COMMISSIONERS' COURT REGULAR MEETING JULY 6, 1999 A regular meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 9:00 a.m. on Tuesday, July 6, 1999, with the following members of the Court present: Alvin W. Jones, County Judge, Presiding; Tony Jones, Commissioner of Precinct 1; Wm. S. Thornton, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4; Mary Ann Ward, County Clerk. Attached is a list of the citizens and officials in attendance. Commissioner Jones gave the invocation and led the pledge of allegiance. Under citizen input and/or concerns, M. J. Deen, Department Head of the Computer and Network Services Department, introduced Tom Goldson, a new employee. The Court next considered Budget Amendment #98/99-29.1 through 29.7, which would transfer funds from Contingency to the Treasurer's office; and reallocate funds for the County Attorney Kids and Cops Grant, Sheriff/Administration, Road & Bridge Department, Jail Administration, Personnel and Treasurer's office. On motion by Commissioner Jones, seconded by Commissioner Cauley, the Court voted unanimously to approve the budget amendment as submitted, a copy of which is attached hereto. 6 I 1- \ O 16 Commissioners Court meeting 2 • lei The Court proceeded to consider the change of status of the following employees. The Court next considered the following Claims as submitted by the County Treasurer for payment: 99-008055 through 99-00 8438 On motion by Commissioner Jones, seconded by Commissioner , Cauley, the Court voted unanimously to approve the Claims as submitted. On motion by Commissioner Cauley, seconded by Commissioner Sims, the Court voted unanimously to adopt a resolution designating FM 2818 as Harvey Mitchell Parkway throughout its entire length within Brazos County and within the city limits of Bryan and College Station effective August 1, 1999. The Court next considered establishing the County Health Endowment Funds (CHEF) in the amount of $2,152,214.00 from the Tobacco Settlement monies and establishing procedures for interest accrued. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to establish the County Health Endowment Funds (CHEF) in the amount of $2,152,214.00. Next for consideration was the authorization of $152,214.00 of the Tobacco Settlement monies to be used in funding of approved grant applications from County Health Endowment Funds. On motion by Commissioner Sims, seconded by Commissioner Jones, the Court voted unanimously to authorize it -7 FAQ kdU S Commissioners Court meeting 3 the Tobacco Settlement monies to be used in funding of approved grant applications from County Health Endowment Funds. The Court next considered Change Order No. 1 for the Renovation of the Brazos County Courthouse. On motion by Commissioner Jones, seconded by Commissioner Sims, the Court voted unanimously to approve Change Order No. 1 in the amount of $5,831.72 that is to be deducted from the project contingency allowance. A copy of the Change Order is attached hereto. The next matter for consideration was the Title IV-E Maintenance Contract with the Texas Department of Protective and Regulatory Services allowing the County to act as the fiscal agent for the Brazos County Welfare Board with regards to reimbursement of expenditures for direct support of participants in the Child Welfare System. Cost to the County is marginal, requiring only a monitoring of the expenditures as they pass through the County Treasurer Ia office. On motion by Commissioner Cauley, seconded by Commissioner Sims, the Court voted unanimously to enter into contractual agreement with the Texas Department of Protective and Regulatory Services. A copy of the contractual agreement is attached hereto. The next matter before the Court was approval of a Contractual Agreement between Brazos County and the Bryan- College Station Eagle. The Eagle will provide advertisement services. The cost to Brazos County will be a daily rate of $13.59 per inch and a Sunday rate of $13.98 per inch. The term of the contract will be for twelve months beginning July 1, 1999 and expiring June 30, 2000. On motion by Commissioner Cauley, seconded by Commissioner Sims, the Court voted unanimously to enter into contractual agreement with the Bryan College Station Eagle. A copy of the contractual agreement is attached hereto. i • C] 0. Commissioners Court meeting 4 The Court next considered Fee and Policy Revisions for the Brazos County Events Facilities. On motion by Commissioner Thornton, seconded by Commissioner Jones, the Court voted unanimously to approve the revisions. A copy of the revised fee and policy statement is attached. The next matter before the Court was authorization for payment of an invoice to Brazos Valley Telephone Service for costs incurred by the Justice of the Peace, Precinct 6. The Auditor's office refused payment because it did not fall under a category that qualifies for payment on a payment authorization. On motion by the County Judge, seconded by Commissioner Sims, the Court voted unanimously to pay the invoice in the amount of $130.00. The Court next considered a proposed Lease Agreement with Houston Cellular Telephone Company, LP. For radio tower space for the Sheriff's Office. On motion by the County Judge, seconded by Commissioner Sims, the Court voted unanimously to table consideration until a later date. The Court next considered a request from Constable Precinct 5, Isaac Butler, to appoint Glenda K. Bosley as an unpaid Reserve Deputy Constable. On motion by Commissioner Cauley, seconded by Commissioner Sims, the Court voted unanimously to approve the request from Constable Butler to appoint Glenda K. Bosley as unpaid Reserve Deputy Constable subject to appointment being within the allotted number of deputies. The Court next considered approving a Resolution providing for the sale of property acquired by the County of Brazos at Delinquent Tax Sale. The Resolution authorized the County Judge to execute tax resale deed for a 116 feet by 68 feet tract in the James Gray Survey. The Texas Property Tax Code §34.05(a) provides that the County may accept a sufficient bid and Mr. John W. Vaughn bid $150.00 for the property. ' v Commissioners Court meeting 5 Resolution providing for the sale of property and the Tax Resale Deed and also authorizing the County Judge to execute the tax resale deed. The Court next considered Tax Resale Deeds and authorization of the County Judge to execute them for the following properties: 1. On motion by Commissioner Cauley, seconded by Commissioner Sims, the Court voted unanimously to authorize the County Judge to execute a Tax Resale Deed to the following individual: Maria Blanco - Lots 17 and 18,, Block 16, Margaret Wallace Addition, City of Bryan, Brazos County, Texas. 2. On motion by Commissioner Cauley, seconded by Commissioner Sims, the Court voted unanimously to authorize the County Judge to execute a Tax Resale Deed to the following individual: Lewis Johnson - Lots 10 and 11, Block 1, Candy Hill Addition No. 2, City of Bryan, Brazos County, Texas. 3. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to authorize the County Judge to execute a Tax Resale Deed to the following individual: Antonio Figueroa Eusbid - Tract #2: Lot 10, Block 3, Ettle Addition, City of Bryan, Brazos County, ' Texas. The next matter before the Court was a request by the Jail Administration for authorization to use capital projects funds approved for the purpose of matching a federal grant to purchase seven computers. Funds were approved to match a federal grant during the 1998-1999 budget year. The grant was not awarded to the county but a portion of the funds were used to replace the Sheriff's Office server and to purchase a breathing apparatus. On motion by Commissioner Sims, seconded by Commissioner Cauley, the Court voted unanimously to approve the use of the capital projects funds to purchase seven computers. The Court next considered approval of requisitions from the Capital Projects Fund for the following purchases: a) Rack for server for Sheriff's Office, $705.00 b) Hydrant meter with connections for Road & Bridge Department $1,153.20 c) Digital camera for the Road & Bridge Department $679.00 d) Magnum toolbox for the County Attorney's office $$229.99 On motion by Commissioner Sims, seconded by Commissioner Jones, the Court voted unanimously to approve the requisitions to be paid from Capital Projects Fund. The Court next considered approval of the Re-Plat of Lots 31 and 32, Lake Millican Estates in Precinct 1. Richard Vance, County Engineer, stated that he had reviewed the plat and all appeared to be in order. On motion by Commissioner Jones, seconded by Commissioner Cauley, the Court voted unanimously to approved the re-plat of Lake Millican Estates as submitted. The Court next considered approval of the Re-Plat of Lots 4 & 5, Blue Bird Subdivision in Precinct 3. Richard Vance, County Engineer, stated that he had reviewed the plat and all appeared to be in order. On motion by Commissioner Sims, seconded by Commissioner Caley, the Court voted unanimously to approved the final plat of Lots 4 & 5, Blue Bird Subdivision as submitted. The Court next considered approval of the Final Plat of Lake Placid East in Precinct 1. Richard Vance, County Engineer, stated that he had reviewed the plat and all appeared to be in order. On motion by Commissioner Jones, seconded by Commissioner Sims, the Court voted unanimously to approved the final plat of Lake Placid East as submitted. The Court acknowledged receipt of the Extension Service Commissioners Court meeting July 6, 1999 7 reports for June 1999 and acknowledged receipt of reports from the following County and Precinct Offices showing revenues collected and remitted to the County Treasurer: County Clerk District Clerk Justice of the Peace Precinct 2 Justice of the Peace Precinct 3 Justice of the Peace Precinct 4 Justice of the Peace Precinct 5 Justice of the Peace Precinct 6 Constable Precinct 4 Constable Precinct 5 Constable Precinct 6 Brazos County Events Facilities County Attorney Road & Bridge Tax Assessor/Collector A copy of the Officials' reports can be viewed in the County Auditor's office. Commissioner Sims made the following comment: 1) The Tobacco Committee will meet today at 2:00 p.m. at the Health Department and asked all commissioners to attend to assign site visits. The County Judge made the following comments: 1) There have been some changes to the Statutes allowing purchases up to $25,000 without going through the bidding process. 2) Directed to the Auditor to retract his memo concerning Elected Official Bonds. One person from the Auditor's office can go into the County Clerk's office and find which bond is missing rather than have 40 elected officials in there at one time. 3) He reviewed the procedure for the budget process and gave a general description of "Government". 4) He gave a government tutorial. There was no citizen input and/or concerns. New Title IV-E Contract 7/20/98 STATE OF TEXAS COUNTY OF TRAVIS u CHILD WELFARE BOARD CONTRACT Contract No. 07000001 The Texas Department of Protective and Regulatory Services, hereinafter referred to as the Department. and the Commissioners' Court of Brazos County, hereinafter referred to as the County, agree to enter a contract to establish a child welfare board to administer a county wide, jointly financed, state administered and regionally operated child welfare program to meet the needs of children in the county in need of protective services. This contract is entered into under the authority of §40.058 of the Human Resources Code and is not an agreement under Ch. 771 of the Government Code. The County agrees: A. To establish a Child Welfare Board, hereinafter referred to as the Board, as set out by statute in the Texas Family Code §264.005. • B. That the Board will consist of not less than seven nor more than fifteen persons appointed by the County Commissioners' Court Each member will serve a three-year term on a rotating basis. Initially, the appointees will be designated to serve the following terms: 1/3 of the members appointed to three-year terms; 113 of the members to a two-year tern; and 1/3 of the members to a one-year term. In successive years, from two to five new members will be appointed. Members shall serve at the pleasure of the Commissioners' Court. Members serve without compensation. C. To continue to provide adequate funding for the care of any child in need of protective placement who is under the conservatorship of the Department, and who is ineligible for Title IV-E foster care or state-paid foster care and/or Medicaid. D. To provide adequate funds for medical care not covered by Title XIX (Medicaid) and for children not Medicaid eligible. E. To maintain its total net child welfare expenditures for any future fiscal year at the level of the County's child welfare program appropriation or the County's actual expenditures, less any appropriation or expenditure of Level of Care payments to foster homes, for the child welfare program for the fiscal year preceding the signing of the contract, whichever amount is less. F. To participate in the Department's financial and statistical reporting systems. 0. That none of the moneys used to carry out the terms of this contract shall be federal funds, either directly or indirectly, and further expressly agrees that such moneys have not been used to secure federal matching funds previously. H. To maintain and retain fiscal records adequate to assure that claims for federal and state funds are in accord with applicable requirements. 1. HVAC systems. medical equipment, databases. and accounting systems, have been determined to be "Year 2000 Compliant" in that there will be no interruption of services due to the date change occurring at midnight on December. 31. 1999, and all such systems shall continue to function properly. Alternatively. Contractor assures that there will be no material interruption of services due to problems caused by such date change. and there will be no material change to Contractor's ability to perform the services contemplated by this contract on and after January I, 2000. Contractor shall indemnify and hold the Department harmless from any claims, losses or damages resulting from any interruption of services (including reasonable attorney's fees and costs incurred in defending against such claims). Contractor shall in no way be entitled to additional compensation or additional time to perform by reason of problems resulting from the date change, and shall not be entitled to claim force majeure because of any problems or delays in performance resulting therefrom. Explain the child welfare program and needs to the community and explain to Department staff the community's conditions and attitudes on policy, services, and priorities. C. Serve in an advisory capacity to the county in the development of local policy to meet the needs of the children in Brazos County covered under this contract. D. Develop an estimated annual budget for the operations of child welfare services. It will be the duty of the Board to recommend an estimated budget to Commissioners' Court and appear in support of same at budget hearings. Such bylaws shall be approved by written order of the Commissioners' Court. IV. The Department agrees: A. To seek Title XIX Medicaid coverage within the amount, duration, and scope of the Medicaid program as defined by the state agency responsible for administration of these funds, for any child eligible for AFDC-foster care or state-paid foster care and who is eligible for Medicaid benefits.. B. Where applicable, to reimburse the County when care was paid for a child ineligible for Title IV-E or state paid foster care and consequently certified by the Department as eligible for Title IV-E foster care and state-paid foster care C. To reimburse the County by payment to the Board for the certified claim amount for additional Title IVE Foster Care Maintenance as shown on Schedule A. D. To receive and expend children's personal funds (SSI, SSA, child support, etc.), in accordance with the needs of each child and state and federal taws and regulations, for children in the Department's conservatorship. E. To provide the County with the necessary forms for participation in the reporting systems required in Article II, Section F. of this contract. F. That any additional certified allowable Title IV-E foster care maintenance and administrative expenditures received in accordance with Department and federal regulations and procedures will be used for the benefit of children in Brazos County who are involved with the Texas Department of Protective and Regulatory Services. V. The Parties mutually agree: A. That this mutually undertaken child welfare program must meet state licensing and/or certification standards for child-caring and child-placing activities as a condition to continuation of this contract. B. To comply with Title VI of the Civil Rights Act of 1964 (Public Law 88-352), Section 504 of the Rehabilitation Act of 1973 (Public Law 93-112), The Americans with Disabilities Act of 1990 (Public Law 101-336), and all amendments to each, and all requirements imposed by the regulations issued pursuant to these acts. In addition, the County agrees to comply with Title 40, Chapter 738, of the Texas Administrative Code. These provide in part that no persons in the United States shall, on the grounds of race, color, national origin, sex, age, disability, political beliefs or religion be excluded from participation in, or denied, any aid, care, service or other benefits provided by federal and/or state funding, or otherwise be subjected to discrimination. The County agrees to comply with Texas Health and Safety Code Section 85.113 (relating to work place and confidentiality guidelines regarding AIDS and HIV). C. That there shall be an annual review of this contract conducted to consider any appropriate changes. D. That the term of this contract shall be for a period beginning on the effective date of this contract and it shall terminate at such time as the federal, state, or county governments cease to participate in the program, by mutual consent of all parties hereto, or upon breach of the contract by one of the parties hereto. It is further agreed and understood that in the event the federal or state laws or other requirements should be amended or judicially interpreted so as to render fulfillment of this contract further on the part of either party unfeasible or impossible or if the Department and the County should be unable to agree upon modifying amendments which would be needed to enable substantial continuation of the program as a result of such amendments or judicial interpretations, then, and in that event, the Department and the County shall be discharged from further obligation created under the terms of this contract, except for the equitable settlement of the respective accrued interests or obligations incurred up to the date of termination. E. Please place these on the Commissioner's Court Agenda for approval. I have met with each of you and the Risk Manager, at various times over the past year, to fine tune the policies and evaluate the fees. If approved, 1 would like these to go into effect October 1, 1999. We will honor any old fees that have already been quoted to customers, which we have recorded on our information sheets. If approved, we will begin the process outlined below, to ease the transition for both our staff and customers. 1. Revise the contract, according to the policies, and send it to Patricia Mernoff for review. 2. Send a letter to major users who will be affected by any of the bigger changes. 3. Meet with alcohol caterers about facility policy changes. 4. Immediately begin to quote new fees and policies to customers whose dates are after October I. 5. Train all Events Facilities staff on the new policies and their essence. I appreciate the time and thought that each of you have put into this project. These changes will create more work on the part of the staff and some inconvenience on the part of some of our customers. This policy booklet has been created to establish a guideline for all events held at the Brazos Center and The Brazos County Arena Complex. By the nature of the facilities, all of the events are unique and will have different rules that may be applicable depending on the typos of activities that are planned. This booklet would be vary lengthy if we attempted to include every rule ' or special condition that applied to every type of event possible. One week prior to the event a copy of such proof of Insurance including a copy of paid receipt for premium showing effective dates of coverage must be on file at the Brazos Center. SECURITY DEPOSITS Security deposits are NEB applied to fees. Security deposits for any Brazos County Event Facility (BCEF) space are payable at the time the space is reserved. Fees for use on several consecutive days may be discounted 25% for second and following days of use at the discretion of the director. 2. Regularly scheduled events made by a contract of six-months or more may be discounted 15% every day of use after the initial date if the total fees are paid in full prior to use, or monthly in advance at the discretion of the Director. Reservation for a one-time, one-day event can be made no more than one year in advance. Reservations may be made on the day requested (or the nearest working day) one year prior to the actual day. Should more than one request for the same day be made all interested parties desiring the date must appear with their appropriate deposit, at the Brazos Center office by B:OOam on that date one year in advance. 1. At 8:15am on that day all names will be individually written on the exact same size paper which will then be folded and placed in a bowl or hat. 2. An impartial person will draw one name at a time until all names are drawn. The first name drawn must pay the required deposit at that time. 3. All remaining names will be listed and retained in the order they were drawn and will be on file in case of date cancellation by the depositor. Free use may be allowed only by approval of the County Judge or Commissioner . Requests must be written and addressed to the County Judge or Commissioner's Court. To be eligible for free use by a Brazos County Department the event must be: 1. A-legally specified County duty: voting, condemnation, etc. or 2. Open to the public at no charge, or 3. Official County business 4. Junior-Senior Prom may reserve the Brazos Center 1 day (24 hours) prior to the prom day, the day of the prom and up to % the day following the prom for the price of one day's fees. 2. The Bryan and College Station FFA organization may use the Arena for rodeo events where admission is charged at non-commercial rates. All other required charges will follow Regulations of Use. 3. Regular 'banquet" fees (per capita) are charged for banquets. PROHIBITED EVENTS 1. Dances billed as "open to the public" are prohibited 2. Dances, parties, "mixers" and initiations held by social fraternity and sorority organizations are prohibited. 3. Events held by scholastic or professional fraternity and sorority organizations are permitted on an individual basis at the discretion of the director. 4. Boxing Matches, Bungee cord jumping, and four-wheeler activities are prohibited. NON-CONFORMING EVENTS Events not conforming to accepted community standards or any event that has been scheduled using untrue or misleading information provided by the Lessee shall be rejected or cancelled. ON PREMISE SALES VENDING USAGE 1. If a Lessee pays vending rates for an event, merchandise vendors at that event do not pay an additional vending fee with the exception of concessionaires. (see page 9) 2. All sellers of food, alcohol and/or beverages shall pay fees according to concession fee schedule. COMMERCIAL AND NON-COMMERCIAL USAGE Y- w 1. The retailer must deliver the alcohol and provide an appropriate number of TABC certified servers to dispense the alcohol. Alcohol is not allowed on the premises under any other circumstance. The following rules also apply to alcohol service: 1. Alcohol must be served from an area designated by the Director. 2. All bottles or pitchers must remain in service area. 3. Bottled beer/wine coolers must be served in a cup. 4. An alcohol surcharge is to be assessed to the user. 5. An additional fee for a "Cash Bar" is applicable. 6. This applies only to large spaces (Concourse and Assembly Rooms). The fee for a set-up day is half the charge of the first day of the event for that same space. Set-up in smaller areas is at regular price. CLEAN-UP 1. Lessee may reserve one full day following an event for clean up. The fee is one half of the fees charged for the first day of the event. 2. For some events, Brazos Center personnel will perform clean-up for a fee of 25% of total fees (deposits excluded): For example, if fees (including alcohol surcharge) total $350, Brazos Center clean-up fees will be $87.50 for a total fee of $437.50. Any utensils, equipment or decorations to be saved are the sole responsibility of the Lessee. A one time, one day or more event requiring extensive facility use may, at the discretion of the Director, be scheduled two years in advance. After an event has been held for three consecutive years, the event may be scheduled for three consecutive years in advance. In the event of scheduling conflicts or on occasions when a more extensive use of the facilities can be scheduled, the Director reserves the right to give any regular user 30 days notification of cancellation and fully refund any fees paid by such User for the canceled event. All scheduling decisions made by the Director are final. A user requesting space for a "rain date" may do so by paying the appropriate damage/clean-up/security deposit with the following stipulations: t. It another user requests the same date & space, the first depositor will be contacted and has up to 5 days to decide to keep the date or cancel. 2. If the depositor keeps the date, the deposit will be retained unless the event is held in the "rain date" reserved space. • 3. If the "rain date" space is used, all regular fees and charges will be made and collected. 4. If the first depositor decides to cancel the 'rain date` the deposit will be returned and the second deposit offered will be accepted. e. If no other request for the same date and space is received and the "rain date' Is not used, the deposit will be refunded after the event date. CATERING DEPOSITS (APPLIES TO CATERER'S, BAR SERVICE, CONCESSION PROVIDERS) 1. All caterers (food & beverage) doing business at the BCEFs are required to have a 8100 deposit on file at the Brazos Center office which will be used to cover any required clean-up which the caterers fail to perform themselves or as satisfaction for any damages occurring. 2. Brazos Center space and property used by caterers and bartenders must be left in the condition it was found on arrival. , 3. Caterers are responsible for knowing and following all rules that pertain to their service at this facility. These are presented to the caterer upon receipt of their deposit. 4. Caterers are responsible for following all laws of the state of Texas and Brazos County that pertain to their business. This includes obtaining and displaying the proper health permits. If more is required, special arrangements must be made in the Brazos Center office before the event. In the event that the BCEF does not have adequate equipment suitable to the proposed use or to meet the needs of jthose attending, the lessee shall supply such equipment. Brazos County shall not be in any manner responsible for such property. The Lessee is responsible for their own safety and the safety of those associated with their event during the installation, display, and removal of all decorations. 1. Decorations causing damage to floors, walls or other structures are not permitted. This includes the application of tape, tacks, nails, staples and the like. Users are to receive specific direction from center staff as to the type of tape allowed. 2. Use of the ceiling structures requires prior approval of the Director. 3. Use of water in decorations is allowed only by special permission and an additional $100 deposit. 4. HELIUM TANKS---must be secured to a load bearing structure of the building upon arrival and remain secured until their departure. 5. Candles can be used for decoration only if the candle is contained and the flame does not extend higher than the container. 6. Glitter and/or confetti are not allowed at any of the facilities, inside or outside. CLEAN-UP The Lessee is responsible for the clean-up of the facilities after their use. 1. All facilities are to be returned as found. 2. All trash removed to dumpsters. 3. All surfaces clean: floors, tables, chairs, counters, walls... 4. Parking area, Restrooms, concourse, and rear loading area should not show evidence of event. 5. Should an event be postponed due to the probability of inclement weather, the event may be rescheduled or refund of fees will be made. If an event starts and is halted or unfinished due to inclement weather, no refunds will be made and rescheduling is possible only by paying normal fees again. 2. Dragging is the responsibility of the lessee. Tractor and drivers are lessee's responsibility. Names of drivers must be on file with Arena Complex manager along with a signed waiver of liability and release from each driver. Only the driver and tractor can be in the Arena when dragging takes place. No other person or animals are permitted in the Arena during dragging. 3. A signed waiver of liability and release is required of each participant in Rodeo Arena activities. 4. Sand, cornmeal or any other material used to make a "faster' floor is prohibited in the Arena Hall. 5. The Arena Complex manager must approve use of candles. 6. Amplified music in the Livestock Pavilion is permitted ONLY with strict conditions. a. Sound must be aimed toward the northeast corner of the Pavilion. b. Volume of amplification must be controlled sufficiently as determined by the Arena Complex Manager. c. If any complaint of excessive volume is made from nearby residents, the volume must be lowered immediately. d. After lowering, an additional complaint will be cause for the music to cease. • 7. Amplified music is not permitted in the Rodeo Arena. Only music that is associated with rodeo activities is allowed. 8. Overnight parking is not authorized. No RV hook-ups are allowed/available. 9. Users wishing to have vending booths inside the Livestock Pavilion may pay a $200 per day vending fee that will cover as many vendors as they can reasonably accommodate. The parkland adjoins the Brazos Center parking lot to the south. The picnic shelter is a covered pavilion with picnic tables that will seat 100 people. A large barbecue pit and restrooms are adjacent to the picnic shelter. Although mostly unimproved, the park has been enhanced by small habitat improvement projects and naturescape projects, and hosts several wildlife viewing stations. Several picnic tables and cooking pits are available in the park that are on a first come-first served basis. Placing a $50 deposit and signing a user agreement at the Brazos Center office will reserve the picnic shelter. The deposit is fully refundable if the reserving party cleans-up properly after their event.
