the following comments:
a) Special Service Deputies are ready to
take on the service of Attorney General
paperwork.
b) He introduced the Courthouse Security
Officer Supervisor, Irvin Todd.
There was no citizen input and/or concerns.
There being no further business to come before the Court,
the meeting was adjourned.

THAT WHEREAS, on November 29, 1999 the Court heard and approved a
budget amendment for the 1999-2000 budget year for Brazos County, Texas.
WHEREAS, an expenditure is necessary due to the necessity to meet
unusual and unforeseen conditions which could not be reasonably included
in the original budget adopted September 9, 1999 the following
amendment(s) to the original are hereby authorized, as described on the
attached page(s).

We, the undersigned, hereby certify to the Commissioners Court of Brazos CD Vrrlazos ZZJ!xast44d tfxe ld~tt<3►llt}venile
Probation Commission, that we have personally inspected the detention facilities at the Oa*Jj kai Justice
Center located at 1904 Highway 21 West in Bryan, Brazos County, Texas, to determine swta a for
the detention of children as provided by Section 51.12(c) of the Texas Family Code.
We hereby find that:
1. Children in detention are not detained in or committed to a compartment of a jai in which adults are
detained or committed;
Z Children in detention or not permitted contact with adults who are detained or committed to jail;
3. The detention facility meets the requirements of Article 5115, Revised Civil Statutes of Texas, 1925, as
amended, defining *safe and suitable jails';
4. The detention facility meets the "Standards for Juvenile Detention Facilities' as required by Section
75.041, Texas Human Resources Code, and as adopted by the Texas Juvenile Probation Commission
effective the 11° day of November, 1986.
THEREFORE, the Brazos County Juvenile Justice Center is hereby certified as a suitable facility for children until
the next annual onsite inspection due one year from the above personal visit. The Commissioners Court of Brazos County,
Texas, shall be provided copies of said certification, and the original copy shall be filed with the Juvenile Records in the
District Clerk's Office.
