The enclosed forms must be completed and returned to this office by August 24, 1999 to ensure eligibility. Instructions for completing the forms are on the back of each form Our auditor has reviewed the fob descriptions on file in this program and has advised that as part of this year's application process all entities in this program must submit updated job descriptions for all persons listed on the approved staffing pattern report Include on your job descriptions the following information: 1. The date this job description was submitted to the Division of Emergency Management. r~ L 2. Many job descriptions do not contain any task assignments specifying work to be performed directly related to emergency management. Job descriptions should identify job tasks that the staffing pattern person is assigned to perform. If your jurisdiction has submitted qualifying travel regulations and your city/county has updated those regulations you will need to advise the Division of Emergency Management by fumishing us with the latest version of your qualifying travel regulations. These are required to be on file subject to FEMA audit. If your jurisdiction has previously chosen to follow State travel regulations, we have enclosed a copy of the latest State travel regulations for your jurisdiction to follow Many lunsdictions have indicated a need for a reference material generally describing the Emergency Management Assistance Program with definitions as to what is allowed or not allowed. FEMA advises that CPG 1-3 (copy enclosed) is to be used as the official guideline to EMA. A form for direct deposit is also enclosed. So, why are we getting another direct deposit m? swer: If your jurisdiction already participates in direct deposit consider the direct deposit form as an :ra form for any-changes that may occur such as change of banks, change of accounts, etc. Why are we getting a copy of State Travel Regulations? We have our own approved regulations on swer: First of all many of the applicants chose to follow State Travel Regulations and need to have an dated copy on hand. Second, even if you have your own approved travel regulations on file with the ite use them as a guide to the kind of detail information we need here when auditing your requests for mbursement of travel expenses. Remember, however, not everything in the State Travel regulations plies to your jurisdiction. If an item in the regulations applies to your jurisdiction simply substitute the rding EMA participant for State employee. Why do we have to fill out a certification regarding lobbying? swer: It is required by law when entering into any cooperative agreement. The SLA-50, Emergency magement Assistance Program is a cooperative agreement. This certification is a material )resentation of fact upon which reliance was placed when this transaction was made or entered into. bmission of this certification is a prerequisite for making or entering into this transaction imposed by .lion 1352, title 31, U.S. Code. Answer: This is a major component for the Federal share paid formula. Staffing pattern refers to the personnel that you have named on FEMA form 85-17 to perform a staffing pattern % of time that is Emergency Management work only. The Federal share pay formula works like this: Gross Wage of Staff Person Listed on FEMA 85-17 $1.00 DEM-53 X 30 % Staffing Pattern % S .30 Cents DEM-53 to DEM-50 X 50 % Federal Share DEM-50 Federal Share of EMA Work Performed S 15 Cents Paid by EMA Program y V ~ ~1ta~'., ~ f S COMMISSIONERS' COURT REGULAR MEETING JUNE 22, 1999 • A regular meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 9:00 a.m. on Tuesday, June 22, 1999, with the following members of the Court present: Alvin W. Jones, County Judge, Presiding; Tony Jones, Commissioner of Precinct 1; Wm. S. Thornton, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4; Mary Ann Ward, County Clerk. Attached is a list of the citizens and officials in attendance. The County Judge gave the invocation and led the pledge of allegiance. There was no citizen input and/or concerns. The Court proceeded to consider the change of status of the following employees. The Court next considered the following Claims as submitted by the County Treasurer for payment: 99-007819 through 99-008054 On motion by Commissioner Jones, seconded by Commissioner , Sims, the Court voted unanimously to approve the Claims as submitted. The Court next considered.an application for county participation in the State and Local Assistance-50 Program with the Division of Emergency Management, Texas Department of Public Safety. On motion by Commissioner Jones, seconded by Commissioners Court meeting 2 Commissioner Sims, the Court voted unanimously to approve the submission of the fully executed application to the Division of Emergency Management, Texas Department of Public Safety. A copy is attached. The next matter for consideration was a Co-Location Lease Agreement with Houston Cellular Telephone Company, L.P. for radio tower space rental for the Sherif f' s Of f ice. On motion by Commissioner Jones, seconded by Commissioner Sims to table consideration until a later date. The Court next considered the renewal of county liability and property insurance. In his memo to the Court, Bill Jeanes, Risk Manager, made the following recommendations: Liability Insurance Agent: Insurance Network of Texas (Hartford Ins.) Quoted Premium: $172,184.00 Property and Boiler & Machinery Insurance Agent: Arthur J. Gallagher & Co. Quoted Premium: $29,850.00 On motion by Commissioner Sims, seconded by Commissioner Jones, the Court voted unanimously to accept the recommendations of the Risk Manager and renew the policies and carriers for 1999-2000. On motions by Commissioner Sims, seconded by Commissioner Thornton, the Court voted unanimously to authorize the County Judge to execute a Tax Resale Deeds to the following individuals: 1. Brenda J. Lamar - Tract #1: 43% feet by 83 feet, more or less out of Lot 4, Block 46, City of Bryan, Brazos County, Texas. 2. Patricia A. Marsh and Belinda J. Marsh - Part of Lot 5, Block 47, City of Bryan, Brazos County, Texas. 3. Patricia A. Marsh and Belinda J. Marsh - 43 by 70 feet, more or less, being part of Lot 38, Hall's Addition, City of Bryan, Brazos County, Texas. The Court next considered rescinding the "Agreement for Development and Tax Abatement in Reinvesting Zone Number Nine (9) for Commercial Tax Abatement, City of College Station, Texas" for CSL of Texas, Inc. According to paragraph 18(h) of the Development Agreement, under certain circumstances the V L, 6 I Commissioners Court meeting 3 Development Agreement automatically terminates if there is "a rj change in ownership in a single transaction of fifty-one percent (51%) of the stock of the owner..." Coca Cola Enterprises, Inc. acquired all of the stock pursuant to a merger agreement effective January 1, 1999. On motion by Commissioner Jones, seconded by Commissioner Thornton,, the Court voted unanimously to rescind the "Agreement for Development and Tax Abatement in reinvesting Zone Number Nine (9) for Commercial Tax Abatement, City of College Station, Texas". The Court next considered authorizing asbestos survey inspections of county owned buildings. On motion by Commissioner Jones, seconded by Commissioner Sims, the Court voted unanimously to authorize Deal Enterprises, Inc to lei perform the asbestos survey inspections. Jail $1,200 Ray Criswell Jail $ 500 On motion by Commissioner Jones, seconded by Commissioner Sims, the Court voted unanimously to approve the Blanket Purchase Orders as submitted. The Court next considered awarding the following bid: 101 Bid No. 99-040, Purchase of Repeater and Console John Hachmann, Purchasing Agent, recommended acceptance of the bid submitted by Motorola Houston. On motion by Commissioner Sims, seconded by Commissioner Jones, the Court voted unanimously to accept the recommendation of the Purchasing Agent and award the contract to Motorola Houston in the amount of $18,171.27. The Court next considered a Requisition to Texcon for Bid #99-010, Equipment and Operator for the Road and Bridge Department. Rental is as needed and not to exceed $250,000.00. On motion by Commissioner Sims, seconded by Commissioner Thornton, the Court voted unanimously to approve the Requisition for Bid #99-010. The next matter before the Court was approval for payment of a requisition to National Lamination for the purchase of a Photo I.D. System. On motion by Commissioner Jones, seconded by Commissioner Sims, the Court voted unanimously to approve payment of the requisition in the amount of $5,378.00 for the purchase of a Photo I.D. System from National Lamination. The Court next considered authorizing work outside of county rights-of-way for the health, safety and welfare of the general public. The Road and Bridge Department requested permission to enter the private property of Kyle Kacal on the Greens Prairie Extension in Precinct 1 to clear brush and re- channel 60 feet of creek and obtain material core samples. On motion by Commissioner Jones, seconded by Commissioner Thornton, the Court voted unanimously to authorize the work. The County Judge made the following announcements: 1) The Judge handed proposals for additional staffing needs for the addition to the Minimum Security Jail. 2) There will be no Commissioners Court meeting on June 29, 1999. 3) There will be a workshop on Wednesday, June 23, 1999 in the 851'h District Courtroom. 4) On June 16, 1999, there were 433 prisoners in the jail. There was no citizen input and/or concerns. There being no further business to come before the Court, the meeting was adjourned. We may retain our current policy written by Chubb Insurance Company for 36,893 or they will place the property insurance with Allianz Insurance Company for 29,850. I have attached a comparison of the coverage of the two policies. Chubb Insurance Company has just paid a $336,000 hail damage claim to Brazos County. I am very pleased with the way the claim was processed. The increase in premium is less that I expected. The premium increased from 29,910 to 36,893 for the same coverage. After comparing the two policies, it is my recommendation to renew the policy provided by Chubb.
