THE COMMISSIONERS COURT WILL MEET IN REGULAR SESSION ON MONDAY,
APRIL 26, 1999 AT 9:00 A.M. IN THE COMMISSIONERS COURTROOM OF THE
BRAZOS COUNTY COURTHOUSE, 300 EAST 26= STREET, SUITE 115, BRYAN,

COMMISSIONERS' COURT
REGULAR MEETING
APRIL 26, 1999
A regular meeting of the Commissioners' Court of Brazos
County, Texas was held in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County, Texas, beginning at 9:00
a.m. on Tuesday, April 26, 1999, with the following members of
the Court present:
Alvin W. Jones, County Judge, Presiding;
Tony Jones, Commissioner of Precinct 1;
Wm. S. Thornton, Commissioner of Precinct 2;
Randy Sims, Commissioner of Precinct 3;
Carey Cauley, Jr., Commissioner of Precinct 4;
Mary Ann Ward, County Clerk.
Attached is a list of the citizens and officials in

attendance.
Commissioner Sims gave the invocation and led the pledge
of allegiance.
There was no citizen input and/or concerns.
The Court next considered Budget Amendment #98/99-20.1
through 20.3, which would increase the operating budget for
Road and Bridge, reallocate funds for the District Attorney,
transfer funds from the Health Department to Juvenile Services
for the External Audit and transfer funds from Contingency to
Non Departmental. On motion by Commissioner Cauley, seconded
by Commissioner Jones, the Court voted unanimously to approve
A the budget amendment as submitted, a copy of which is attached

The Court proceeded to consider the change of status of

The Court next considered the following Claims as
submitted by the County Treasurer for payment:
99-006082 through 99-006301
On motion by Commissioner Sims, seconded by Commissioner
Cauley, the Court voted unanimously to approve the Claims as
submitted.
The Court next considered adopting a Resolution
authorizing application for a grant from the State Criminal
Alien Assistance Program for 1999. It will be administered by
the Sheriff's Office. This is the second year to apply for
the Grant. Last year the County was awarded $19,142.00. On
motion by the County Judge, seconded by Commissioner Sims, the
Court voted unanimously to authorize the County Judge to make

application on behalf of Brazos County to the State Criminal
Alien Assistance Program and accept on behalf of Brazos County
such grant funds as may be tendered. A copy of the resolution
is attached hereto.

The next matter for consideration was the posting of a
speed limit on Schehin Road located in Precinct 1. The Court
met in a Public Hearing on April 19, 1999 where it was
recommended that the speed limit be set at 35 miles per hour.
On motion by Commissioner Jones, seconded by Commissioner
Thornton, the Court voted unanimously to set the speed limit
on Schehin Road at 35 miles per hour.
The Court then considered the employment of a consultant
to assist in the procurement of a Total Justice Software

system. There was very lengthy discussion held in which
Commissioner Cauley tried to allay the concerns over hiring a
consultant and the expected slow down of the project; Justice
a~
of the Peace, Precinct 6, George Boyett, was unhappy about the

current program that has not performed properly since it was
purchased; John Reynolds, County Auditor differed with Judge
Boyett in saying that the program was indeed working; John
Hachmann, Purchasing Agent was dissatisfied with the contract
with the consultant saying that it was too high and that the

consultant should only review the bids. Commissioner Cauley
moved to authorize the employment of a consultant to assist in
the procurement of a Total Justice Software system.
Commissioner Sims seconded the motion. The county Auditor
asked to address where this would be paid from. Commissioner
Cauley said that it would come from contingency. The Auditor
then brought to the Court's attention that there was $38,000
dollars in the Computer/Network services budget for this.
Ruth McLeod asked if funds would be transferred from personnel
to professional services. The response was yes. The County
Judge asked Commissioners Cauley and Sims if they would amend
their motion and second to include that the funds would come
from the Computer /Network Services budget. Both agreed to
amend the motion and second. The Court then voted unanimously
to employ a consultant.
The next matter before the Court authorization for the
Computer and Network Services department to employ technicians
to assist in installation and reconfiguration of new
computers. On motion by the County Judge, seconded by
Commissioner Sims, the Court voted unanimously to table
consideration of the request.
The Court next considered payment of the following
invoices:

1. Hart Information Services for the Tax
Collector's Office in the amount of $484.99.
2. Barker Productions for the County Judge's
office in the amount of $610.00.

On motion by the County Judge, seconded by Commissioner Sims,
the Court voted unanimously to authorize payment of both
invoices.

On motion by Commissioner Thornton, seconded by
Commissioner Cauley, the Court voted unanimously to authorize
the County Judge to execute a Tax Resale Deed to the following
individual:

On motion by Commissioner Cauley, seconded by Commissioner
Sims, the Court voted unanimously to approve the Blanket
Purchase Orders as submitted.
The Court next considered approval of requisitions from
the Capital Projects Fund for the following purchases:
a) IBM Selectric II Reconditioned Typewriter
for the District Attorney's Office
$600.00 vendor - Griffith Typewriters
b) Server for Sheriff's Office $7,130.00
vendor - MicroAge.

On motion by Commissioner Sims, seconded by Commissioner
Cauley, the Court voted unanimously to approve the
requisitions to be paid from Capital Projects Fund.
The Court next considered awarding the following
proposal:

unanimously to accept the recommendation
of the Purchasing Agent and award the
contract to GTE Network Services. A copy
of the recommendation is attached.
The Court next considered authorizing work outside of
county rights-of-way for the health, safety and welfare of the
general public. The Road and Bridge Department requested
permission to enter the private properties of Sue Wilson and
Mary Atkins located on Jack Creek Road in Precinct2 to install
36 inch culvert pipes under Jack Creek Road to drain water
from the north side of the roadway. On motion by Commissioner
Thornton, seconded by Commissioner Cauley, the Court voted
unanimously to authorize the work.
The Court next considered acceptance of a Warranty Deeds
for improvements to Hardy Weedon Road in Precinct 3. On
motion by Commissioner Sims, seconded by Commissioner Cauley,
the Court voted unanimously to authorize the County Judge to
accept on behalf of Brazos County a Warranty Deed from Travis
Weedon and wife, Joyce Weedon (three tracts of property) and
from Travis Weedon, Joyce Weedon and Teresa Weedon Sykes for
improvements to Hardy Weedon Road.
The Court next considered the request from Wickson Creek
Special Utility District to construct a road bore for water
line installation in the right-of-way of Ferrill Creek Road

Precinct 2. The County Engineer stated that all appeared to

The Court next considered approval of the minutes of the
Commissioners' Court meetings held in February, 1999 on the

4, 1999. On motion by Commissioner Sims, seconded by
Commissioner Cauley, the Court voted unanimously to approve
the minutes as submitted.
The Court acknowledged receipt of the Extension Service
reports for March 1999 and acknowledged receipt of reports
from the following County and Precinct Offices shgwing
revenues collected and remitted to the County Treasurer:

Commissioners' Court, the following members were present:

THAT WHEREAS, on April 26, 1999 the Court heard and approved

SYSTEM OF ANALYSIS
The major criteria used in the assessment of the proposals are:
1. Reliability and capability of the equipment (35%).
2. Manufacturer reputation, stability and market penetration (10%).
3. Experience, reputation, stability and continuing maintenance capability of the proposed
vendor (15%).
4. Reasonable costs; including maintenance and post-cutover prices (40%).
Comments and observations have been made regarding each category for all proposals evaluated.
The comments are a summary of references provided, consultant experience, industry reputation of
the equipment and companies concerned, discussions with the various vendors and manufacturers,
as well as extensive Brazos County input.
A point total, from a scale of 0 - 100, was then awarded in each category and multiplied by the
weighted percentage assigned to the various criteria. The point totals and recommendations are
contained in the last portion of this report. Financial comparisons were made utilizing spreadsheet
analysis for the purchase price of proposed equipment and manufacturer-provided in-depth training
for two county employees. As the county desires to self-maintain the system, vendor maintenance
charges were not factored. Ten percent has been added to the vendor instrument costs, as well as
one each PRI trunk, station analog, and station digital cards, in order to provide spares in stock. All
vendors proposed or were adjusted to a one-year parts and labor warranty. The cost rating is
Qbjective - the remaining areas are somewhat subjective.
All vendors provided options for networking the courthouse complex with the Health Department,
either with a remote cabinet connected by fiber or a stand-alone system connected, as now, by GTE-
provided OPXs. The stand-alone configuration is recommended and supported by Ken Bost, due
to better user features at less cost. Therefore, this option is used for cost comparisons.
All of the PBXs proposed can capture Caller ID Number, but none can pick up Name, unless the
telephone company central office is from the same manufacturer as the PBX. There is an emerging
interoperability standard called QSIG that some of the products use now, but most of the central
offices, including your GTE one, don't yet offer it. Per GTE, there are no immediate plans to
upgrade the Bryan central office. However, when QSIG or whatever is incorporated into the national
ISDN standard becomes set, it is likely that this will be offered, especially if users request it.

EVALUATION OF PROPOSALS
1. ALLSTAR SYSTEMS - NEAX2400 IMX / NEAX2000 / AVT CallXpress / AIMWorX CAS
A. Comments
1. Equipment - The NEAX2400 IM is NEC's premier PBX product, with growth to 60,000
ports, and a non-blocking architecture. NEC has touted an open architecture for some time, and the
proposed configuration is fully redundant, with no loss of calls in progress during a CPU or common
equipment failure. Separate power supplies are located on every module. The single-line analog
phones have several features, but utilize a flash key in place of a hold button. This means that the
handset could not be cradled when a call is placed on hold, which is clumsy. As a same-priced
alternative, Allstar is willing to provide the Vodavi 2603 feature phone. The multi-line sets have
full speakerphones, hands-free answerback, headset jacks, and three-line displays. Analog port
adapters are available at additional cost for fax or modem connectivity.
The Health system proposal is the NEAX2000, which is a smaller version of the NEAX2400,
and utilizes the same instruments.
The CallXpress NT is made by AVT (formerly Applied Voice Technologies). With Lucent's
acquisition of Octel, AVT became the largest independent voice messaging vendor. The NT-based
platform is expandable to numerous applications including fax, IVR, and unified messaging
capabilities. However, the PBX integration may not be as tight as with manufacturer-provided
systems. Growth is to 128 ports and 1,675 hours of storage (18GB).
The AIMWorX (Applications Integration Manager) system merges call accounting with
optional cabling assets, 911, work orders, trouble tickets, traffic analysis, and billing management.
Allstar originally proposed the entire package at over $62,000. In order to match the RFP
requirements and other propo%als, this was backed down to the call accounting module on a county-
provided PC for $7,350. The software is quite robust and could obviously be expanded to other
modules.
2. Manufacturer - Japan-based NEC is the fourth largest manufacturer of telecom systems in
the world. with annual revenues of $40 billion, of which $13 billion was from communications
systems and equipment. The company is a distant fourth in North American PBX lines shipped, but
still one of the larger players for many years. Based on consultant experience, the manufacturer
support is fair, but improving. Multiple vendors carry the product.
3. Vendor - Allstar Systems is a Houston-based vendor in business for 15 years. They have
five certified technicians on the specific PBX product supporting 30.000 lines, for a ratio of 6000.
and one to support 5000 mailboxes, both of which are very poor ratios. They will utilize local
Lindsey Communications for PBX service. References spoke very highly of both companies'
service and expertise for all of the products.

4. Cost - Allstar's proposal is fourth in cost ranking, but considerably behind number three
Williams. Their on-site labor rate is $115 the first hour and $85 per hour thereafter. No trip charge
applies. They proposed numerous expensive extras beyond the RFP requirements, such as a five-

The XIOX call accounting system is a DOS-based system that meets the minimal RFP
requirements. It produces 126 standard reports and up to 324 custom ones. Their alternate proposal
was the AIMSWorX CAS and server at $20,000 additional.

3. Vendor - NEC BNS is the direct distribution arm of the manufacturer. They have five
certified technicians on the product proposed supporting 32,000 lines and 1000 mailboxes for a ratio
of 6400 and 200. This PBX ratio is very poor. Nevertheless, references including Texas
t I Department of Criminal Justice, spoke very highly of their service and expertise for all of the

III. GTE NETWORK SERVICES - Nortel Meridian 1 Option 61C / Norstar / Meridian Mail /

A. Comments
1. Equipment - The Nortel Option 61C is a member of the vaunted Meridian 1 PBX product
line, with growth to 2000 ports (trunks, lines, and misc. paths), and a virtually non-blocking
architecture. The system as configured features redundant CPUs, configured on a hot-standby basis,
meaning that calls in progress are not lost in the event of single CPU failure. The new Release 24
is due out in July, and it will support the CLID Names Delivery QSIG standard. However, the GTD
central office does not yet support this standard. Release 24 is also projected to have several user-
friendly enhancements.

The Norstar Modular ICS system for the Health Department is Nortel's key/hybrid system
that will grow to 272 ports. The Norstar Voice Mail attached to it is their latest product, with 4 ports
proposed. This product is already in use at the Juvenile and R&B/Ag Extension locations, and
employees there are quite satisfied with it. It features a two-year warranty at no additional cost.
Meridian Mail is the voice-messaging product from Nortel, the PBX manufacturer. It is
therefore the most tightly integrated system available for that product and has an excellent set of
features. The model proposed will grow to 64 ports and 2400 hours of storage, and occupies its own
module in the PBX common equipment. It has fax-on-demand capability, but for fax delivery to
individual mailboxes or unified messaging, the Symposium Messenger server must also be obtained,
at a steep price.
The Infortel for Windows call accounting systems by ISI Infortext received a Teleconnect
Magazine "Editor's Choice" award for flexibility and ease of use. The software will need to be
loaded on a county-provided PC, and meets or exceeds all RFP requirements.
2. Manufacturer - Nortel (Nurthem Telecom) is number one in PBX sales in the world, and
has annual revenues of $15 billion. The quality of their products and support is excellent. They
have numerous authorized vendors in Texas, as represented by the three proposals received for the
product. They are also the manufacturer of your current PBX.
3. Vendor - GTE, of course, is the local exchange company for Bryan. As a result, they are
likely to be around awhile. They have 5 maintenance personnel servicing 2500 lines of proposed
product for a ratio of 500, which is excellent: The 3 Meridian Mail techs service 1800 mailboxes,
for a very good ratio of 600. References were very satisfied with the products and service provided.

4. Cost - The total cost is lowest overall, reflecting very aggressive pricing by GTE. Hourly
T&M rates are $110 the first hour, including trip charge, and $70 per hour thereafter. Timing starts
from the previous call, with a 30 minute maximum trip time.

A. Comments
1. Equipment - The Meridian 1 and Norstar telephone equipment is the same as proposed by
GTE. The call accounting system differs.
The CAS proposed by Williams is the Meridian Administration Tools (MAT) Call
Accounting Module. It meets basic RFP requirement but is not generally considered a flexible tool,
at least in earlier releases.
2. Manufacturer - Nortel was discussed in the GTE section of the report.
3. Vendor - Williams Communications Solutions (formerly Wi1Tel) is the technology arm
of the Williams Companies. They are a multi-million dollar Houston-based company and one of the
largest vendors in Texas. Their TAC (Technical Assistance Center) in Houston is one of the best
in the country, and access to upper management is excellent. Williams recently merged with
Nortel's entire direct distribution arm, making them the premier provider of this product line. They
have 180,000 Nortel PBX ports and 100,000-Meridian Mailboxes installed in their coverage area,
serviced by 90 technicians. Their tech/PBX station ratio is 2000 and tech/mailbox ratio of 1111.
These are good to fair ratios. References were satisfied with the service received.
4. Cost - Williams' cost is third best for the items evaluated. However, their hourly service
rates, outside of a maintenance contract, are S 122 per hour, with time beginning upon tech dispatch
from the previous service location. This would often be Houston, at 90 minutes.

technician in the Bryan/College Station area. References were satisfied with the service.
4. Cost - This proposal was the most expensive, coming in much higher than the other two
Nortel proposals. Normal T&M labor rates are $90 per hour, with no trip charge, and a $60
minimum.

1. Equipment - The Definity G3si PBX meets or exceeds all RFP requirements, with growth
to 2500 ports. The Definity model line is number two (behind Nortel) in North American PBX lines
shipped, and is a well-regarded product. The system redundancy features a duplicate TDM bus as
well as CPU.

An undefined "hybrid" was proposed for the Health location. This would probably be the j
Definity Prologix system, which is acceptable.

The Octel Aria 250 is that line's medium-sized product, ranging from 4 to 72 ports and up to
450 hours of storage. The product interfaces well with a large variety of PBXs, including the f
Definity. Octel was the nation's largest voice messaging company and acquired VMX, the industry
founder. After it was acquired itself this past year by Lucent, it is now their Octel Messaging
Division.
Lucent's Call Accounting System for Windows meets or exceeds all RFP requirements for
call capture and report generation.
2. Manufacturer - Lucent is the 1996 equipment spin-off of AT&T. As such, they have a rich
history of providing communications for the U.S. and the world. They seem to be doing better on
their own than under the AT&T bureaucracy. Recent acquisitions of Octel, Ascend and TCI have
bolstered their image. Bell Laboratories is the R&D arm for the company.
3. Vendor - Lucent is the direct distribution channel for the manufacturer. They have five
techs in the area, supporting only 500 PBX stations and mailboxes, which is almost too good of a
ratio. References were satisfied with the products and support. Also, local Lindsey
Communications is a certified Lucent service organization.
4. Cost - The proposed price is the fifth highest. Labor rates are $85 per hour on site, plus
a fixed $50 trip charge.

A. Comments
1. Equipment - The Hicom 300E is Siemens' PBX product and is number three in U.S. PBX
line shipments. The product is the latest in a continued melding of the Rolm and Siemens PBX
models, and features growth to over 5000 lines. They proposed a 80EP model for the courthouse
and a 30EP for the Health location.
Phonemail, introduced by Rolm, was one of the first voice messaging systems ever, and one
of the best. It features very tight integration with the PBX, at least in the previous Rolm models.
IntegraTRAK is a well-known independent call accounting company whose products are
highly-regarded in the industry.
2. Manufacturer - Siemens AO is a huge 150-year old German conglomerate with world-wide
operations in numerous industries. Their Siemens Information and Communication Networks (ICN)
division had 1998 revenue of $2 billion and employs over 8000 people in North America.
3. Vendor - Siemens ICN is the direct and exclusive distributor for the manufacturer's
products. Maintenance opcmtions are out of Houston, but several certified techs live in the area.
They have 28 techs in Houston servicing 100,000 ports for a fair ratio of 3571. Phonemail ports
were not provided. References ranged from excellent to fair.
4. Cost - This proposal was by the sixth most expensive, coming in just below LCC. Normal
T&M labor rates are $125 per hour. If maintenance costs were factored, they would probably rate
the lowest points in this category.

RECOMMENDATIONS
The recommendations for Brazos County are as follows:

1. GTE Network Services with the Nortel Meridian 1, Norstar, and Meridian Mail products has the
best point total, and is recommended based on the factors in this report. An added benefit will
be system standardization, as Norstars are already in use at other locations. The pricing is
included on the next page, and could be subject to minor changes as departmental designs are
finalized.
2. Merdian PBX Software Release 24 is desired, due to the support of QSIG and several other user
friendly enhancements. The release has been delayed twice, and is now scheduled for release
sometime in July (shipment date, not cutover). The county can wait for an August or September
cutover, or GTE is willing to waive all associated labor and provide the upgrade at their price
of $600-5800. The county Telecom Committee is in favor of going ahead with the cutover,
especially since the July release date could slip further.
3. In-depth training for two Brazos County personnel, in order to continue self-maintenance status,
is a cost-effective and recommended approach. Nortel training is held in Richardson, and should
be completed prior to the end of the one-year warranty period. The fast three of the five classes
have been tentatively scheduled, and GTE has agreed to assist as needed with additional
scheduling.
4. Training will be conducted for users and system administrators just prior to cutover. is critical
that all employees Aucr& GTE has agreed to video tape the training for future county use.
These tapes should be made part of new employee orientation and used for periodic refresher
training.
5. The sample Policies and Procedures section from the previous Consultant Telecommunications
Recommendations report should be reviewed, modified as needed, and adopted before training
begins.
6. The previous recommendations for MSJ and R&B/Ag Ext. voice mail systems should be
implemented and those estimated costs aie also reflected on the next page.
7. A few Courthouse phones need to be upgraded in order to allow adequate feature buttons and
displays. The total cost is $2,612.56.
8. Some Health Department phones should be upgraded in order to provide Hands Free
Answcrback, and some proposed Busy Lamp Modules can be removed, for a net cost added to
budget of $794.52.
9. Per previous Consultant recommendations, long distance verified codes for individuals should
' be implemented. This can be done at any time.

10. The Consultant, GTE, and county Building Maintenance personnel will visit each department
to accomplish the following:
a. Using consultant-prepared key sheets as a guide, review and fine-tune each departmental
design.
b. Using county-provided floor plans, note the location of all telephone jacks and associated

c. Work with departments that will utilize additional voice messaging features such as
automated attendant and information mailboxes. Call flow and scripting will be finalized.

1. PRESENTATION:
A) No work will be permitted between front slope and/or back stops.
B) The line shall be installed 1) within 3S of and parallel to the right-okway Nne and/or 2) In the
case of a road bore, perpendicular to the right-0f-*W line.
C) If clearing of brush, trees and other obstruction Is necessary, ft shall be the Applicant's
responsibility to do so and to remove all cleared brush, trees etc. from County right-of-way.
D) Ditch line shall be compacted to 90% standard density ASTM-Test Method No. D-898; teat
shall be conducted by an Independent Geotechnical testing firm; copies of all test results shall
be furnished to the office of the Bravos County Engineer. •
E) Construction shall be In strict conformance to the latest Texas Manual of Uniform Traffic
Control Devices for Streets and Hiahwavs, published by the Texas Department of Transportation,
and all other State and Federal laws governing utility construction.

In Brazos Countyl, Texas as follows:
The location or description of the proposed Installation Is more fully shown by __a
copies of the drawings attached to this notice.
I understand and agree that:
1. The County Engineer must by notified 72 hours prior to the beginning of
construction in order that he or his designated Inspector may inspect the
actual Installation.
2. That all damage to the roadways and rights-of-way will be repaired to
their original condition to the satisfaction of the County Engineer.
3, That Brazos County reserves the right to require Applicant to relocate or
lower any such line at no cost to Brazos County, should same become
necessary due to widening or lowering, or other alteration of the
roadway or right-of-way.
4. That Brazos County will in no way be responsible for any damage which
might occur to any existing utility lines in the right-of-way.
5. That the line will be constructed and maintained on the County right-of-way in
accordance with the Utility Accommodation Policy which was adopted by the
Texas Department of Transportation on May 29, 1989.
6. That the line or lines will be constructed no less than twenty-four inches (241
lower than the lowest part of the drainage or bar ditch and the drainage Is to
be considered at least two feet (2') below the center of the roadway.
